The RSGB notes Ofcom's recent statement on PLT with alarm and concern.

The RSGB has been engaged with Ofcom on this matter now for several
years and is surprised that it has made such a statement without proper
consultation with affected parties beforehand. The statement is
dismissive of the issue, inaccurate in many respects and fails to
respond to the recent formal, detailed, complaint submitted by the
Society. While the Society is pleased to hear that it will be consulted
as part of the independent consultation that Ofcom intend undertaking,
we feel that this can only delay matters further and will add little to
the wealth of knowledge already available on the subject. The Society
will make a more detailed public response shortly. The full Ofcom
statement can be found on the Ofcom and RSGB websites.

The IARU is encouraging amateurs to get on the air and use CW on the
7MHz band. This is because Portuguese fishermen are abusing 7000.4kHz
using USB every morning from 0700 - 0900UTC and later. These fishermen
are located off the North of Portugal. Use this frequency for CW
traffic, says the IARU. 

Following the disappointing government response to the Downing Street
petition urging the Prime Minister to offer assistance to Bletchley
Park, the Bletchley Park Trust has been boosted by an overwhelming
reaction of public support. The government responded that although it
agreed that the buildings on the Bletchley Park site are of significant
historic importance and, although recognising the excellent work being
carried out there, at present it has no plans, nor the resources, to
extend its sponsorship of museums and galleries beyond the present
number. The investment from English Heritage and Milton Keynes Council
has provided great help with the substantial infrastructure works needed
and visitor numbers to Bletchley are steadily increasing. The Bletchley
Park Trust is committed to their restoration of the historic site.

At the invitation of the Western Education and Library Board, GB4FUN
will be in Northern Ireland for the majority of September. The programme
includes 46 school slots spread over two weeks during which over a
thousand pupils will enjoy the GB4FUN experience. GB4FUN will also be
undertaking a number of club visits and will also take part in DiGIcon
09 which takes place on Saturday 19 September. Full details of the
GB4FUN Northern Ireland visit can be found on the GB4FUN website. 

The MoD has informed Ofcom of a GPS jamming exercises taking place
between 7 and 11 September and then between 14 and 18 September in Mid
Wales. The exercise will take place between 9 and 5pm. The actual
location is within 5km of North 52 degrees 0.881 minutes and West 3
degrees 38.518 minutes, which is the Sennybridge Training Area,
Mid-Wales.

An RSGB Train the Trainers session will take place at The Post Mill
Community Centre, Market Street, South Normanton, Derbyshire DE55 2EJ,
on 19 September. Note that this is in addition to the Telford session on
the same date. The Train the Trainers scheme helps tutors enhance the
standard of their Foundation, Intermediate and Advanced licence courses.

The RSGB National Club of the Year competition is well under way with
many clubs across the UK committed to take part. Entries for the
Regional competition have to be in by 31 December and the winners of the
Regional heats will be put forward to the National competition. The
winning club will be announced in April 2010 and the winners will
receive a major prize plus the National Cup and a certificate. Full
details can be found on the main RSGB website and on the individual
regional websites. 

Even more traders have booked to attend the National Hamfest on 2 and 3
October at the Newark and Notts Showground. The latest traders to book
are Vine Antennas, KMK UK Ltd, Tecadi from Germany with their ex-army
masts and David Wood with lots of components and other useful bits and
pieces for the radio amateur. Over 100 tables have been booked and so
there will be plenty for the visitors to browse both inside and outside
the main hall.

And now for the details of rallies and events for the coming week

The annual Telford Hamfest place today, Sunday, 6 September, at
Enginuity, the hands-on engineering museum in Coalbrookdale, Telford,
Shropshire TF87DQ. The usual traders will be in attendance. There will
also be lectures by GEO, the weather satellite group. Doors open at

The Leicester Amateur Radio Show will be on Saturday 12 and Sunday 13
September at Loughborough University, just over 1 mile from Junction 23
of the M1. Visitors should enter the University by the West Entrance and
follow the signs for the radio show parking. Once parked they should
board one of the shuttle coaches that will take them to the Exhibition
Hall. Disabled visitors arriving by car should enter the University via
the East Entrance and follow the signs to the disabled parking area. For

The Torbay Annual Communications Fair will take place at Newton Abbot
racecourse, Newton Abbot, Devon TQ12 3AF. Doors open at 10.30am with
disabled visitors able to gain access half and hour earlier. Entry will
cost £2. There will be the usual trade stands, a Bring & Buy as well as
catering facilities. 

