 In  April  this  year,  ACMA released a discussion paper that sought comment on
 the  development  of  future  arrangements  for  the  spectrum  in  the  range
 403 - 520 MHz, generally  referred  to  as  the  400 MHz  band.   ACMA received
 73 submissions  in  response  to  the  discussion paper, including a submission
 from the WIA.

 The submissions can be seen on the ACMA website, and the WIA submission is also
 on the WIA website.

 The review of the 400 MHz band is driven by the increasing use of this valuable
 piece of spectrum by government, industry and recreational users.

 ACMA  has  decided  to  appoint a Working Group to assist in the development of
 new spectrum arrangements for this band.

 I am very pleased to tell you that the WIA has been asked to participate in the
 Working Group to represent recreational users.

 Many  amateurs have expressed concern at the on air behaviour of a small number
 of  amateurs, and  have  expressed that concern to the WIA.  We have encouraged
 people with legitimate complaints to provide full details to ACMA.  The WIA has
 also  made  representations  to ACMA and participated in a face to face meeting
 with  ACMA  officers  on  28th  June 2008.   We have made it clear to ACMA that
 certain  on  air  behaviour  was  unacceptable  to  the  majority  of amateurs,
 particularly as amateur radio sought to attract younger people.

 ACMA  has  now  advised  the WIA  that it received information from a number of
 sources  about  the  activities  of  a  small  number  of  amateur  operators.
 Investigations  were  conducted  and  ACMA  took  compliance enforcement action
 against one amateur  licensee for operating his station contrary to the Amateur
 LCD.   Two  other  operators  were  cautioned  in  regard  to  their  operating
 activities.

 Gary Ryan,  Acting Manager,  Interference Management Section, ACMA has told the
 WIA  that that during  discussions  with  the operators it became apparent that
 they lacked  understanding  of  the  possible consequences of their actions. He
 says  that  generally, they did not appreciate that breaches of compliance with
 licence  conditions  and  other  legislative  provisions  may  result  with
 intervention  by  ACMA  in  the  form  of  warnings,  fines,  prosecution  or
 administrative action such as the suspension or cancellation of licences.

 We  are pleased that ACMA has taken action and we hope that the action taken by
 ACMA will  be seen  by  all  amateurs  as a reminder of the importance of being
 aware  of and  complying with  the Amateur LCD.  The Amateur LCD  is on the WIA
 website as well as the ACMA website.

 Finally, may I make this request.

 By  now  everyone  who participated in the ballot for two letter callsigns will
 have received  a  letter  from the WIA  advising of  the outcome and explaining
 what to do. Since 248  of the  participants  received  their  first  or  second
 preference on  the ballot, I guess  that at least those  people will be lodging
 the application form for  their new callsign with ACMA.  Hopefully most of the
 remaining  67  will  be  happy with the callsign they received instead of their
 first or second preferences.

 While everyone  has  until  10 October to lodge the application, if you haven't
 already done so, may I ask that you lodge the application now.

 We will be taking the list of callsigns on 1 October for the 2009 Call Book, so
 if you lodge  your  application now, your new callsign is likely to be included 
 in the new Call Book.

 





 Low Frequency band for VK 

 Australia  is  set  to join the 30-odd countries whose radio amateurs have been
 already given  the  new low  frequency  amateur  band of  135.7  to  137.8 kHz.

 It's been  a wait  of  more  than 20 years to officially get the band. A few VK
 radio  amateurs, under  special  Scientific  Licences,  have  been  engaged  in
 pioneering  experimentation  on  low  frequency spectrum  since  the mid-1980s. 

 The  World Radiocommunication  Conference  in  2007  decided  that  there be a
 world-wide secondary allocation but left it to individual radio administrations
 around the world to decide on its introduction.

 This achievement followed a lot of hard work by the International Amateur Radio
 Union.

 The  Australian  Communications  and  Media  Authority  has  released its draft
 Australia  Radio Frequency  Spectrum Plan that is to come into force on the 1st
 of January 2009.

