NATIONAL NEWS
This is Michael Owen VK3KI President of the Wireless Institute of Australia.
Today I am able to tell you of 3 major decisions made last Thursday by the
ACMA board.
In short, the news is that ACMA has made the Determination to amend the
Amateur LCD to make the last of changes foreshadowed in the Outcomes published
in May 2004; ACMA has issued the Class Licence allowing visiting amateurs to
operate in Australia without any other Australian licence, which is hopefully
the last steps from our end before Australian amateurs can operate in the
CEPT countries on the basis of their Australian Advanced licence, and finally
ACMA has announced who has been successful in submitting its expression of
interest in the amateur examination management, certificate and certain call
sign functions outsourcing.
Those are the headlines.
Now, for a little detail.
The amendments to the LCD are quite extensive. Let me try and summarise the
major changes:
The prohibition on the connection of automated systems to a public
telecommunications network, which includes the Internet, has been removed.
Foundation licensees cannot make such connections, but Advanced, Standard and
Repeater licensees can, but now must “implement reasonable measures to ensure
that only appropriately licensed person access the station.ö
New, and not foreshadowed in the ACA Outcomes, is an obligation on Standard
and Advanced licensees (but not repeater licensees) to warn a person connected
to an amateur station from a public telecommunications network that they can
be heard by others.
Now, signals encoded for the purpose of obscuring the meaning may be used
for controlling a satellite or an unattended amateur stations or in emergency
operations.
The AX call sign will be able to be used on Australia Day, Anzac Day and
World Telecommunication day without doing more.
A number of matters are made clear for the Foundation licensee. At last,
10 watts may be used for all permitted modes. But a Foundation licensee
cannot allow a person who is not an amateur to use his or her transmitter,
or operate his or her station in automatic mode or computer controlled mode
or operate his or her station directly connected to a public
telecommunications network.
The obligation for all stations in a net to identify all stations every
10 minutes is relaxed for emergency networks, so that one station may
identify all stations every 30 minutes.
There is now a clear requirement that a person operating through a repeater
must be licensed to operate on the repeaters output frequency.
As foreshadowed in the Outcomes paper, the Amateur LCD now defines limits to
spurious emissions, in fact the ITU limits already applying to the amateur
service.
A new and rather complex definition of “operateö defines how an amateur
station may be used by someone who is not an amateur.
The Amending Determination comes into effect the day after it is registered,
probably next Monday or Tuesday. I hope that a copy will then be available
on the WIA website. I have also written a paper that describes in more
particular terms the changes, and that is already available on the WIA
website.
In probably 3 or 4 weeks a consolidated version of the Amateur LCD
incorporating these amendments will be published. That will be a lot easier
to read, and something everyone will need to have.
The next major piece of news is that the ACMA has issued a class licence to
allow visiting amateurs to operate in Australia for up to 90 days using their
home call sign followed by the suffix VK followed by “portableö and then the
location of the station, without doing anything more.
That class licence comes into effect on 14 February.
There are 5 levels of visitor licence, 3 matching the Australian Advanced,
Standard and Foundation licenses, a VHF licence, and finally, in effect,
a 146 to 148 FM licence.
The privileges of each level are set out in the class licence.
ACMA will publish on its website a table showing equivalencies to the
Australian visitor levels for different overseas licences.
This class licence for visiting amateurs is, we hope, the final step before
CEPT allows Australian Advanced licensees to operate a in the CEPT countries,
some 32 countries mainly in Europe, using their Australian call sign, without
doing more.
The WIA will let everyone know immediately CEPT has allowed Australian
amateurs to operate under what is called TR 61 01.
I hope that a copy of the Class Licence will also be available on the WIA
website next Monday or Tuesday.
All of these changes mean that extensive changes are currently being made to
the ACMA website, but they won’t all be in place immediately. Please be
patient.
Now the final piece of news.
As you know, the WIA has repeatedly expressed its concern that its role as the
manager of the amateur examination system has not been secure. Finally, last
year the ACMA advertised for expressions of interest to provide
the examination management function, to issue certificates, and certain call
sign functions.
The WIA has been advised that its expression of interest met all the criteria
published by ACMA for the tasks, and that ACMA will now negotiate the terms
of a contract with the WIA to cover these matters being outsourced.
Together, these three matters are of great importance to Australian amateurs,
with now only one matter outstanding, that is for CEPT to accept that
VK licensees can operate in the CEPT countries as we will allow their
licensees to operate after 14 February.
FIRST LADY OF RADIO
Catherine Freyne is a producer with - Hindsight on the ABC and is making a
documentary for ABC Radio National about Florence Violet McKenzie
(nee Wallace), a.k.a "Mrs Mac" (1891-1982), Australia's first female
electrical engineer, first female amateur radio operator, founder of the
Electrical Association for Women and the Women's Emergency Signalling Corps
(which formed the nucleus of the Women's Royal Australian Naval Service),
training more than 12000 people in Morse code during the war.
She got her radio license in 1922 - the first woman in Australia and
amongst the first 20 women in the world. Her calls signs were variously
OA2GA, VK2FV, VK2GA.
Atone stage she is said to have been the ONLY female member of the Wireless
Institute of Australia. In the 1920s and into the 30s she had a shop in
Sydney's Royal Arcade specialising in radio parts.
Catherine is putting the call out to all ham radio operators to find out if
they "you) can remember Mrs Mac or her shop, or remembers stories they were
told about her.

