"Strengthening National Resilience through Data"

Executive Summary

2025 has been a landmark year for the Philippine 
Amateur Radio Emergency Data Network (PAREDN). 
Following the celebration of our 4th anniversary in 
January, the organization has evolved from a community
of practice and is now proactively positioning itself 
to become a key contributor to the national emergency 
communications landscape. Through the strategic acquisition
of international grants and the unwavering consistency 
of our volunteers, we have successfully expanded our 
footprint across three regions. Our goal is to continue
this momentum over the next two years, building the 
technical and operational foundation necessary to serve
as a vital resource for national resilience in the near 
future.

I. Infrastructure & Technical Advancements

The backbone of our network saw unprecedented growth and 
technical diversification this year:

-The ARDC Partnership: We secured a 300,000 PHP grant from
Amateur Radio Digital Communications (ARDC). This funding 
has been instrumental in establishing 8 new high-capacity 
Winlink/BBS Gateways in strategic locations, including: 
Altavas (Aklan), San Fernando (Pampanga), Imus (Cavite), 
Tagaytay City, Lucena City, San Pablo, and Calamba (Laguna).

-Winlink-to-SMS Gateway Launch: 
In June, we successfully deployed our custom Winlink-to-SMS
Gateway. This bridge allows local Winlink / Packet stations 
to send critical text messages to local mobile numbers, 
as well as numbers in the US and Puerto Rico, via 
email-to-radio protocols. Field-tested by stations like 
DU7RAR/Lloyd and rigorously tested during our weekly exercises,
this feature ensures that operators can reach family members 
and officials even without specialized radio equipment.

-PAREDN PBX & ASL Server: This year, we launched the PAREDN 
PBX - ASL (AllStarLink) Server. This system provides dedicated 
telephone extensions to all our volunteers connected via the 
AREDN (Amateur Radio Emergency Data Network). By integrating
voice-over-mesh capabilities, we have created a seamless internal
communication system that functions independently of the public
telephone grid.

-APRS Community Support: 
To support the APRS community, we activated APRS Digipeaters on 
our UHF Gateways (433.260 MHz). These are now fully operational 
at our Mount Mataba and Sta. Maria gateway locations, providing 
a robust tracking and data backbone for mobile stations.

-Off-Grid Resilience: In April, the DX1PRD Repeater & Gateway at 
Mt. Mataba went fully "Off the Grid," powered entirely by solar 
panels and LiFePO4 batteries.

-Software Innovation: Our technical team developed and deployed 
localized templates (PH SMS Message.txt and PH Welfare Bulletin 
Board Message.txt) to standardize emergency traffic and reporting 
within the Philippine context.

II. Operational Excellence & Training

-Weekly Exercises: 2025 marked the celebration of 134 consecutive 
weeks of Winlink Exercises.

-Welfare Dashboard: The PAREDN Welfare Dashboard logged a total of 
764 test welfare messages, demonstrating the system's capacity for 
high-volume traffic.

-Network Expansion: We maintained a consistent average of 16?20 
weekly participants, with the active gateway list growing from 
11 to 19 operational Gateways / BBS by year-end.

III. Advocacy and Institutional Outreach

-NTC Engagement: Conducted seminars for NTC Region 3 officials, 
featuring live demonstrations of Radio-to-SMS messaging and hospital 
report downloads via Winlink.

-Youth & Community: Participation in JOTA/JOTI 2025 allowed us to 
introduce Winlink technology to the next generation of Scouts.

IV. Conclusion
We enter 2026 with a stronger network and a highly trained corps of
operators. Our focus remains on completing the ARDC-funded rollouts 
and refining our systems to ensure that PAREDN is ready to support 
the community whenever traditional systems fail.
