This is WIANEWS for week commencing Oct 19 2008

Just as we start this bulletin of news, provided by the active ham radio
operators of Australia and the world a couple of points worth bringing to
 your attention again.

The purpose of "WIANews" is to rapidly provide news of interest to
active amateurs residing in Australia and the globe.

Opinions expressed in "WIANews" are those of the writers who submit
material and do not necessarily reflect those of the rebroadcasters,
nor the National WIA, but are broadcast in the spirit in which they were
 submitted.

Material may be reproduced in whole or in part, in any form, a credit to
WIANews wouldn't go astray... however the ONLY official web sight or email
group this news should be being read on is via wia.org.au

When supplying script for someone else to read, PLEASE write as you'd
expect to hear it! as an example always write in the 3rd person!!
(Remember our readers are not you or your club so don't say things like
"we are having a working bee... say 'club members' are having a working
bee etc etc". don't say "I worked the space shuttle, say VK*** worked
 the space shuttle)

Don't send us links to stories , always write out the story in a manner
in which it can be read and pasted to our text and audio services.

If you want an item run several times, write different slants on the
item, running the exact same item over and over would be dull/boring and
lets face it, if you can't think of anything extra to say, that is
probably a good sign that it will end up being a dull event!! We do not
make any promise to run even varied items pertaining to the one event
week in week out until the event is held.

 Australian JOTA Badge

51ST Jamboree On The Air badge is now classified as a "Camp Blanket" badge and
as such should no longer be worn on the uniform. There is a disparity these
days where members wearing the old uniform may wear event badges and those in
 the new uniform may not.
In order to be fair to everyone, the rule applying to the new uniform should be
 used.

THE BIG NEWS THIS WEEK IS THAT THE 2008 ORIONIDS SHOWER IS EXPECTED TO BE BIG!

If you are a ham who chases rocks flaring across the sky, there's some good
news. After the successful 2006 and 2007 outbursts, predictions say that
this years Orionids Meteor activity will again be much higher than normal.

According to the Make More Miles on VHF newsletter, while the "traditional"
peak for this shower is expected on October 21st. However, another
maximum, related to the encounter with an ancient dust trail rich in bright
meteors is expected to occur on October 19th, between 02:13 and 08:08 UTC.

For those not aware, hams involved in Meteor Scatter communications make
contacts by bouncing their signals off the ionised trails of meteors as the
burn up in the Earth's atmosphere.

The chair of Gujarat Institute of Amateur Radio (GIAR), has called on the
Government of India to incorporate Ham Radio as an optional subject in schools
 and colleges.
"Having radio communication as a subject in educational institutes will help
develop people's interest in Ham radios. This will result in more people
joining the group, which will subsequently result into more traffic in the
amateur radio spectrum and better connectivity," She said.

OCTOBER EXAM IN SOUTH AFRICA HITS CLOSE TO RECORD ENTRANTS

The national RA examination which took place Thursday saw the October ham
exams, which are usually fairly small, have a close to record 97 Students
 that sat the written examination.
All students writing the Class A examination had the opportunity to write the
lesser Class B paper as well in the event that they felt that they may not have
done as well as they expected in the primary one.
We hope all students had good luck with their examinations and look forward
to welcoming new call signs and new Amateur Radio Operators into this wonderful
 and exciting hobby.

Singapore Make Temporary Licenses Available for Visiting Hams:

Singapore Amateur Radio Transmitting Society (SARTS), that country's IARU
Member-Society has announced that the Infocommunications Development Authority
would begin issuing temporary Amateur Radio licenses for visiting hams.

I.D.A. is the agency responsible for Amateur Radio licenses in Singapore.

According to SARTS Vice President Peter Cook, JV1PC, visiting hams should apply
three weeks before arriving in Singapore. The license, typically valid for a
three month period would use the call sign 9V1/home call.

"The Singapore administration's accommodation of visiting radio amateurs will
be greatly appreciated by many who visit and pass through this busy city-state,"
said IARU Secretary David Sumner, K1ZZ.

BPL: THE SAGA CONTINUES IN SOUTH AFRICA

Two South African ham radio political leaders have testified in opposition
to the introduction of Broadband over Powerline or BPL Internet access in
 that nation.

ZS6AKV, and ZS6BUU, have made presentations at the South African
 telecommunications regulator's BPL Hearing.

ZS6AKV presented the South African Radio League's objection to the current
draft regulations and ZS6BUU showed how BPL could potentially interfere with
 the nations emergency communication.

Telecommunications regulator ICASA said that by law it is tasked to protect
licensed radio services against interference. It also admitted that it is
BPL operators that cause interference. A final decision on the South
African BPL rules is due out in a few months.

The Radio Amateurs of Canada's Canadian Amateur Radio Emergency
Database, or "CARED", which was announced some months ago, has been
changed in name to the National Amateur Radio Emergency Database, or "NARED".

