 Today's news is the annual ALARA edition, and along with me, (Marilyn VK3DMS)
 we are joined by Susan VK7LUV, Lesley  VK5HLS, Christine VK5CTY AND 
 Shirley VK5JSH.

 We start of this news by crossing to the WIA BOARD ROOM.


 The NSW Department of Lands has announced a Communications Facility Site
 Licensing scheme which may force some amateur radio clubs to shut down
 repeaters located on Crown land, or face huge increases in site licence fees. 

 The scheme will require the operator of a "Telecommunications Facility"
 including an amateur radio communications facility (all site users including
 Primary Users and third-parties) to pay the Department of Lands a yearly
 licence fee for the use of each site. An amateur radio facility will be charged
 $367 per year (CPI indexed and subject to 5 yearly review) which is the
 minimum amount prescribed under the NSW Crown Lands act. 

 The WIA has reviewed the Licence Agreement which appears to have been drafted
 in a form primarily suitable for large commercial telecommunications and media 
 organizations, and we are concerned that the agreement does not adequately
 address the needs or reflect the current arrangements in place for community
 amateur radio clubs. 

 In particular, the WIA believes the indicated charges and fees may severely
 disadvantage affected amateur radio clubs to the point where they will no
 longer be able to provide and maintain their repeater and beacon facilities. 

 The WIA is also concerned that, in cases where the amateur radio equipment is
 located in the facilities of a Primary User, under the terms of the agreement
 the Primary User is able to impose an additional fee on third-party occupiers.
 As third-party occupiers are already paying licence fees directly to the Dep't,
 In effect, an amateur radio club could end up paying twice. 

 However some clubs, especially those with only one repeater, may find the
 scheme to their advantage as it does provide 20 year secure tenure for
 occupation of the site. 

 The WIA has written to the NSW Department of Lands calling for a formal review
 of the proposed arrangements based on the fact that amateur radio clubs are not
 telecommunications services, but rather are not-for-profit organizations
 providing valuable voluntary community service. 

 The WIA believes that amateur radio clubs should have the choice of being
 excluded from the scheme.

 WIA Treasurer

 The WIA is seeking the services of a Treasurer following the retirement of the
 previous incumbent.
 
 The Treasurer will be responsible for the oversight of the WIA financial
 processes and be actively involved in formulating accounting direction for
 future WIA programs. The National office system has an established MYOB 
 accounting system and all daily transactions are done by WIA office staff.
 
 The applicant would ideally be professionally qualified in accounting, or from
 a commercial finance background.  For logistical reasons, the person should be
 located in Melbourne and be willing to provide the services in a voluntary
 capacity.

 This month and the next are big months for ALARA, as we celebrate our 33rd
 birthday, hold our 28th Contest, and on September 12 - 14 we will be in
 Ulverstone, Tasmania for our 9th Alarameet. 

 The Alara Contest takes place next weekend, that's August 30/31. It is always
 a very friendly laid-back contest in which both YLs and OMs take part. If you
 are not sure about the rules they can be found on Alara's web page:
 www.alara.org.au  The closing date for logs is September 30, and they can be
 sent by email to alaracontest(AT)wia.org.au 

 Our next Alarameet looks like being a big gathering, with over 80 already
 registered to attend. This of course includes OMs and friends and a group from
 New Zealand. So you might hear the chatter across Bass Strait on the weekend of
 September 12/14.

 That's enough about Alara - now for other news:





 In Australian Radio News we see that ACMA have proposed extra channels for
 ABC radio services in Victoria and Queensland.
 
 The Australian Communications and Media Authority is seeking written
 submissions from the public on proposals to make channels available for
 ABC radio services  in the Bendigo, Colac and Geelong areas of Victoria and
 the Townsville area of Queensland.

 This to primarily enable ABC to provide its NewsRadio service, however in
 Geelong, ACMA proposes to make channel capacity available for an
 extension of the ABC's Local Radio service. 
 