 It includes  135.7 to 137.8 kHz  for the  Amateur Service  on a secondary basis
 that VK  radio amateurs do not  cause  harmful  interference to radionavigation
 service stations that continue to operate in a number of countries.

 The  permitted  maximum radiated power is one watt effective isotropic radiated
 power. The New Year should see VK's top ham licence type, the Advanced Licence,
 gain this band as a new operating privilege.

 A bit of history for you !

 Hank VK2BHL sent  in  the  photo which adorns the web news edition this week, a
 photo  taken  along the Princes Highway in Heathcote NSW where a park, opposite
 the  pub  has  a plaque on a memorial to commemorate the first wireless signals
 send by  the  military  in  1910  from  Heathcote  to Holsworthy army camp near
 Liverpool.

 This of course was by Major George Augustus Taylor who was in fact the founding
 chairman of the Wireless Institute of NSW which grew today's Wireless Institute
 of Australia.

 He was a pioneer in many ways. 

 Granted  one  of  the  first  transmitting  liquescence under the 1905 Wireless
 Telegraphy  Act  he  was one  of the first ten wireless experimenters. The good
 Major also sent pictures by radio, fired a gun by radio and conducted the first
 communication using wireless between moving trains.

 The WIA recognises and honours GA Taylor with it's GA Taylor medal presented in
 recognition  of  exceptional  service  to  the  Wireless Institute of
 Australia.

 Brad Crowe VK2CEC says the Waverley Amateur Radio Society, in  Sydney will
 next year celebrate their 90th Birthday with a special call, VI 90 BV

 Mr Ernest Fisk at his station at this location.

 Many operators will be saddened to hear of the passing of the Reverend 
 Graham Gall, VK3ZS.  Graham was a Uniting Church minister. Graham often
 spoke from his shack located behind the John Knox Uniting Church.
 Never one to shy away from controversy, Graham even registered the 
 callsign VK3GOD and used this to encourage parishioners to pursue the 
 hobby of Amateur Radio.
 Graham retired from the ministry about 10 years ago, he died peacefully on 
 Wednesday the 17th of September, funeral will be held at St John's Uniting
 Church in Elsternwick tomorrow Monday the 22nd of September at 2:00 P.M..

 As the WIA News goes to air this morning those who have attended the Central
 Highlands Amateur Radio Club Annual General Meeting at Camp Fairbairn are
 getting ready to bid farewell to each other and wend their ways back home.
 They started flocking to the venue from 5pm on Friday afternoon and more showed
 up on Saturday morning, swelling numbers for the scrumptious Saturday evening
 BBQ. A brief yet concise AGM then took place, some very popular raffles were
 drawn followed by the Monster Auction, where the Auctioneer extricated money
 from the moth eaten wallets and purses of those attending in exchange for
 treasure both technical or edible in nature.
 This mornings Recovery Breakfast put the icing on the cake for a terrific
 weekend.

 All those interested in long distance VHF/UHF/microwave propagation will 
 regret hearing of the death of Reg Galle VK5QR on 12 September.
 Reg was a leading pioneer of the use of these amateur radio bands.
 On 31 December 1951, Reg made a 144 MHz Australian record distance of 2 
 122 Km with a contact with the late Rolo Everingham VK6BO in Perth (just 
 short of the then world record of 2 253 Km).  He then continued to seek 
 answers to questions regarding the propagation of the higher bands.

 EDUCATION YOUTH AND ADVANCEMENT OF AMATEUR RADIO

 Next month, the ARRL will welcome students from various countries who want to
 learn how to administer and regulate Amateur Radio programs in their home
 lands. This course, offered by the United States Telecommunications Training
 Institute, will help participants create, administer and foster an Amateur
 Radio Service in their countries.