Now for the news of special events

Members of the Gloucestershire Amateur & Electronics Society will be
running GB2GHW for Gloucester Heritage Weekend on 12 and 13 September.
St Michael's church tower has recently been refurbished as a heritage
cultural centre thanks to Lottery funding. The tower is right on the
city cross and they plan to erect a dipole antenna from the top of the
tower and will be working from 10am to 4pm. 

Hoover ARC will be operating as GB0BHR for the Blaenavon Heritage
Railway on 12 and 13 September from the platform of the station. If you
are in the area, the group invites amateurs to call in and see them.

GB4GCL, for the Girl guides Centenary Launch, will be active from 2 to
6pm from The Parks, North Shields. Operation will be on HF as well as

Churches and Chapels on the Air is on Saturday 12 September. To see

GB0CAS for Campton All Saints will be operating on 80m in the CHOTA
event that will be on air during the annual Historic Churches Trust Bike
'n Hike sponsored cycling and walking fundraising event on 12 September.
It will be on the air between 10am and 6pm. QSLs to G3JNB.

Between 10 and 13 September, GB80RBP will once again be operating from
the former RAF station Bentley Priory, for the Civic Trust's Open
Heritage Weekend in Stanmore, Harrow, NW London. The Radio Society of
Harrow is planning to demonstrate various modes including HF, RTTY with
Creed Teleprinters, ATV, SSTV, PSK31 and Morse code to the visiting
public over the weekend. There will also be some WW2 military radio kit
on display. All visitors are welcome over the weekend. On 10 and 11
September there will be private tours of Bentley Priory. Further details

GB50ATG will be operated by John, GW4SKA, for the month of September.
This special event call is to celebrate the Golden Jubilee of BARTG, the
British Amateur Radio Teledata Group. Look for him on both RTTY and PSK.
John, as a keen contester, will probably be active in the RTTY contests
in September, especially the CQWW. Check www.bartg.org.uk for details of
the Golden Jubilee Award, special QSL cards and also wall plaques.
GB50ATG will be on the air until the end of June 2010.

GB1WT will be on the air from Wickham in Hampshire to commemorate over
200 years of the Admiralty Shutter Telegraph System. The event is
scheduled to start at 2pm on Wednesday 9 September and will finish at
9am on Saturday 12 September. Operation will be on the HF bands
including 40m. Full details of the event are on QRZ.com.

And now the HF DX news compiled from 425 DX News and other sources.

There will be a lightweight, solo DXpedition by N7OU to Chatham Island
signing ZL7/N7OU between 18 and 30 September. It will be CW only on 10
to 80m, QSL via N7OU.

Between 8 and 17 September W3BTX and W3TEF will be again activating
P41USA. This operation will also include the September VHF Contest. All
QSLs should go to W3TEF.

An ecological radio amateur autoexpedition called Eurasia Rally 2009
will take place until 21 September. They plan to cross over 10,000km of
territory in Russia, Kazakhstan, Uzbekistan and Kirghizia during the
trip. From territory of the Russian Federation they will be active as
homecall/P. The special callsign UP3WFF will be used from Kazakhstan.
The other callsigns are not yet known. The expedition will be active on
7, 10 and 14MHz. It will be possible to watch the expedition's movement
at www.eurasia-rally.com.

OZ6OM will be on the air in the Nordic Activity Contest on 10 September
between 1700 and 2100UTC. He intends to transmit around 50.173 and
50.230MHz. If the weather is good he will go hill-topping from JO55CE
otherwise it will be from JO55EJ.

Now the contest news

Three RSGB contests are taking place today, 6th September. It's the
final hours of the ever-popular RSGB SSB Field Day, which finishes at
1300UTC; the RSGB 144MHz Trophy Contest that finishes at 1400 and the
fifth and final 2m Backpackers Contest of 2009 that finishes at 1500UTC.

The Worked All Britain 144MHz QRP Contest takes place today, Sunday 6
September, from 1000 to 1400UTC. The exchange is report serial number
and WAB square. Contestants are encouraged to know their locator square
to enable them to exchange details with those in the RSGB Trophy and
Backpackers events which coincide. Rules and logsheets are available
from the Contest Manager G0BFJ QTHR or from the WAB website
www.worked-all-britain.co.uk.

September 8 sees the 432MHz UK Activity Contest take place between 1900
and 2130UTC. Using all modes, the exchange is signal report, serial
number and locator.

On 10 September the 80m Club Sprint takes place between 1900 and
2030UTC. It's the SSB leg and the exchange is serial number and name.
Power restrictions are 10 or 100W. 