 Spectrum is congested for high power services in each of these regions and ACMA
 was unable to identify any vacant FM frequencies that could be used for the 
 ABC services. ACMA is therefore proposing to vary the frequency of various
 existing services in the radio markets for the introduction of these services. 

 'The proposals to make frequencies available for ABC radio services would
 require changes to the transmission arrangements of some existing broadcasting
 services and ACMA is keen to receive community feedback on this issue.
 
 The explanatory papers, draft variations to the licence area plans and other
 related documents are available on the ACMA website.

 "Newcastle radio amateur Grahame O'Brien VK2FA recently distributed a 
 quantity of press releases to media outlets around the western plains 
 of NSW promoting some upcoming foundation assessments that are being 
 conducting in the central west town of Cobar over the weekend of 6th 
 and 7th of September. Much to Grahame's surprise he received a phone 
 call from ABC radio presenter Dugald Saunders of the western plains
 ABC Radio requesting an interview. During the 8 minute interview,
 Grahame provided an overview on amateur radio, explained 
 about our radio bands, operating modes, how we communicate, the 
 popular foundation licence as well as providing contact details for 
 assessments taking place in the Cobar.

 EDUCATION YOUTH AND ADVANCEMENT OF AMATEUR RADIO WITH Lesley  VK5HLS
  
 About two years ago the Hunter Radio group held on the air what was called
 "The Education Hour".

 The group has decided to conduct this series again with the intention of
 helping new and not so new amateurs in the education of subjects related
 to our hobby. 

 The series was developed by Ron Bertram VK2DQ and the Gold Coast Amateur 
 Radio Society who have given the Hunter Radio Group permission to use again
 the material which has been re-recorded. 

 Education hour's starting Date is Wednesday 3rd of September and it runs for
 approximately six weeks but can continue for longer if required. 

 In reporting this to the WIA Frank VK2FJL from Westlakes Club said the
 frequency will be 146.975, the groups EchoLink Repeater, Node 1474 starting at
 8:00pm for about 30 minutes when there will be a short break to take call sign
 check ins, then continuing on until around 9.00pm when the callbacks, comments
 or questions can be taken.

 Good News from S21 Land (Bangladesh)

 Good news is hardly heard from anywhere and it is more welcome when it comes
 from a country like Bangladesh and even more appreciable when it is for a
 hobby like the Amateur Radio.

 Since 2004, amateur radio license issuing authority in Bangladesh had
 stopped taking examinations and issuing licenses to the enthusiast.

 After continuous lobbying for the last four years, members of the Bangladesh
 Amateur Radio League - BARL had finally been able to make the concerned
 authorities understand the significance of Ham Operators in a country with
 frequent natural disasters like floods and cyclones.

 Three executive members of the BARL, S21RB (Engr. Belayet Robin), S21VA (Dr.
 Zahid Shipon) and S21SH (Saiful Huda) had a very fruitful meeting with the
 Bangladesh Telecommunications Regulatory Commission - BTRC on 21st of July
 2008 .

 Besides the Chairman of the Bangladesh Telecommunication Regulatory
 Commission - BTRC, Major General Manzurul Alam (Retd) almost all the senior
 officials, engineers and technical experts of the authorities were present
 at the meeting.

 At the onset of the meeting S21RB made a presentation highlighting the
 activities of the Amateur Radio Operators in Bangladesh since its activities
 started in this country.

 The BTRC Chairman gave a very patient hearing to the BARL team and during
 the nearly two hour meeting also assured to resolve the problems of
 different HAM issues and do all possible for the promotion of the scientific
 hobby in the country.

 As part of the latest development, the BTRC has decided to resume the
 process of issuing Amateur Radio Licenses and take examinations regularly
 every month. Examinees have to sit for the examination before a computer.

 The BTRC has also decided to formulate, for the first time, a time befitting
 Amateur Radio operating rules and regulations.

