As far as I know Vista no longer supports 16bit software and Winpack is a
fine 16bit Win3.1 program.

You need a 16bit emulator for Vista. Solutions for you are:

1) upgrade your PC by downgrading to XP. 
2) Run XP as VMware session on Vista
3) Install Linux and run XP as a VMware session.
4) use a 32bit packet program
