I had a similar issue with SallyPMS where a lone > chevron would trigger a 
disconnection from GB7ESX (an NNA BBS) during an auto-list/read session.

The author of Sally had to include a workaround for me ;)

Could it be how you have the "BBS Prompt" trigger set ?  As it appears that 
Ray is using his own callsign for the BBS (a practice that varies between 
countries), it may be seeing his callsign and WinPack interprets that as 
the BBS Prompt...

As for the Telnet vs AGW mode - Ensure the "Enable Auto Telnet" in the 
Options menu is ticked as well as the Telnet "Host Mode" setting.  There 
should be no reason why it reverts back to AGW mode at all.

I'll echo Pete G6KUI's comments about trying another program and connect to 
the BBS manually, read a bulletin, read one of Ray's and see if the text is 
normal or all screwed at his end.  If that works OK, try doing the same 
(live reading) in Winpack.

If that works OK, then you've got a script/config issue which will almost 
certainly lead to the BBS Prompt or your Bulletin Columns not being right.

Although I certainly wouldn't faff about with router security!