 Earhart International Festival defies weather to entertain thousands

 The Director of the Earhart International Festival has paid tribute to the 
 thousands who defied the weather to enjoy the wonderful community atmosphere
 and top-quality entertainment on offer at Ballyarnett Country Park at the
 weekend.
  
 Keeping with the spirit of Amelia Earhart was the awe-inspiring flypast from
 Letter-kenny Flying Club, whose five-plane formation thrilled the crowds. Then
 international radio link ups by the Foyle and District Amateur Radio Club
 in the Earhart Cottage. 

 Scores of radio amateurs across three continents, from Russia to the USA,
 linked up to send good wishes for the Festival - they even made contact with
 an American businessman who was flying his personal jet some 42,000 feet
 above the country park!  





 VIDEO GAME HELPS TEENS FIGHT CANCER

 Science OnLine reports on a new video game designed to give young cancer
 patients a sense of power and control over their disease. Re-Mission is
 the 3D game described as a  20 level journey through the bodies of
 fictional patients with different types of cancer.

 Players control a nano robot named Roxxi. Its task is to destroy cancer
 cells, battle bacterial infections, and manage realistic,
 life-threatening side effects

 But the game is more than a fun challenge. Studies show that young
 cancer patients who play the Re-Mission are more likely to take their
 medicine, undergo needed therapy and understand their illness. That's
 because the game is geared to help teenagers better adhere to their
 cancer treatment and embrace vital behaviours to improve their health.

 THE RADIO SPEEDGUN KID

 Since police can't be everywhere an 11 year old armed with a toy radio
 speed gun is filling in the gaps in the USA.

 Amateur Radio Newsline say that Landon Wilburn is only 11 but he stands
 tall against speeders.

 As he recently told the Louisville Courier-Journal newspaper, he used to
 shout at speeders to slow down.  Then Landon got a better idea.

 Dressed in a reflective vest, wearing a bicycle helmet and armed with a
 Hot Wheels brand radar gun, he points it at cars speeding through the
 sub-division where he lives and records the speed of passing traffic.

 One of the sub-division residents is George Ayers.  He told the newspaper
 that he  has seen drivers lock up their brakes when they saw Landon
 clocking them.
 
 Officials say the city will install speed bumps in the neighbourhood if
 70 percent of residents agree and are willing to put up half the money. 
 Until that happens Landon, toy radio speed gun in hand, will likely
 continue to do his part to get speeders to slow down.  





 NEW NEXT OF KIN NOTIFICATION STANDARD

 Emergency workers searching for next-of-kin contact information for an
 injured person now have a globally recognized way of doing so, thanks to
 a new standard from International Telecommunications Union.

 According to the organizations' July 23rd release, simply prefixing the
 Arabic numerals 01, 02, 03, and so on to a nominated contact, written in
 any script in the mobile telephone directory, will help emergency
 workers in any part of the world identify contacts in order of priority
 and notify them.  For example, 01 for father or 02 meaning wife and 03
 standing for a husband.

 The International Telecommunications Union says that it will work with
 non-profit organization ICE 4 SAFETY to promote this new way of
 identifying an emergency contact in a mobile handset's directory.  The
 new standard, which is a clause to ITU-T Recommendation E.123,
 internationalises the ICE concept and recommends the use of Arabic
 numerals 0 through 9 to denote emergency contact numbers.  (ITU release)





 
 RADIO TECHNOLOGY:  COMMITTEE RECOMMENDS MOVING AM BROADCAST BAND

 A group made up primarily of broadcast consulting engineers has proposed
 that the United States AM broadcast stations be made to move to TV
 Channels 5 and 6.  This, after their current occupants of that spectrum
 migrate to digital.

 The group, calling itself the Broadcast Maximization Committee,
 recommends the conversion and migration of all AM stations over an
 extended period of time and with digital transmissions only. It also
 proposes relocating the LPFM service to a portion of this spectrum.