This change was made in order to avoid possible confusion with another
Amateur Radio-related list that uses the "CARED" acronym for a database
 unrelated to emergency communications.

RADIO LAW: DEFENSE ADMITS SKYLAR DELEON KILLED KD7VWJ AND KD7VWK

A strange twist in the trial of the man accused of killing an Arizona ham
radio couple to steal their boat. Amateur Radio Newsline's Bruce Tennant,
K6PZW has reported that the attorney for Skylar Deleon said that his client
is guilty of those two murders and a third, but shouldn't be put to death.

Skylar Deleon is accused of the 2004 murders of Thomas and Jackie Hawks,
KD7VWJ and KD7VWK, in order to steal their yacht.

Prosecutors are seeking the death penalty for Deleon. They say that he was
the mastermind that came up with the plan to kill the Hawks after learning
they were preparing to sell their 55 foot yacht. They say Deleon pretended
to be interested in buying the nearly half-million-dollar vessel. He then
enlisted the help of two men to overpower the Hawks on a demonstration
cruise. Deleon then forced the couple to sign over paperwork for the yacht
 before killing them at sea.

A COMPUTER WITH HUMAN COMMUNICATIONS SKILLS

A computer system that can carry on a discussion with a human being by
reacting to signals such as tone of voice and facial expression is being
developed by an international team of researchers. Amateur Radio
Newsline's Burt Hicks, WB6MQV, says the project is known as SEMAINE and it
plans to build SAL. That's short for the Sensitive Artificial Listener
 system.

SAL will have the ability to perceive a human user's facial expression,
gaze, and voice and then interact with the user. When engaging with a
human, SAL will be able to adapt its own performance and pursue different
actions, depending on the users non-verbal behaviour..

SEMAINE and projects like it will change the way people interact with
technology. They hope that this means that you will be talking to your
computer in 20 years time. When you eventually are able to do this,
Professor Cowie asks that you pause for a minute, and remember that the
human sciences at Queen's University helped to lay the groundwork.

 MEDIA WATCH

 October 2008

Amateur Radio magazine for October is already at your newsagents. Nip down and
get yourself a copy before they all sell out.

You can't miss the sturdy-looking lighthouse on the front cover, stark against
"a million-dollar view" at Mersey Bluff in Tassie. International Lighthouse &
Lightship Weekend is fully reported inside with stories from four locations
 right across Australia.

Well, the dust has settled at last on the 2-letter callsign furore. The audited
ballot was conducted on 5 September and the outcomes are reported in the WIA
News column with comment in the Editorial.

To find out who has which new 2-letter call, get your copy of the new 2009
 Callbook due out next month.

Many repeaters on the 70 cm and 2 metre bands are in heavy demand, and can often
time out. This clever little Sniffit, designed by Jim Tregellas VK5JST, warns
the long-winded operator when he/she is approaching (and exceeding) the time
limit. It is a small but interesting construction project which includes the
software programming of a PICAXE chip. Jim, a regular contributor to Amateur
Radio magazine, provides all the practical and theoretical information you need
for this, in his usual thorough style.

Another great issue of Amateur Radio magazine with something for everyone,
courtesy of a hard-working little group of volunteers called the
 WIA Publications Committee.

And they are also finding time to bring together the wealth of information you
expect in the annual Callbook - due out November.

REWIND - A LOOK BACK IN HISTORY
(Will McGhie VK6UU is WIA National Historian)

Jim Linton has told us many a time of how Morse has "gone to the movies", VK4
Amateurs in particular have heard the story of QNEWS from the early 1930's,
Rob VK5MM has told us of where to gather promotional material and many a print
and audio radio commercials on Ham Radio have been heard and displayed on the
 web.

But these days, where have all the old links disappeared to from the original
WIA and WIAQ web sites in particular?

Well material that "disappeared off the face of the Internet many years ago"
might be available on the Wayback Machine at the Internet Archive Web site.

Recently I read an item from the ARRL on this subject and "Sure enough" I used
the Wayback Machine and found the "Morse Goes to the Movies" Web site archived
for March 9, 2001. Even if not Jims original it is a great site.

The Wayback Machine is a free service that allows you to visit archived versions
of Web sites. Simply type in a URL, select a date range and then begin surfing
on an archived version of the site. The archive contains more than 85 billion
Web pages dating back to 1996; if you know the URL of a defunct Web site, you
may be able to find it using the machine.

Sometimes they are missing as web masters decided to block automated Web
crawlers so unfortunately at the whim of some the pages are gone for ever!

It's also possible that some sites were not archived because they were password
protected, blocked by robots.txt, or otherwise inaccessible to our automated
 systems."

But, don't give up the ghost; you still may be able to find them using the
 Wayback Machine.
