 I’m Michael Owen VK3KI and the WIA is pleased to announce the results of this
 year’s Clubs Grant Scheme.

 The Board had divided the scheme into two, with up to three grants for projects
 that were seen as useful, and with up to three grants for projects that were
 seen as innovative.

 15 applications for a grant were received.
 
 The 2008 Grants Committee , Don Wilschefski VK4BY, Deane Blackman VK3TX, and
 Rob Fincher VK3BRF concluded that to reduce the number of ‘useful’ projects to
 three would result in a significant and inappropriate concentration of the
 allocation of funds, and so recommended to the Board a higher number of
 allocations in this category.  The Board accepted that recommendation.

 Accordingly three innovative projects were awarded grants of $1,000 each as
 follows:

 Northern Corridor Radio Club, $1000 for the VK-ZS Beacon Project,
 Amateur Radio Victoria, $1000 for the Digitisation of the ATV Repeater VK3RTV,
 and the Sunshine Coast Amateur Radio Club $1000 for a project called The Dish.

 Five useful projects will receive grants as follows:

 Eastern & Mountain District Radio Club, $600 for Emergency Preparedness and
 Education,
 Eastern & Mountain District Radio Club $800 for Portable Wireless Education,
 Sunraysia Radio Group $500 for the Refurbishment of the Swan Hill Repeater,
 Rockhampton & District Amateur Radio Club $500 for the 23cm Repeater and
 Redcliffe & District Radio Club, $600 for a Mobile Emergency Communication
 Centre.

 WIA Secretary Geoff Atkinson will be writing to each club confirming the grant
 and indicating any steps that will be required before the grant is made.

 Before the changes made at the ITU’s WRC 07 can be implemented, and in 
 particular the new secondary allocation to amateur of the segment
 135.7 – 137.8 kHz can be made in Australia the statutory Australian
 Radiofrequency Spectrum Plan must be amended.  ACMA has published its proposed
 draft amendments to the Spectrum Plan, and invited comments.  The time for
 comment ended on Friday 3 October, and the WIA has lodged a submission.

 The full WIA submission can be seen on the WIA website.

 While the draft Spectrum Plan included the new secondary amateur LF band the
 WIA has made some suggestions.

 Of course, we support the allocation.

 The WIA noted that apart from an experimental licence licence held by the
 Brisbane Amateur Radio Club there was only one other user of the segment.

 The WIA looked at the inefficiency of antennas that amateurs would be able to
 use at this part of the spectrum, and concluded that the risk of interference
 is very small.

 The WIA noted that the New Zealand administration allows New Zealand amateurs
 a larger segment with a 5 watt e.i.r.p. power limit in this part of the
 spectrum, and so to harmonise arrangements for similar services between
 Australia and New Zealand proposes that Australian Advanced amateurs be allowed
 to operate on the segment with a maximum radiated power of 5 watts (e.i.r.p.),
 rather than the 1 watt e.i.r.p. limit proposed.

 The WIA was a little surprise to see that the draft Spectrum Plan retains the
 existing primary allocation to broadcasting and the existing secondary
 allocation to the amateur within the band 7100-7200 kHz despite the decisions
 of WRC 03, that amateur be primary and broadcasting cease in the band after
 29 March 2009.  In addition, Australia is a party to a footnote allowing fixed
 and mobile primary in that segment.

 The WIA has proposed that amateur be co-primary with Fixed and Mobile, and a 
 footnote be inserted acknowledging that the band is designated to be used
 principally for the purposes of defence and national security and that the
 amateur service shall not cause harmful interference to, nor claim protection
 against interference from, fixed or mobile service stations operating within 
 Australia.

 Certainly, leaving amateur as secondary and on a non interference basis will 
 not reflect the international position after 29 March next year.

 Once the changes to the Spectrum Plan are made, amendment of the amateur LCD is
 required before Advanced Licensees will be able to use the new LF band.

 Theft of copper wire, Richlands:
 Brisbane Police are investigating the theft of ‘live’ copperwire from a street
 in Richlands which had the potential to cause fatal injuries to those involved
 or members of the public.

