The Government's recent Digital Britain report speaks of the importance
of resilient communications networks and the need for regular tests of
emergency communications systems. Mention is made of a planned major
test in late 2009 to manage and recover from a major loss of network
capability.
The RSGB regrets that Government communications planners seem to have
completely overlooked the valuable resource that RAYNET can offer in
such emergency situations.
Unfortunately RAYNET does not seem to be completely integrated into the
nation's emergency communications planning.
The South African Government Gazette of 10 June gives ZA amateurs access
to 7.100 to 7.200MHz. An error in their allocation on 20 metres has also
been corrected, so they now also have 14.225 to 14.350MHz.
A group of radio amateurs are planning a commemorative event to mark
this year's 40th anniversary of the Apollo 11 moon landing. Called
Echoes of Apollo, various activities are planned around June and July.
The idea is to hook up people from various locations using moonbounce.
Also planned is an HF radio weekend, with HF stations set up near sites
that took part in the original support for the Apollo 11 mission. The
EME event is planned for 27 June and the HF event is planned for 18 to
20 July.
World Radio Conference WRC-11, originally pencilled in during the latter
half of 2011, will now take place in Geneva between 23 January and 17
February 2012.
During the next few months GB2RS will carry details of some of the talks
that will be given in the VHF and Up stream at the RSGB Convention at
Wyboston in October. One of the talks will be given by Grant Hodgson,
G8UBN, on a new transverter-less software defined radio for the VHF
bands. A group known as the microwave SDR project group have, for some
time, been working on various aspects of the software and hardware
involved in providing a complete transceiver at VHF and microwaves by
SDR techniques and using direct frequency synthesis. Grant is a member
of that group and will describe the very considerable progress which has
been made to date.
Ofcom has published a report dealing with the effects of interference
caused by power-generating wind turbine farms to UHF and SHF
communications. The report describes a technical study in which a series
of measurements were carried out with regard to the presence of wind
turbines near to wireless services. Some of their findings include the
fact that a single turbine can produce measured fades as large as 3dB
for UHF scanning telemetry links and 2dB for fixed links operating
between 1.5 and 18GHz when the turbine lies on the transmitter-receiver
path. Also established is that a wind farm with seventeen turbines can
produce measured fades as large as 10 to 15dB for 1% of the time when
the wind farm is on the path. The purpose of the study was to enhance
understanding of the effects of wind turbines near to wireless Services.

An RSGB Region 4 Train The Trainers session on 1 August is being hosted
by the Great Lumley Amateur Radio and Electronics Society at their home
venue, Great Lumley Community Centre, Front Street, Great Lumley, near

The Leicester Amateur Radio Show has announced a date and venue change.
It is now planned that the 38th Leicester Amateur Radio Show will be
held at Loughborough University, Leicestershire on 12 and 13 September
from 9.30 each day, closing at 5pm on Saturday and 4pm on Sunday.

Today, Sunday 21 June will see the Newbury Radio Rally and Boot Sale at
the Newbury Showground, next to junction 13 of M4, Berkshire. The
Newbury Radio Rally has been running for 22 years and is a specialist
event for anyone interested in radio communications, computing and
electronics. New for 2009 will be a display area of amateur radio
stations, exhibitions, special groups, clubs and societies. Opening time
for visitors is 9am. There is free car parking and entry fees are £2 for
visitors and £10 for a seller's pitch. Details are at www.nadars.org.uk.
Next weekend, 26 to 28 June, the Hamtronic Show will take place at
Friedrichshafen. Many UK amateurs and traders make the trip to Germany
for the show. The RSGB has a large bookstall at the event. Many National
Societies from all around the world will be attending, and there will be
the usual huge flea market, manufacturers' stands and evening
entertainment.
East Suffolk Wireless Revival, otherwise known as The Ipswich Radio
Rally, takes place at The Orwell Crossing Lorry Park, A14 Eastbound,
Nacton, Ipswich IP10 0DD on Sunday 28 June. There will be a car boot
sale, Bring & Buy, special interest radio groups, local radio clubs,
RSGB bookstall, GB4SWR HF station, excellent food & facilities, easy
parking and talk-in on S22. Doors open at 9.30am and admission is £1.

