• Primary users may release spectrum

• AO 16 satellite resurrected

Ofcom has announced new spectrum trading plans for public and Government
bodies including the MoD.
These bodies currently have rights to around half the spectrum below
15GHz, a third of which is reserved for military use. The MoD has
already committed to sharing and releasing a significant proportion of
its spectrum holdings and plans to consult on proposals in May 2008.
Ofcom will issue new public spectrum trading regulations after
consultations in the summer.

A new UK record is claimed by Angus Young, M0IKB, after working an
American by moonbounce on two metres. Angus achieved the 500,000 mile
contact with KB8RQ using just 25 watts to an indoor, homebrew 7
element beam. 2m EME is a well established practice, but usually
requires large aerial arrays and high power. Angus said, “I was really
shocked when I picked up the signal, it was brilliant.ö

Vintage amateur satellite AMSAT Oscar 16 has been given a new lease of
life. Launched in 1990, the successful digital store and forward system
eventually failed. Now, AMSAT controllers have reconfigured the
satellite as a voice repeater. Its 2m FM receiver has been connected to
the 70cm double sideband transmitter. Uplink signals on 145.920 MHz are
relayed on 437.026 MHz. Results so far have been surprisingly good,
although there is no way to forecast how long the satellite will
function.

As part of the preparations for relocating the RSGB HQ, the Shack,
Library and Museum have closed. The reception book shop will remain
open, but there will be no other public access to the building. GB3RS
will be
off the air for approximately six months.

The RSGB's Train the Trainers scheme continues to help tutors enhance
the standard of their Foundation, Intermediate and Advanced training
courses.

On Saturday 16 February an all day Train the Trainers event will place
in Llanrwst, North Wales. Alan Betts, G0HIQ, Dave Wilson, M0OBW, and
Brian Reay, G8OSN, will be presenting the course, which is free of
charge to Instructors. For more information and to register, contact Liz

Demand is expected to be high, so it is important to register as soon as
possible.
Instructors in Regions 10, 12, and 13 are advised that Train the Trainer

The Greenlandic telecom administration has announced seven 5MHz
frequencies for OX operators to use SSB, CW and digimodes. They now have
5260, 5280, 5290, 5368, 5373, 5400 and 5405kHz.

Now for the news of special events

GB0WW will be active during February from near Weedon in
Northamptonshire. The site is the location of the memorial to the birth
of radar. This was invented on 26 February 1935 by Robert Watson Watt
and
Arnold Wilkins. GB0RDF will also operate from Borough Hill in Daventry
where radar experiments were carried out.

16th and 17th February also sees the annual Guiding radio event Thinking
Day on the Air. Many special event and club callsigns will be aired
during that weekend. Further details of Thinking Day on the Air can be

And now the HF DX news compiled from 425 DX News, the Ohio-Penn DX
Bulletin and other sources.

The Virginia DX Century Club VADXCC is mounting a DXpedition to
Guantanamo Bay until 5 February. Callsigns in use are N4SIA/KG4AS,
W4WV/KG4WV, K4MIL/KG4AS and KD4OS/KG4OS. All HF bands are covered using
SSB, CW and RTTY.

A major expedition to Isla de Coco is due to start on 6 February and is
expected to run until the 14th. TI9K will operate six or seven stations
for 24 hours a day on all HF bands, plus 60 metres and 6 metres. Modes
will be SSB, CW, RTTY and PSK31. Full details can be found on the

SM4XDJ will be active as S21XJ from Dhaka, Bangladesh for a few weeks
starting on 1 February. He will operate SSB and digital modes during his
evening hours and the weekends. QSL via SM4XIH.

Now the contest news

On Sunday 3 February there is the RSGB 432MHz Affiliated Societies
Contest between 0900 and 1300UTC. All modes are permitted and the
exchange is RST, serial number and locator.

On Monday 4 February, the RSGB 80 metre club championship is being held
between 2000 and 2130UTC. The mode is SSB and the exchange is RS and
serial number.

Tuesday 5 February sees the RSGB 144MHz activity evening and Club
Championship. The times are from 2000 to 2230UTC. All modes are
permitted and the exchange is RST, serial number and locator.

The CQ Worldwide RTTY WPX Contest starts at 0000 on Saturday 9 February
and ends at 2359UTC on Sunday the 10th. The bands from 3.5 to 28MHz may
be used and the exchange is RST and serial number.

Also starting on Saturday 9 February is the RSGB 1st 1.8MHz Contest
which is a CW only event running from 2100 to 0100UTC on the 10th.
Exchange RST, serial number and district.

On Sunday 10 February a session of the RSGB 70MHz Cumulatives take place
from 1000 to 1200UTC. All modes are permitted and the exchange is RST,
serial number and locator.

And now the solar factual data for the period from the 21st to the 27th
of January, compiled by Neil Clarke, G0CAS.

Solar activity was very low with no solar flares taking place at all.
The solar disc was spotless everyday.

Solar flux levels varied little and averaged 71 units. The 90 day solar
flux average on the 27th was 74 units, that’s the same level as last
week. X-ray flux levels remained well below the minimum level
throughout.
Geomagnetic activity was quiet except for the 11th, which was just
unsettled due to a small coronal hole.

The Ap on the 25th was 11 units and the average was Ap 5 units. The ACE
spacecraft saw solar wind speeds decline from 610 kilometres per second
on the 21st to 390 by the 24th. The 25th saw a small increase to 570
kilometres per second. Particle densities were low every day. Bz varied
between minus and plus 3 nanoTeslas on the quiet days and between minus
7 and plus 6 nanoTeslas on the 25th.

The low geomagnetic figures were, as usual, helpful to HF propagation,
which was well up to predicted values. 10 and 14 MHz were consistently
good. Both 24 and 28MHz opened to West Africa around the middle of the
day, allowing contacts with the Guinea-Bissau operation during its final
days. Strong continental sporadic-E was reported on 28MHz for several
hours during the afternoon and evening of the 21st and 22nd.

And now the solar forecast. 

This week the slightly more active side of the Sun is expected to rotate
out of sight. Solar activity should be very low with no solar flares
taking place. Solar flux levels should decline and be around the 70 mark
for most of the week. Geomagnetic activity could be unsettled today as a
coronal hole disturbance subsides. Quiet conditions should then take
place before another coronal hole disturbance makes it’s effects known
on Friday or Saturday. MUFs during daylight hours at equal latitudes
should be about 18MHz for the south and 15MHz for the north. Darkness
hour lows should be around 7MHz. Paths this week to the east coast of
North America should have a maximum usable frequency with a 50 per cent
success rate of around 20MHz. The optimum working frequency with a 90
per cent success rate is about 15MHz. The best time to try this path
will be between 1300 to 1800 hours UTC.