 Sometime between 5pm on September 26 and 8am October 2 thieves removed
 electrical cabling and wiring from a housing estate in Archerfield Road,
 Richlands. Approximately 100 metres of ‘live’ copperwire was stolen from three
 electrical pillars, with another two pillars sustaining damage. Energex attended
 the scene and located exposed live wiring inside one pillar, which had the
 potential to deliver a fatal electric current should it have been mishandled.

 Burn marks located inside one of the pillars indicated that the thieves were
 lucky to have escaped unscathed. Anyone with information which could assist
 police with their investigations should contact Crime Stoppers on 1800 333 000

 John VK4BZ is conducting CW practice on Tuesday nights on 80 metres with 
 coordination of specific transmitting frequencies on the Redcliffe 2 metre
 repeater 146.925 MHz, starting about 7.30 pm each Tuesday.  
 After winning the CW section for Queensland of the RD, CW is really starting to
 re-emerge as a skill for Redcliffe club members.  Many thanks to George,VK4XY,

 SUMMERLAND STANDARD LICENCE UPGRADE

 Five F-Calls were successful at exams this last weekend. No doubt we'll see
 new calls soon. So congratulations to VK2FRJD, FCAV, FEDZ, FRMG, FRNV.




 Hunter Region Wednesday evenings on echo link node 1474 on 146.975 the Hunter
 radio Group repeater is running that one hour session called " The Education
 Hour " written by Ron Bertrand VK2DQ & the Gold Coast ARS.
 This as a help to new & not so new Amateurs to expand their knowledge and to
 promote our great hobby. It starts at 8pm with a break half way for callsign
 only check ins.  Full call-backs and comments are taken at the end with
 EchoLink contacts taken first.
 The session is produced by Maurie VK2CD and already is getting checkins from
 the USA , UK and VK.




 Terry VK2UX, the ARNSW Education Officer has advised that The Central Coast
 Amateur Radio Club have invited Amateur Radio New South Wales to provide
 WIA ACMA examinations at next years Field Day.
 A trial run was conducted at this years field day. Terry told the committee
 that It turned out to be very successful, despite the limited publicity of its
 availability. Next year, all grades of license exams will be available. It is
 planned to start conducting them from 8 am.  More details will be provided
 closer to the event but pre registration or expressions of interest would
 assist in the planning when the call is made. 




 Liverpool & Districts ARC together with Fishers Ghost ARC will be running a
 Foundation Licence Course at Campbelltown on 25 & 26 October with Standard
 Licence assessments also made on Sunday 26 October.

 Not to many folk are aware of a group known as the "Australian Air League".

 Well the Australian Air League is a youth organisation which encourages an
 interest in aviation as a career or as a hobby for the youth of Australia.

 The organisation is entirely self-funding and is staffed by volunteers who
 give their time generously to achieve its goals. 

 Padstow Squadron was formed in 1962 and its aim is to offer an interesting and
 comprehensive program to its members. 

 In 2006, club station VK2EHL was issued to Padstow Squadron to develop amateur
 radio in the training and activities program. In 2007, Padstown became a
 WIA Affiliated radio club and it meets at the Endeavour Hall, 89 The River
 Road, Revesby every Friday evening. 

 Club station VK2EHL is activated on Friday nights as part of the training
 program. VK2EHL is also activated field portable on camps and outdoor training
 activities.

 Bridging Courses to be held in November.

 To enrol you need to have the Foundation Licence and make a commitment to

 Foundation Licensees increase their theory knowledge to the Standard level.
 It also requires some self-study in between classroom nights. These bridging
 courses have been popular so early enrolment is recommended.

 INTERNATIONAL NEWS With thanks to RSGB, Southgate AR Club, the ARRL, 
 Amateur Radio Newsline, NZART and the WW sources of the WIA.   
     
 The first ever Hamvention in China commenced in Tan-Jia-Qiao (pronounced
 tan-ji-keeow ....) city, in Anhui (pronounced Anne Hwee) province on Monday
 the 29th September. 

