COMMENT: A C4.5 flare was produced by active region NOAA0978 at 11:03
today Dec.13. It is the first C flare in many months and indicates that

this active region remains capable of producing C flares. The
high-latitude magnetic dipole in the NE quadrant is only associated with

a small bright plage. Magnetograms now show that it has a reversed
polarity and thus belongs to the new solar cycle. Watch out for any new

spot emerging in that region! The solar wind speed is slowly declining,

while the interplanetary magnetic field is small and mostly Northward.

Therefore, the magnetosphere should remain mostly quiet to unsettled.