VK/ZL - SIX METRE LOGGER SITE CLOSES DOWN.
The popular Six metre VK-Logger site operated by Adam VK4CP was closed
due to some inappropriate comments posted by some users through the week
but re-opened with some proviso's .
Adam provides an excellent tool for the VK/ZL and other International Amateur
Radio VHF/UHF enthusiasts to keep a track of band conditions and see just who
is on a particular frequency at any given time in the VK/ZL and Southern
Pacific region. There are many other links available on his sites.
Let’s hope that we will see the six metre logger back on line permanently and
those persons using the service display a bit more decorum when posting
comments to the site.
Adam provides such a great service, and an Amateur who provides a service
without charge I might add, that we need respect the service and great job
he does!

AMATEUR RADIO "NAMES IN THE NEWS"
Another VK ham to deliver a paper in the USA.
van Richards-Smith VK4ZVZ is set to deliver a paper at the National
Association of Broadcasters 2008 NAB show in Nevada this April.
Entitled " Free Software Tools for AM Antenna Design". it will form the
basis of his session "Radio RF & Transmission Systems" on April 16 to
Broadcast Engineers from across the globe.
VK4ZVZ is Chief Engineer of RadioTAB, the Australian Racing Radio Network.
More high-speed broadband after Government removes roadblock
Telstra's Group Managing Director Telstra Country Wide, Geoff Booth has
announced upgrades to 900 exchanges and that 80% of these upgrades will
occur outside of the major cities

Telstra was able to announce the upgrade after the Government made clear it
did not consider a compelling case had been made for regulating third-party
access to the service - an assurance sought by Telstra for more than one year.
Telstra CEO, Sol Trujillo, made the announcement Wednesday in Canberra with
the Prime Minister, the Hon Kevin Rudd MP, and the Minister for Broadband,
Communications and the Digital Economy, Senator the Hon Stephen Conroy.
High-speed ADSL2+ broadband can provide network speeds of 12 to 20 Mbps to
users within 1.5 kilometres of an exchange, and approximately 8 Mbps to users
three kilometres from an exchange. These speeds are up to 350 times faster
than a standard 56kbps dial-up connection, and up to 78 times faster than a
standard 256kbps ADSL connection.
AMATEUR RADIO - HOME OF THE GOOD GUYS
Jupiter’s Community Benefit Fund and Community Gaming Grant Successes
The Sunshine Coast amateur Radio Club in VK4 have previously applied twice
for a Jupiter’s Gaming grant and were unsuccessful. However the recent round
of grants saw the club very successful with a grant of approximately $37,000
awarded from Jupiter’s and a further $26,000 from the Community Gambling Fund.
The Jupiter’s funds will be used to provide 3 VHF UHF repeaters to upgrade
aging repeater equipment. The Community Gambling fund grant will be used to
provide radios for the emergency services caravan as it is currently fitted
out with mostly borrowed equipment.