 Registrations appeared to approach 100 and the first day of business was
 Tuesday 30th September. The only out of country visiting Amateur was Mike
 VK8ZMA, who is working in China for all of 2008, and the friendliness and
 reception for Mike was overwhelming in hospitality and enthusiasm.

 The first few keynote addresses revealed many problems and issues that we have
 experienced in Australia with emphasis on addressing methods of increasing
 support and raising numbers of the Amateur fraternity. The issues sounded all 
 too familiar prior to the complete re-hashing of our Australian Licensing
 system. Other issues surrounded the effective use of Amateurs in Emergency
 situations such as the recent devastating earthquake in Central China and
 reaching the youth of their country.

 Background topics had been thoroughly researched by all the active Amateurs
 present and presentations by the various speakers were of the highest standard
 and all done in a resort with impeccable facilities. Although the Amateur
 population in China is small compared to the overall population, it is a credit
 to those of them that form the driving force for Amateur Radio in China,
 the Chinese Radio Sports Association (CRSA). It is easy for we Australian
 Amateurs with all our freedoms to appreciate the apparent frustrations of the
 system in China. The regulatory authority, as its name suggests is primarily
 associated with "Sport" in China and has inherited the Amateurs as part of its
 operation. It must also be remembered that for many years in China after its 
 reformation that Amateur Radio was banned. It is understandable that the
 legislative process will move slowly and difficultly when much of the
 administration of the CRSA revolves around the more "athletic" sports!!!

 The spirit is alive and well though with huge development in areas like space
 technology with China soon to enter the "amateur satellite" era with the launch
 of XW-1 in mid 2009, especially with its on-board camera with a resolution of
 1.8Km on the Earth's surface. All communications, telemetry and the on-board
 camera will be transmitted in the clear for the use of all Amateurs worldwide.

 Standard bands will be used, but at this stage exact frequencies and not being 
 revealed.

 Mike, VK8ZMA, gave a talk on Amateur radio in Australia and focused on issues
 that had been raised earlier in the day in areas like youth, emergency operation
 and the recent re-hashing of our system, with emphasis on our new foundation 
 licence system. A very long Q & A session followed from the floor and
 presentation of Mike's visiting certificate for operation in China.

 Mike offered special thanks to Michael, BD5RV for his assistance in that and 
 his translating skills at the Hamvention. Mike publicly offered all at the
 Hamvention success in the years to come as they proceed down their development
 path and a special thanks to the organizers for the hospitality shown to him.
 Regrettably Mike had to return to his temporary home in Shouxian
 (pronounced Show Shan) because of work commitments on the third day of the
 Hamvention.

 MEGA CYCLE

 Brian Fleischhauer 25 KB3QZG, at age 25 has quit his job to ride a bicycle
 across the USA with friend Mark Kelly KJ4EZV.

 The two friends began their 92-day transcontinental bike trek as their first
 effort to raise funds for their new public charity, Outdoor Hams, Inc.

 KB3QZG and KJ4EZV, began their trek in Oregon on Aug. 1. If all goes as
 planned, their journey will take them east through 11 states, and end at
 Topsail Beach Oct. 18, for the Autumn with Topsail festival in North Carolina.

 The two amateur radio operators and outdoor sports enthusiasts established
 their non-profit corporation this year. They want to promote the use of
 amateur radio as an educational resource and encourage its use in outdoor
 activity among North Carolina youths. At the same time, through creative
 applications of amateur radio in outdoor activities, they hope to influence
 adolescents to improve their general health and wellness by developing
 active lifestyle habits.

 So far the two have averaged 50 miles a day, and are staying in tents in public
 parks, hostels or recreational vehicle campgrounds along the way.

 INVESTIGATORS RAID BERLIN  ELECTRONICS EXPOSITION

 And some enforcement action of a different sort.  This as authorities in 
 Germany confiscate electronics that they believe to be patent 
 violations.  Amateur Radio Newsline's Jeff Clark, K8JAC, is here with the 
 details:

 German criminal investigators have confiscated a substantial amount of 
 electronic equipment from the IFA Conference in Berlin.  According to Media 
 Network, the items seized include at least 170 TV sets, 140 MP3 players, 60 
 DVD recorders and 43 car radios.

