Notes:
5.1. Only one category may be entered.
5.2. ?1 ? ?2 field category entrants must not use fixed stations and antenna systems; Using household 220V circuit is permitted; Portable operation "/p" designator must be used if the operation takes place from the participant's home oblast, in other cases it is not a mandatory requirement.
5.3. All categories of entrants are allowed to use packet and WEB clusters. Self-spotting is prohibited.

6. Band changes:
6.1 Single-op stations are not limited with band changes; Only one signal can be transmitted at any given time, violation of this rule forces disqualification of an entrant.
6.2 MOST stations are limited by "10 minutes" rule. Start time is determined on the first QSO made on that particular band. Only one signal can be transmitted at any given time. Exception: two signals on different bands are allowed if and only if the station on another (only one) “multiplierö band picked up a new multiplier. This “multiplierö band should also be changed on “10 minutesö rule.
6.3 Contacts violating 6.2 rule, should be shown in the log, they will neither be counted nor penalized for an entrant, but counted for the station contacted.

7. Dupes:
7.1 Dupes are contacts made with the same station on the same band and mode. All of MIXED category entrants can work the same station on both CW and SSB.
7.2 CW contacts made in the SSB portion of the band, and SSB contacts made in the CW portion of the band are prohibited. Violation of this rule leads to disqualification.
7.3 Entrants are strongly advised to leave DUPES in the log file. Dupe contacts are not penalized; one does not have to mark them in the electronic log submission, dupes should be marked in the paper log submissions only. If the first contact between stations is valid, dupes have 0 points value. If the first contact is not valid, the second (dupe) contact is accepted.
DO NOT DELETE DUPES!

8. Exchange:
8.1. Stations outside of Russia must give a signal report + QSO number, starting with 001; serial numbers are to be in chronological order regardless of the bands used.
8.2. Russian stations must give a signal report + RDA number.
8.3. SWL stations must log both calls and either one or both exchange numbers.

9. QSO Points:
9.1. Russian stations:
- QSO with your own country (Russia on your continent) – 1 point;
- QSO with Russia on another continent - 2 points;
- QSO with a different country on your continent – 3 points;
- QSO with a ?1 ??? ?2 field entrant - 10 points;
- QSO with another continent – 5 points.
9.2. Non-Russian stations:
- QSO with Russian station – 10 points (regardless of continent).
9.3. Kaliningrad (UA2) is a separate DXCC entity and a separate Oblast, but points for QSO with Kaliningrad are counted as for European Russia.
9.4. SWL, points are scored on common rules - separately for every call if sent exchange was copied.

10. Multipliers:
10.1. Russian stations: DXCC Entities on every band + RDA districts irrespective of band.
10.2. Non-Russian stations: RDA Districts.
10.3. For SWLs multipliers determined on the same rules.

11. Final Score:
11.1. Foreign entrants:
- the final score is the result of the total QSO points multiplied by the sum of RDA districts.
11.2. Russian entrants:
- the final score is the result of the total QSO points multiplied by the sum of RDA districts and country multipliers.

12. Penalties:
QSO is penalized (not credited) for the following:
- incorrectly logged calls (Bad Call);
- incorrectly logged exchange numbers;
- QSO is not present in the other station log (NIL);
- QSO time in entrant's log and other station's log difference is more than 3 minutes (except systematic computer errors);
- QSO bands or modes in entrant's log and other station's log differ.

13. Analysis
RDAC uses total computerised control. Every paper log submission is manually entered into computer. If a computer logging program was used in the contest, or used to transcribe a paper log submission, the contest sponsors ask entrants to send us their electronic log.
RDAC Contest Committee decisions are final.

14. General Log Submission Requirements
14.1 Submit your log in the "CABRILLO for ARRL/CQ HF contests" format created by all major logging programs. File name should be YourCall.log. Russian stations should specify their RDA number in "SECTION:" string in the header header part of the electronic log.
14.2 Each QSO must contain call sign, time (UTC), band, RS(RST), exchange number (both sent and received - even for check logs).
14.3 It is allowed to show only RS(T) other than 59(9).

14.4 Points and final score calculations are not necessary, calculations are done by our software.
14.5 In the header part of the electronic log submission you MUST specify a category of entrance and the full postal address for dispatch to the participant RDXC results, trophies, awards and certificates.
14.6 A plain-text file format is also acceptable.
14.7 Log submissions in MS Word, Excel or UUE-coded files may force disqualification of an entrant in case of wrong file conversion to plain-text format.
14.8 Submit your log in the Cabrillo file format by e-mail or on IBM, MS-DOS compatible computer disk.
14.9 Electronic logs must be submitted in Cabrillo file format. Be sure to put the station call sign and the category in the "Subject:" line. Contest manager will acknowledge reception of your electronic log as soon as possible.
14.10 Electronic log submission on MS-DOS compatible disc should indicate call, filename and category of an entrant at the disc label.
14.11 Paper log submission should have title sheet indicating the following:
- call of an entrant;
- category;
- Name;
- RDA district (for Russian entrants only);
- points, number of multipiers, total score;
- full postal address for dispatch to the participant RDAC results, trophies, awards and certificates;
- signed declaration about observance of contest rules and license terms;
14.12 DUPES should not be marked or deleted.

15. Log Submission Addresses and Terms
15.1 Electronic logs must be submitted via E-mail to:

Paper logs should be sent to:

15.2 Contest manager will acknowledge reception of your electronic log in 24 hours.
15.3 Logs must be submitted to the contest sponsors within 30 days (no later than Sep 17 2008).

16. Awards:
16.1 Results will be compiled separately for each of the following groups: European Russia, Asiatic Russia, and the rest of the World.
16.2 1st place plaques will be awarded in each category A-MIX-World, A-CW-World, A-SSB-World, B-World.
16.3 1st, 2nd and 3rd place certificates will be awarded in each category listed under Section 5.
16.4 Special plaques will be awarded to participants, activating RDA districts with 0% rating according to official "RDA Most Wanted" list at http://rdaward.org/mw.htm as for the day of the contest. The contest sponsors are seeking donors to sponsor plaques for different categories of entrants. List of categories and terms of sponsorship can be requested by e-mail. Donor's logos and information will be placed at RDAC Web-site and RDAC 2006 Booklet. Contact contest manager at rx3rc@rdaward.org.


17. RDA Award Credits
17.1 All worked RDA Districts, confirmed by the entrants logs, will be credited for an entrant without QSL-cards.
17.2 Every entrant , who sends his log submission via e-mail, will be sent a list of confirmed RDA Districts.

RDA Contest Sponsors invite all the radio amateurs from Russia and foreign countries to take part in RDA 2008 Contest.