A new Canadian Band has emerged, and would you believe they are called
"AMATEUR RADIO OPERATOR".
Their debut album is called "Sirens Of Titan".
For those with a modern musical "bent" the bands sound is said to be
similar to the group "Magnolia Electric Co." and "Band Of Horses".
"AMATEUR RADIO OPERATOR" is a VERY "twangy guitar" outfit.

The NSW launch of the Icom D-Star 2-way radio system will take place at the

Each year the Dalby & District Amateur Radio Club and the Sunshine Coast
Amateur Radio Club have a weekend get together at Somerset Dam at the
Kirk Leigh camping grounds.
This year this is set down for the weekend of the 5th & 6th of April, with
some proposing to arrive on the Friday evening the 4th to make a good weekend
of it.

INTERNATIONAL NEWS
4 Undersea cables cut in the last week are raising questions about the safety
of the network that handles most of the world’s Internet and telephone
traffic.
Most telecommunications specialists and cable operators say that sabotage
seems unlikely, but no one knows specifically how the cables were damaged or
if the incidents were related.
The Egyptian government on Sunday dismissed one theory — that a ship travelling
off course because of bad weather was responsible for severing the first two
cables last week. No ships passed the area in the Mediterranean where the
cables were located, the country’s Ministry of Communications said.
“This has been an eye-opener for us, and everyone in the telecom industry
worldwide,ö said Col. R. S. Parihar, the secretary of the Internet Service
Providers Association of India. Today, the cause of the problem may have been
an anchor, “but what if it is sabotage tomorrow?ö Mr. Parihar asked.
Most recently, a cable operated by Q-Tel of Qatar, which linked Qatar to the
United Arab Emirates, was cut. Communications in the Middle East have been
hardest hit by the damage, though India, the United States and Europe have
also experienced slowdowns.

BACAR WILL BE TAKING TO THE SKY END MAY EARLY JUNE
At the first SA AMSAT BACAR 2008 meeting held at the SARL National Amateur
Radio Centre in SOUTH AFRICA it was decided to launch BACAR in the late May
early June time frame.
A number of balloon payloads are being investigated by members of the initial
team, including an APRS system, a 2 metre and 40 metre beacon giving
temperature and pressure details and a parrot repeater.

HAM RADIO CRIME:
NEW BOOK TELLS THE STORY OF THE MURDERS OF KD7VWK AND KD7VWK
Vanished at Sea: The True Story of a Child TV Actor and Double Murder
is the title of a new book by author Tina Dirmann detailing the events
surrounding the murders of Thomas and Jackie Hawkes, KD7VWJ, and
KD7VWK.
As you already know, the Hawks were killed aboard their boat the Well
Deserved in November of 2004. Among those accused in the case was
former child actor Skylar Deleon. He along with co-defendant John
Fitzgerald Kennedy are alleged to have overpowered the couple, forced
them to sign away their boat and life savings. The two then are
alleged to have tied them to an anchor and threw them overboard.
In her book, Dirmann tells the story of how Skylar Deleon and his
accomplices is alleged to have committed the crime. It also follows
the legal proceedings since the suspects arrest up to and including
the trial and sentencing of Deleon's wife Jennifer as a co conspirator.
Deleon and Kennedy are scheduled to stand trial later this year.
Prosecutors are asking the death penalty.

RADIO STANDARDS: NIST EYES EAST COAST VERSION OF WWVB
The National Institute of Standards and Technology or N-I-S-T is
considering setting up a U.S. East Coast low-frequency radio station
broadcasting N-I-S-T time signals. This, to complement the present
60 kHz, WWVB broadcast.
John Lowe, the WWVB station manager, recently said that the proposed
new East Coast broadcast would operate with the same time code format
as the present WWVB signal, however at a different carrier frequency.
One frequency being discussed is 40 kHz,"
Eight years ago, the power of the WWVB broadcast out of Colorado was
increased from 13 kW to 50 kW and has since been increased to 70 kW.
But even at this power level there are locations on the East Coast
that have difficulty consistently receiving the time signal.
Advocates say an East Coast broadcast would make the time code easier
to receive by radio-controlled clocks and spur development of
radio-controlled timing devices in appliances and other consumer
products.