 Media Network days that the manufacturers of the goods are suspected of 
 infringing patents. The majority of the items were manufactured in the 
 Pacific Rim.  Among them were such big names such as Hyundai IT, whose 
 display of flat screens was removed by the investigators in full view of 
 the public.

 Although criminal investigators have visited IFA shows before, this is the 
 first time that they have operated on such a massive scale.  About 200 
 enforcement personnel are believed to have been involved in the enforcement 
 action.

 Sometimes it DOES take a Rocket Scientist!!

 Scientists at NASA built a gun specifically to launch standard 4 pound
 dead chickens at the windshields of airliners, military jets and the space
 shuttle, all travelling at maximum velocity. The idea is to simulate the
 frequent incidents of collisions with airborne fowl to test the strength of
 the windshields.

 British engineers heard about the gun and were eager to test it on the
 windshields of their new high speed trains.

 Arrangements were made, and a gun was sent to the British engineers.
 When the gun was fired, the engineers stood shocked as the chicken
 hurled out of the barrel, crashed into the shatterproof shield, smashed it to
 smithereens, blasted through the control console, snapped the engineer's
 backrest in two, and embedded itself in the back wall of the cabin, like an
 arrow shot from a bow.

 The horrified Brits sent NASA the disastrous results of the experiment,
 along with the designs of the windshield and begged the US scientists for
 suggestions.

 NASA responded with a one-line memo

 "Defrost the chicken."

 ARRL Awards Branch has unveiled a new design for two IARU award certificates:
 the Worked All Continents Award (WAC) and 
 the 5 Band Worked All Continents Award (5BWAC)
 

 WAC/5BWAC rules state that all contacts must be made from the same country or
 separate territory within the same continental area of the world.
 Contacts made on 10/18/24 MHz or via satellites are void for the 5-band
 certificate and 6-band endorsement.
 
 According to ARRL DXCC Manager Bill Moore, NC1L, the WAC award, originally

 Radio New Zealand celebrates sixty years of international broadcasting.

 On 27 September, the Dominion Day holiday in 1948, New Zealand’s first
 international shortwave service was launched by then Prime Minister 
 Peter Fraser. 

 It took the name ‘Radio New Zealand’ and was part of the New Zealand
 Broadcasting Service (NZBS).

 The network, sixty years on, is stronger than ever, broadcasting today as
 Radio New Zealand International, providing an essential link between
 New Zealand and its Pacific neighbours. 

 Eighteen Pacific radio stations re-broadcast Radio New Zealand International
 material each day and the service is available through digital and analogue
 shortwave, and via the Internet.

 From humble beginnings, using two second hand US military transmitters left
 behind after the Second World War, the station has grown to become a
 significant international broadcaster.

 Sign of the times – magazine goes QRT

 After nearly 26 years MEGAHERTZ magazine of France has closed due to increasing
 production and distribution costs, and market factors.

 An editorial by co-founder Sylvio Faurez Feem says internet globalisation also
 dealt a fatal blow by its facilitation of direct equipment imports bypassing
 and weakening local dealers, that reduced their ability to advertise.

 The ham magazine also suffered from pirating, says the editorial, in the form
 of multiple photocopies of the whole magazine distributed at clubs, readily
 available scans of coveted articles and duplication of its annual compact disc.

 MEGAHERTZ was one of France’s oldest printed magazines and well respected as a
 specialist publication by francophone’s inside and outside that country.

 The editorial also refers to the size of the domestic market with France only
 having 16,000 radio amateurs out of a population of 65 million.

 The demise of the magazine comes after years of rigid financial control but
 with accumulated losses and ever increasing costs its closure was
 a fait au compli. 

 MEGAHERTZ is in the publication graveyard alongside Anglophone notables,
 73 magazine, Ham Radio and Amateur Radio Action.

 AMSAT INDONESIA ANNOUNCED

 Indonesia now has its own amateur radio satellite organization. Hakim
 Satar YBZ0AN, contacted AMSAT-NA President Rick Hambly, W2GPS, with the
 announcement that AMSAT-Indonesia has formed.  More about the new
 Indonesian AMSAT organization at www.amsat-id.net. 