The West of England Radio Rally will take place on 28 June at the Cheese

Now the news of special events
GB0ZLB will be on the air from the Zetland Lifeboat Museum on the Redcar
sea front on 27 and 28 June. HF and VHF stations will be active and
visitors welcome.
In 1939 the radio equipment of all radio amateurs was ordered to be
confiscated for the duration of the war, but many amateurs became
Voluntary Interceptors in their own homes. These VIs assisted the Allies
in their task of intercepting encrypted Enigma messages transmitted in
Morse code, which were then passed to the code breakers at Bletchley
Park. The Scarborough Special Events group will be on the air as GB70VI
during the weekend 27 to 28 June to mark the commencement of the amateur
radio Voluntary Interceptors scheme. This event will coincide with Armed
Forces Day on 27 June when Scarborough will be hosting the largest event
planned for the region. It will be an opportunity for everyone to pay
tribute to our Armed Forces, past, present and future. Activity will be
on HF SSB and CW. The QSL will feature a photograph of a Navy four-rotor
Enigma machine and the QSL route is via the Bureau or direct to club
call G0OOO.
GB250RB is on air to commemorate the 250th anniversary of the birth of
Robert Burns, Scotland's National Bard. It will be activated throughout
2009. The next event is on 27 and 28 June for Museums on the Air
Weekend, in Ayr, activated by the Ayr and Kilmarnock Radio Clubs.
Over the weekend of 3 to 5 July, Birmingham Scout County will be holding
their 'Live the Magic Camp' at Blackwell Court near Bromsgrove
Worcestershire. The camp will be attended by around 3000 Beavers, Cubs,
Scouts and Leaders from the Birmingham area. Apart from the usual
scouting activities, special event station GB4LTM will be active over
the weekend, giving all present a chance to experience amateur radio.
GB4TLM plans to run HF, 2m and 70cm as well as Echolink and will offer
Radio Orienteering as an activity.
GB0LS will be on the air on 4 July at the Luton Scouts in Action event
in St Georges Square, Luton. The event is to promote scouting in the
town and to recruit additional adult volunteers. They will be QRV on 80,
40 and 2m between 1000 and 1630. In addition to amateur radio there will
be pioneering, a climbing and abseil wall, a cooking competition,
activity zones for the Beavers, Cubs and Scouts and refreshments on
sale. The event will close with a cannonball run race involving all of
the young people.
GB2CPS will be on the air on 21 June from the Castle Point Show on
Canvey Island. Also on 21 June, GB2RI will be on the air from the NEC,
Birmingham for Rotary International. Wellesbourne Wartime Museum will be
on the air on 21 June with the callsign GB4WWM.
27 June sees the Belleek Pottery Museum on the air in County Fermanagh,
Northern Ireland with the callsign GB1BPM. And on 29 June, GB6SSB will
be on the air from Sexeys School in Bruton, Somerset.

Tom, PF4T will be active as 8Q7TB from Embudu, Maldives, which is IOTA
reference AS-013, until 24 June. He will operate SSB on 40 and 20

5J0BV will be on the air from San Andres until 29 June, The QSL route is
via K7BV for direct cards. Dennis will concentrate on 6 metres, but he
may also be QRV on the HF bands.
S79DF is in the Seychelles for about a year. He is a cook at a
restaurant and is active in his spare time, though currently only on 20
with a dipole, but he hopes to soon have more wires up for other bands.
He has plans for a future IOTA operation from Aldabra Island, which is
IOTA reference AF-025. QSL via IV3TDM.
Tom, PF4T, will be active as 8Q7TB until 25 June. Activity will be on 40

VP9GE and K3SWZ both report that VP9400 will be authorised for use in
Bermuda in June, July and August. This is to celebrate the 400th
anniversary of Bermuda.

23 June sees the RSGB 50MHz Activity Contest taking place between 1900
and 2130. Using all modes, the exchange is signal report, serial number
and locator.
Next weekend, 27 and 28 June sees the Marconi Memorial HF Contest taking
place between 1400 and 1400. Using CW on the 1.8 to 28MHz bands, the
exchange is Signal Report and serial number.
Finally for this week, 30 June sees the RSGB 70MHz Activity Contest
taking place between 1900 and 2130. Using all modes, the exchange is
signal report, serial number and locator.
And now the solar factual data for the period from the 8th to the 14th
of June, compiled by Neil Clarke, G0CAS on the 15th of June.
We start this week with the latest smoothed sunspot numbers which are
for September, October and November 2008 and are 2.2, 1.8 and 1.7
respectively. Statistically, sunspot minimum will have taken place when
the smoothed sunspot number reaches it lowest value. Are we almost
there?
Solar activity was very low with no solar flares taking place at all.
The solar disc was spotless except for the 8th and the 9th when the
smallest of groups appeared. Solar flux levels showed very little
variation and averaged 69 units. The 90 day solar flux average on the
14th was 70 units. That's one unit up on last week. X-ray flux levels
remained below the minimum reporting level everyday. Geomagnetic
activity was quiet throughout. The average was 4 units. Solar wind data
from the ACE spacecraft saw solar wind speeds decline from 390
kilometres per second on the 8th to 260 by the 13th. Particle densities
were low every day. Bz varied no more that minus 6 and plus 5 nanoTeslas
for the period.
And finally the solar forecast. This week solar activity is expected to
continue at very low levels. If any sunspots appear it would seem
unlikely that they would have any effects on propagation. Solar flux
levels are expected to be around the 70 mark for most of the week.
Geomagnetic activity is expected to be quiet everyday. MUFs during
daylight hours at equal latitudes are expected to be about 19MHz for the
south and 16MHz for the north. The darkness hour lows should be around
11MHz. Paths this week to India should have a maximum usable frequency
with a 50 per cent success rate of around 23MHz. The optimum working
frequency with a 90 per cent success rate will be about 18MHz. The best
time to try this path will be between 0800 and 1500 hours UTC.
Sporadic-E is expected to take place most days with openings up to
144MHz possible during the more intense openings. Double hop or even
multi hop openings could take place to the Middle East and North America
or even further afield like last week which brought some excellent VHF
Sporadic-E, including a morning 50MHz opening from the UK to Japan,
which was one of the best ever recorded.