Pilgrimage to the Pips
BBC newsreader and announcer Jim Lee, G4AEH, will be joining a
team of Radio 4 announcers on a special pilgrimage to the home of
'The Pips', the familiar Greenwich Time Signal.
Jim's announcer colleague Rory Morrison has been diagnosed with a
rare and currently incurable form of blood cancer. In an historic
event on 7th April the Radio 4 newsreaders and announcers will be
out in the countryside to raise money for the Lymphoma Association
and the event will be covered by Clare Balding for a special
edition of Radio 4's walking programme Ramblings. They will cross
the Sussex countryside to Herstmonceux Castle, the original home
of 'The Pips'.

handheld with him on the walk and will be looking out for those

A new UK record is claimed by Angus Young, M0IKB, after working an
American by moon bounce on two metres.
Angus achieved the 500,000 mile contact with KB8RQ using just 25 watts to an
indoor, homebrew 7 element beam. 2m EME is a well established practice, but
usually requires large aerial arrays and high power. Angus said, "I was really
shocked when I picked up the signal, it was brilliant."
Special Event Stations
GB0WW will be active during February from near Weedon in
Northamptonshire. The site is the location of the memorial to the
birth of radar. This was invented on 26th February 1935 by Robert
Watson Watt and Arnold Wilkins. GB0RDF will also operate from
Borough Hill in Daventry where radar experiments were carried out.

Europe: 0600 to 0800Z and after 1200 to 1400Z then 1500 to 1900Z.
USA/Canada: 0800Z and after 1100 to 1200Z if propagation is kind to us.
Japan/Asia: 0800Z and onwards.
This activity is not a contest but an opportunity for the rest of the world to
work VK/ZL/Pacific stations in a easy relax atmosphere of "Your Choice" of
rag chewing and or experimenting with modes/propagation.

Looking ahead - activating lighthouses
It’s hoped the arrival of solar cycle 24 will result in even more individual
radio amateurs and clubs activating lighthouses, on the International
Lighthouse and Lightship Weekend of the 16th and 17th of August.
This fun event is run by the Ayr Amateur Radio Group in Scotland and the
Aussie connection is the official website illw.net which is managed by Kevin
Mulcahy VK2CE.
Online notifications of planned lighthouse activations are now being with
there being 11 Australian lighthouses so far. That number is expected to
triple or quadruple.
Last year a record 40 Australian registered activations contributed to a total
of 380 in 43 countries.
There may be some renewed interest also this year from Brazil, Greece, Hawaii,
Japan, Malta, Mexico and New Caledonia which did not have a registration in
2007.
The main reason for the popularity of the event over the past ten years has
been that it provides a relaxed fun weekend of amateur radio activity.

John VK3ARK who transmits this news onto VK3REC of a Sunday morning and
Wednesday night has told us last Sunday's transmission was made from a
portable station located at upper Beaconsfield and all went well with good
quality signal and audio being heard. VK3ARK used a portable battery powered
cd player and home brew interface and transmitted the b'cast via the ft-7800r
in HIS car parked at a portable location.
He'll be using this set-up from time to time, as it saved John taking a
40 min drive each way to do the b'cast from his home qth.

SWITZERLAND D.R.M. APPROVED FPR TROPICAL BAND OPERATIONS
Digital Radio Mondiale or DRM has been adopted for use in the
so-called Tropical Bands for domestic shortwave broadcasting. At the
last World Radiocommunicaton Conference in Geneva, attendees
officially approved DRM for use in the broadcasting bands between 3200
and 5900 kHz for domestic coverage in the "tropical zone" countries.
Since 2002 Digital Radio Mondiale has been endorsed by the ITU for
broadcasting over the world in the long-wave, medium-wave and
short-wave frequencies, with the exception of the "tropical zone"
bands. The tropical zone bands are the frequencies near the lower end
of the shortwave spectrum that are reserved for domestic shortwave and
includes countries located roughly in latitudes between 30 degrees
North and South.
Nations in this zone include Indonesia, India, Pakistan, Iran, Egypt,
the Congo, South Africa, Mexico, Brazil, and many others. Coverage
can range from less than 100 square kilometres using very low power to
well over 1,000,000 square kilometres using powers approaching 100 kW.
This regulatory achievement will likely open up a huge market for the
benefit of the citizens from this part of the world.