 

 This month, October, is shaping up to be an exciting month for amateur activity
 from the I.S.S. with a change of crew.

 Mike Fincke is due to board the ISS on Oct 12 for another 6 months as commander
 this time. This will be Mikes second tour, he spent 6 months several years ago
 as flight engineer and was very active as an amateur during his time on board.

 Also flying up with him for a 10 day flight on the ISS will be a civilian,
 Richard Garriott.
 Richard is the son of Owen Garriott who was the first astronaut to use
 ham radio on the space Shuttle.  Richard is hoping to speak with numerous
 schools during his flight as well as making random contacts.  

 Also going up with him will be a Kenwood  VC-H1 compact SSTV rig. Richard hopes
 to enable this rig and give us some SSTV pictures from the Space Station. It’s
 proposed to use the Robot 36  mode to send pictures down on 2 m.

 Tony VK5ZAI suggests that those interested load the program MMSSTV on their
 computers and be ready. For those interested MMSSTV is a free program for
 amateur use and can be down-loaded from the web.

 In November we have scheduled several Australian and NZ schools to speak with
 Mike Fincke, but as Tony explains timing is a problem.

 "The crew on the ISS work to UTC time ; this means that they are having 
 breakfast around about the time we are thinking about our evening meal.
 Because of time differences it means that most Australian Schools get their
 link-up scheduled between  6:00pm and 9:00pm EAST

 NZ however are in a more difficult position because we have to add another 2
 hours onto our time which makes the contact very late for school children
 especially the younger ones.

 Occasionally the crew on the ISS change their sleep schedule to suit the
 docking of another shuttle or supply rocket. This is rare but if it happens we
 may be able to schedule these contacts earlier in the day."


 Mike has also said he would like to have some random QSO’s with other amateurs 
 around the world.

 So stay tuned, if you haven’t worked the ISS before or received any SSTV
 pictures this may be your opportunity. That’s all for now, don’t forget we are

 The North East Radio Club, The Scout Radio Activities Group and Tranmere Sea
 Scouts are operating a JOTA station on Saturday 18th October from 11:00 AM
 to 11:00 PM. This Station will cater for Joeys, Cubs, Scouts and Venturers in
 the Eastern Suburbs of Adelaide. On the day we are expecting over 150
 participants.

 A number of activities have been planned for the day including, transmitters
 operating on HF, 6M, 2M 70cms IRLP, Echo Link and CQ100.

 We will be using Tranmere Sea Scouts call sign of VK5TSS and if would like to

 A JOTA station  Gunnamatta Park, Cronulla, will operate from noon Saturday 18
 to noon  Sunday 19 October, on HF 20, 40 and 80 metres, VHF 2 metres FM and
 Echo Link.

 This year there will  be two operating tents as well as the traditional
 fox hunt, so more operators are most welcome to share the load.

 An information pack has been sent out to those operators who have already
 signed up for this weekend of sharing your hobby with others.

 If you have not yet received your pack or would like to assist, even just for a
 couple of hours, then Paul VK2 EPH would like to hear from you.

 The Mid North Coast Amateur Radio group will be assisting scouts in the
 Bellingen and Dorrigo districts with Jamboree On the Air, setting up a radio
 station high on the Dorrigo mountain, south west of Coffs Harbour. 

 A focus of the weekend will be to demonstrate the advantages of Amateur Radio
 and in particular HF communications should normal forms of communications
 such as mobile phones and the internet fail.

 In North Queensland the  Kennedy District Scout Groups will be at Camp Tarmaroo
 near Bluewater with at least 3 radio bases about the camp and a hall full of
 EchoLink computers to keep the weekend alive. There will also be on site
 training and Foundation Assessments happening.

 Ross River Guides will be occupying the property on top of Herveys Range
 with at least 3 radio operators in attendance for a all day all night 
 effort with lots of open space and a few big wire antennae deployed, including
 Rhombics.

 The rest of Flinders District Guides will be joining up with other Guide groups
 in Charters Towers at the Distant Education Centre.