 For four days earlier this month, members of Asia's information and
 communications technology sector convened at ITU Telecom Asia, focusing on
 core issues relating to ICT expansion across the region.
 The event featured the latest technologies and innovations including Amateur
 Radio as well as an extensive forum that explored key technologies, policies
 and applications. 
 The IARU, in an effort to promote the benefits of the Amateur Radio Service
 throughout the region, participated in the event.
 The IARU booth was organized by IARU Region 3 with assistance from the
 Radio Amateur Society of Thailand.
 IARU Region 3 Director Gopal Madhavan, VU2GMN, said that while at ITU Telecom
 Asia, ITU Secretary General Dr Hamadoun Toure, HB9EHT, and Dr Eun-Ju Kim, Head
 of the ITU Regional Office for Asia and the Pacific, visited the IARU booth,
 staying and talking with hams and visitors for more than half an hour.




 Ethics and Operating Procedures
 One of the IRTS Webmaster's Choice links on their IRTS web site is to an
 article on Good Operating Practice by ON4WW.
 We have now learned that this article has been extended and turned into a
 56-page handbook and a slide presentation, entitled "Ethics and Operating
 Procedures for the Radio Amateur".
 The handbook and presentation are described as "a training aid aimed at
 newcomers and a reference work to be used by old timers to improve their
 behaviours on the ham bands".
 Both the handbook and the presentation (which cover the same material) are
 now available for download from the Downloads page of the IRTS web site.
 The material is comprehensive and well written and we feel that students,
 teachers and existing licensees the world over will find it well worth reading.

 The Chinese Radio Sports Association is to hold the first ever "Hamvention" in
 Southern Anhui Province at the famous tourist region called Huangshan or in
 English, Yellow Mountain. The Hamvention will span a full 5 days and cover
 subjects like Amateur Radio Today in China, EME and show Amateur Radio related
 movies throughout.

 There will be competitions and a station operating throughout under the
 callsign BY6HS.

 There will be technical sessions and one of VK's IRLP Gurus, Mike VK8ZMA, will
 be giving a short talk on IRLP in Australia and take questions and answers from
 the guests on Australian Amateur Radio. Mike is stationed in China in the city
 of Shouxian in Central Eastern China for all of 2008 with the Australian Bureau
 of Meteorology on a joint American/Chinese/Australian project operated by the
 Atmospheric Radiation Monitoring unit of the US Department of Energy.

 Mike has almost completed the extensive processing required to be issued with
 a Chinese callsign and is planning to report to WIA National News after the
 event which has attracted a lot of interest within the relatively small
 Amateur Radio fraternity out of China's massive 1.3 billion population.

 The Hamvention concludes with a tour of the famous Yellow Mountain on the final
 day.

 The Hamvention commences on Monday the 29th September and concludes on Friday
 the 3rd of October 2008.

 Join Amateur Radio Version 2008 

 In his opening address at the Radio Technology in Action Symposium held at the
 SARL National Centre in Gauteng, SARL President Rassie Erasmus, ZS1YT, invited
 Radio Amateurs to join Amateur Radio Version 2008. 

 He highlighted the many changes that amateur radio has undergone in recent
 years and that amateur radio is once again at the forefront of technology. 

 He said the Radio Technology in Action programme is doing much to expose radio
 amateurs to these new developments.

 He said Amateur Radio version 2008 is vibrant and should appeal to today's
 generation with enough traditional activities for the older amateur to remain
 comfortable with the hobby.

 He also touched on recruiting young people. Why is it so difficult to promote
 amateur radio particularly to young people? 

 He said the answer is quite simple. We tend to think that what turned us on
 when we were young, will turn on young people today. Big mistake! 

 In our days radio was romantic?

 Today it is a cell phone with SMS, Mixit and all the other mod cons. They live
 in the era of instant gratification! So we need fast track the clock and get
 with what is fun today.

 NEWS FROM ARNEWSLINE    

 RADIO THEFT:  RADIO TOWER STOLEN IN PA

 Scrap metal thieves have gotten more brazen this time trucking away a 
 complete 120 foot high radio tower near Windbar, Pennsylvania.
 