The IARU International Amateur Television Contest takes place from
1800UTC on Saturday 12 September until 1200UTC on Sunday 13 September on
all bands from 70cm upwards. Stations are encouraged to participate, or
just look for increased amateur TV activity on these bands. Talkback is
most likely to be found on 144.75MHz FM. Details of how to enter the
contest can be found on the BATC website, www.batc.org.uk; entrants do
not need to be BATC members.

The 2nd 70MHz Contest takes place on 13 September from 0900 to 1200UTC.
Using all modes, the exchange is signal report, serial number and
locator.

The entire 48 hours of the following weekend, 12/13 September, is when
the Worked All Europe SSB Contest takes place. Remember that European
stations only want to work non-Europeans, so please don't try to give
points away to them. Instead, call DX stations, who will be delighted to
work you. The contest runs between 0000 and 2359UTC over than weekend
and the exchange is signal report and serial number.

The 51st Scandinavian Activity Contest CW leg takes place on between
1200UTC on 19 September and 1200UTC on 20 September. Using the 3.5, 7,
14, 21 and 28MHz bands, the contest exchange is signal report and serial
number.

 
Now the solar factual data for the period from the 24th to the 30th of
August, compiled by Neil Clarke, G0CAS on the 31st of August.

Two notable events took place during the period. The first, on the 26th,
when the Sun had been spotless for 700 days for this minimum. The first
spotless day took place on the 27th of January 2004. Looking back at the
last ten sunspot minimums the average number of spotless days per
minimum is only 485. Remember that there will be many more spotless days
to come before the Sun will display spots again on a regular daily
basis. The second event took place on the 29th when the Sun had been
spotless for 50 consecutive days. This makes it the fourth longest
period on record dating back to 1849. Out of interest, the third longest
spell lasted 54 days in 1879, the second was in 1901 and lasted 63 days.
The longest spotless period lasted 92 days and took place in 1913. To
break that record the Sun would have to remain spotless until the 11th
of October. Will it happen? As always we will have to wait and see. Who
said sunspot minimum was boring? 

Solar activity was very low with the Sun spotless every day. Solar flux
levels barely moved from day to day and averaged 68 units. The 90 day
solar flux average on the 30th was 68. That's one unit up on last week
where it reached its lowest level. X-ray flux levels remained below the
minimum reporting level every day. Geomagnetic activity was quiet until
the 30 when a coronal hole disturbance arrived. This was slightly more
active than expected with the hole increasing in size since it's last
rotation 28 days ago when the Ap reached 10 units. On the 30th the Ap
was 19 units. The worst of the disturbance lasted for 12 hours from 0600
hours to 1800 hours. The average was Ap 5 units. Solar wind data from
the ACE spacecraft saw solar wind speeds increase from 300 kilometres
per second to 490 by the 30th. Particle densities were low, however,
around midday on the 30th they peaked at 17 particles per cubic
centimetre. While the geomagnetic field was quiet the Bz only varied
between minus and plus 5 nanoTeslas but on the 30th varied between minus
11 and plus 12 nanoTeslas.

And finally the solar forecast. This week solar activity is expected to
be at very low levels. Could the Sun be spotless for another week? Solar
flux levels should be in the high 60's for most of the week. Geomagnetic
activity is expected to be quiet everyday. MUFs during daylight hours at
equal latitudes should be around 18MHz for the south and 15MHz for the
north. Darkness hour lows are expected to be about 9MHz. Paths this week
to the Middle East should have a maximum usable frequency with a 50 per
cent success rate of around 19MHz. The optimum working frequency with a
90 per cent success rate will be about 14MHz. The best time to try this
path will be between 1000 and 1700 hours UTC. We are now at the end of
this year's summer sporadic-E season; therefore, this will be the last
forecast. Openings could still take place during the coming week. Also
the occasional openings may take place for the next couple of months.
Openings will tend to be brief and not very intense. There is a short
winter sporadic-E season which normally takes place around Christmas and
the New Year period.

NEWS FOR SCOTLAND

Today, Sunday 6 September, will see the last GB2RS news reading to be
given by Ron, GM4DQJ at 9am on 145.525MHz in the Perth area. Ron started
his readings in July 1984, and has thus been serving the RSGB in this
way for some 25 years. We thank him for his dedication and now have to
ask for an RSGB member to come forward and take his place. The remaining
reader for the Perth area is Paul GM6MEN, who is willing to carry on as
a sole reader for a few months, but needs a back-up reader if he is to
continue beyond the end of this year. Possible volunteers should contact
the GB2RS News Manager Gordon, G3LEQ on 01 565 652 652 for further
information.