ZR AMATEURS WARNED TO OPERATE ONLY IN THE ALLOCATED FREQUENCY SPECTRUM
The SARL Council is concerned about ZR radio amateurs who operate outside the
segments of the amateur bands for which they are licensed. The SARL has
received a number of reports about ZR Licensees operating on 20 metres
outside the ZR segment.
This is a transgression of the license condition and could lead to
cancellation of the licence.
ZR licensees may operate on the following segments of the 20 metre amateur
band:
14 070 - 14 099 kHz CW portion of the band and
14 225 - 14.250 kHz Phone portion of the band.
The other ZR HF segments are:
160 metre band 1 810 - 1 850 kHz;
80 metre band 3 500 - 3 800 kHz;
40 metre band 7 000 - 7 100 kHz;
15 metre band 21 070 - 21 120 kHz and 21 300 - 21 450 kHz;
10 metre band 28 050 - 28 150 kHz and 28 300 - 28 500 kHz.

SOUTHERN WICEN NEWS
WICEN's VK7 first exercise for 2008 is on Saturday 16th February, a busy
Amateur weekend given the Wyong Field Day and the Athol Johnson contest.
WICEN will be providing safety checkpoints for the Southern Tasmanian
Endurance Riders' 20, 40 and 80km rides at the Clifton Vale property north of
Elderslie.
Rides start at 0600 on Saturday and WICEN will be surveying the checkpoints on
Friday afternoon to establish best radio coverage.

Emergency Communications
The next IARU EmComm Party on the Air is scheduled for the 3rd of May
between 1800 and 2200 hours UTC, this should enable more stations from
Region 2 to participate as well as providing a greater challenge to the
rest of the world since emergencies can happen at any time.
The details of the exercise (to be called a Simulated Emergency Test
or SET) are being finalised.

USA 2008 RADIO RELATED ISSUE - JOHN BARDEEN
On March 6th, 2008, the USA will issue one stamp dedicated to JOHN BARDEEN.
On July 1st, 1948, John Bardeen, William Shockley and Walter Brattain invented
the bipolar junction transistor (BJT). So, this year we are commemorating the
60th anniversary of the invention of the transistor.
We find BJTs in almost all modern electronic equipment. In radio receivers,
for example, BJTs act as amplifiers and oscillators.

The program of this major event to be held at the Kyneton Racecourse on

CENTRAL COAST AMATEUR RADIO FIELD DAY
The Club recently celebrated 50 years of history last October and historians
tell this coming Field Day is also 50th., a double celebration.
We have just been informed that no trains will be running between Sydney and
Newcastle on Saturday & Sunday, the 16th.-17th Feb. Those wanting to travel
to the Wyong Field Day will have to catch Railway buses at your local train
station on the northern line.
Wyong Scout Group will be helping out at the entrance gate.
Security has been increased by the employment of the NSW police, an ATM is
now installed in the main building, and The St. Johns First Aiders will again
be on-site "just in case"
The ladies of The Embroiderers' Guild NSW, Newcastle Branch will be having a
display of their skills and will sell articles to patrons.
Traders area will be "off limits" until 0930 hours, this will give them plenty
of time to set-up, this also means that the free tea/coffee & biscuits will
not be available until the Traders open for business, however The Bistro will
be open early for people who need some refreshments.
The free tea/coffee will now be located on the top floor of the main building,
Australia’s top importers and sellers of radio and electronic gear will be
there as well as a number of good "Flea Market" sellers with a big variety of
preloved gear for sale.

Urunga Radio Convention
This is the "60th Urunga Radio Convention" and those dates are the Easter long
weekend the 22nd & 23rd of March.
From its early days where it started at the "DOO MEE" boat shed (where the
Anchors Restaurant is now) by "Peter Alexander" VK2PA, "Crieff Retallick"
VK2XO, and others, the convention is steeped in early history and has been run
continually as a premier "Fox hunting" field day.
Urunga is a beautiful place for that break away, so get along and enjoy the
hospitality and meet your old friends, many still attend.

Each year the Dalby & District Amateur Radio Club and the Sunshine Coast
Amateur Radio Club have a weekend get together at Somerset Dam at the
kirkleigh camping grounds.
This year this is set down for the weekend of the 5th & 6th of April, with
some proposing to arrive on the Friday evening the 4th to make a good weekend
of it.