 According to news reports, police believe the thieves threw cables over the 
 tower guy wires and yanked it down with a truck.  They say that they also 
 found cut bolts and torch marks on nearby grass.
 
 Authorities believe the thieves then cut into smaller pieces in order to 
 get it out of the wooded area, but they can't figure out how they did it 
 without anybody noticing.
 
 The tower hasn't been used for years, but the family who owns it was in 
 talks with a company to use it  to bring wireless Internet service to the 
 Windber area.  The thieves also got away with a 300 pound transformer full 
 of copper.  (Published reports)





 HAM RADIO IN SPACE:  AO-16 ON FOR NOW IN BENT PIPE MODE
 
 The temperature on board the AMSAT Oscar 16 ham satellite has come up 
 enough so that the watchdog timing problem has gone away.  On September 
 1st, Amsat North America Vice President for Operations, Drew Glassbrenner, 
 KO4MA,  turned the satellite on.  He then  and commanded it into bent pipe 
 mode.  As a result, AO-16 now operates as a cross mode, cross band voice 
 repeater, with an uplink on 145.920 FM. The downlink is reduced carrier AM, 
 similar to double sideband, on 437.026. Most stations find receiving the 
 downlink on USB works best.
 
 Work is continuing to predict how long this latest period of operation may 
 last, but initial estimates are around 2-3 months total.  There may not be 
 another opportunity to use AO-16 after this one.  This is because the 
 satellite will generally head towards longer eclipses and lower 
 temperatures for several years.  (ANS)

 Solar Cycle Cancelled - Ham Operators 'S'purious!
 
 The next solar cycle was assigned the number 24 but has been cancelled by the
 International Astronomical Union (IAU). Scientists were able to predict that
 this cycle would have been 30% to 50% stronger than the previous solar cycle
 and it would have started a year later than previously thought.

 Scientists have been unable to accurately predict the intensity of future solar
 cycles until recent times. All of that changed recently when the Predictive
 Flux-transport Model was developed and put into effect. This new method is
 thought to be 98% accurate.

 A scientific Doctor and the senior legal representative of the IAU takes full
 responsibility for cancelling the next solar cycle -  and has a black eye to
 show for it. 

 Reports on spoof dot com say he got into a scrap with the head of the North
 American Ham Radio League, Brent Brookski over the cancelling of solar cycle 24.
 but the good Doctor claims that the IAU has complete authority over anything
 related to the visible as well as the invisible portions of the electromagnetic
 spectrum.

 Ham operators take advantage of the increase in solar electromagnetic activity
 by bouncing radio signals off of the ionosphere to each other in the form of
 radio waves which are transmitted via upper and lower sideband and cw
 ( continuos wave or brass pounding).

 When the solar cycle is in full swing it is possible for a Ham operator in
 North America to talk to his counterpart in New Zealand mere milli-watts.

 would not know the difference between Ohm's Law vs. Kepler's Law even if it
 "bit him on the brass".

 VK1WIA's Ham Radio Wikapede looks at St Kitts-Nevis V4

 The V44 callsign prefix is usually issued to the permanent residents and
 Nationals of St Christopher and Nevis, while the V47 prefix is reserved for
 non-nationals, whether resident or visiting. But of course there are exceptions
 to every rule.

 Many local V4 ham radio operators, even with their proper equipment and antenna
 systems, are not focused on making DX contacts and filling the needs of
 hundreds of ham radio operators, so according to Keeth V44KF the call has gone
 out to them to "warm up their filaments".

 Nov 7 ASIA PACIFIC DX CONVENTION IN NOVEMBER IN JAPAN - SHIRLEY VK5JSH HAS MORE

 through the  9th at the Osaka International House in Osaka, Japan. In

 The 14th World ARDF championships were held from the 2-7 September in Korea
 under the auspices of Korean Amateur Radio League. 

 WIA members Bryan Ackerly VK3YNG and Bruce Paterson VK3TJN were amongst 320
 representatives from 31 countries competing in the program. 

 In the 80 metre competition in the M40 section, Bryan was placed sixth out of
 a field of 46 and Bruce was placed 23rd. As a team, they were 6th in their
 category.
 
 In the 2 metre competition in the M40 section, Bruce was 15th and Bryan was
 26th. As a team they were 8th in the category.

 If you own a D-Star radio and are having a  problem entering your call
 into it, film maker Gary Pearce, KN4AQ, says help has  arrived.  Gary 
 has produced and posted a short video with details of  programming call
 signs in D-Star radios.  The video which is in two parts is  posted to

 A CUTE EARTH MOVIE

 The Amateur Radio Cute 1.7 satellite  better known as CO-65 has taken a 
 short  motion picture of the Earth as viewed from orbit.  The video was 
 taken while Cute was over Japan.  It's very brief but the team say it is 
 the first ever taken by a tiny 3 kg microsat.  The CO-65 also team says 
 that its planning to take pictures and videos  continuously. This first one 
 was taken at July 17th at 02:14 UTC.

 Derek VK5PAV one of the VK5 rebroadcasters of this WIA national news has been
 away with The Scout Radio Activities Group for SA doing comms for the Scout
 Branch Hike running in the Mt Crawford area.
 They had an amateur with each Tail End Charlie with UHF on the Scout Commercial
 Freq, and 2mt when UHF couldn't get through. 
 The hams job was  to see all Scouts accounted for, and search if any went
 missing.

 The Jamboree On The Air, more popularly known as JOTA, is only a month away.
 Scouts and Guides around Australia are preparing to  spend a weekend of fun
 contacting Scouts and Guides around the world on JOTA and its allied Activity,
 JOTI, Jamboree On The Internet.

 I'm hearing some encouraging stories of Amateur Operators taking the initiative
 to contact Scout groups and offering to run a JOTI station for them.  This is
 great and thanks to those operators who have taken it on in that way, and of
 course thanks to all operators who assist with JOTA.

 To find up to date information about JOTA, visit www.scouts.com.au and follow
 the menu link to JOTA-JOTI.  You will also find your State contacts for the
 event.

 If you are helping with JOTA-JOTI, you will need to ensure that you comply with
 whatever Working With Children legislation may apply in your State or
 Territory.  Where applicable, this is the result of legislation formulated to
 protect children and although supported by the Scout Association, the process
 involved is not the responsibility of the Scout Association, so please be
 patient and apply in plenty of time.

 With propagation as it is at the moment, we will very much have to rely on
 Australian contacts in order to give the young folk an experience of talking
 on the radio. EchoLink will help, however we should still provide a "real"
 radio experience.

 I wish you good luck for JOTA and look forward to hearing many Scout stations
 on air.

 REWIND - A LOOK BACK IN HISTORY

 The world's first integrated circuit

 While not wanting to diminish the outstanding achievement of Jack Kilby at
 Texas Instruments 50 years ago integrating a transistor, capacitor and 
 resistors, we need to look further back in history to fully reflect on circuit
 integration.

 There's an old saying that necessity is the mother of invention, and that is
 what Siegmund Loewe in Berlin did in 1926 when he created the 3NF vacuum tube
 that incorporated three triodes, two capacitors and four resistors.

 The technology required the passive components to be sealed so they did not
 contaminate the vacuum environment.

 One reason for the development was that in Germany at the time there was a tax
 on receivers based on the number of valves in a set.

 Loewe Radio AG also produced another multi-valve, the 2HF consisting of two
 screen-grid tetrodes, two resistors and a capacitor, intended for use as a
 two-stage RF amplifier.

 An even more sophisticated valve, the WG36, enclosed in a metal shield
 contained two variable-mu pentodes and a triode, used respectively as RF
 amplifier, IF Amplifier, and oscillator.

 Both the Loewe Company and Texas Instruments are leading electronics companies.

 While this month marks the 50th anniversary of the creation by Jack Kilby of
 the first integrated circuit leading to the microchip, the inventiveness of
 Siegmund Loewe should not be overlooked.