 The group made its proposal in a filing to the FCC as part of the
 broadcast diversity proceeding in Docket 07-294.. Other organizations
 also used the proceeding to discuss how the radio spectrum should be
 structured; but the Broadcast Maximization Committee comments are likely
 to draw new attention to the plight of AM stations and possible ways to
 help the occupants of that broadcast band cope with changing technology.





 WORLDBEAT - COLUMBIA:  FIRST HD RADIO TEST CONDUCTED IN BOGATA

 An FM station in Colombia is the first in that country to air High
 Definition Radio.  This, according to Broadcast Electronics which says
 that Tropicana 102.9 is airing digital using Broadcast Electronics brand
 of H D Radio transmission equipment.  The installation is part of a test
 granted under temporary authorization by the broadcast governing agency
 in Colombia, and is being conducted in the country's  capital city of
 Bogota that has a population 9 million. The station is owned by the
 Caracol Radio Network.   



 

 FINALY IN EMERGING TECHNOLOGY:  ELECTRONS BEHAVE LIKE LIGHT IN CRYSTAL

 A team of researchers at Princeton University's Materials Research
 Science and Engineering Centre has observed electrons moving through a
 crystal of bismuth while behaving like light.

 The Princeton group fixed a crystal onto a cantilever, and then placed this
 apparatus in a high magnetic field created at the National High Magnetic Field
 Laboratory.  This device can generate magnetic fields that are more than a 
 million times stronger than the earth's faint magnetic field.  Under such an
 enormous magnetic field  the cantilever twists. The way it twists tells the 
 Princeton researchers about the subtle new kind of matter in the crystal.

 Scientists are very excited by this discovery.  They say that the research
 which was supported by the National Science Foundation and detailed in
 the journal Science, could lead to new kinds of news electronic devices.

 "Thank you and good morning this is the 1st of the 2008 RD Contest Post
 Mortems.

 As of Tuesday night the 19th  Aug I have received approximately 75 Electronic
 Logs, and two by Snail Mail.

 I suspect that this year we may have a low number of participants for the RD as
 we had to compete with the 2008 Olympics and the Lighthouse Event.

 To date the logs have not revealed any errors, HOWEVER IT IS EARLY DAYS YET, By
 now many of you will have received an Email acknowledging the receipt of your
 logs and what type of log was sent.

 A reminder though too make sure that I am in receipt of your logs by last mail
 Monday the 15th September 2008.

 International Lighthouse/Lightship Weekend - 2008

 Well done to all 50 VK amateurs who entered this year's event via the 
 official web site entry form at http://illw.net

 Australia led the Country count at 50 lighthouses.


 Some highlights included:-

 The 400 barrier has also been broken this year with the 400th entry 
 going to the Bundaberg ARC with their entry for Burnett Heads.

 WIN television attended Point Perpendicular where the Illawarra club spent
 the weekend. 
 
 
 An excellent weekend was had by all at lighthouses manned by Summerland club,
 Cape Byron, Ballina, Evans Head and Yamba.
 
 Westlakes Lighthouse event saw Alan VK2JED and Frank VK2FJL spending the later
 part of Friday  stringing the antenna and setting up the station. But by the
 third time climbing to the top of the tower both Allan and Frank needed oxygen!
 Thanks go to Lighthouse attendants Ron and Terry who noticed  their plight and
 revived them with a nice hot cup of coffee.

 EE8AY - PUNTA DELGADA LIGHTHOUSE, D-2772

 CANARY ISLANDS, EA8.  Luis, EA8AY, a member of the Teide DX Group will be
 QRV as EE8AY from the Punta Delgada Lighthouse (WLOTA LH-0129, ARLHS
 CAI-034), located in Alegranza, a volcanic small island (IOTA AF-004), on
 August 22 to 24.  He will operate on the HF, 6 and 2 meter bands, using CW,
 SSB, FM and digital modes.  QSL via bureau, or direct (+SASE) via EA8NQ.

 This small island, about 10 square km in area, is uninhabited and of
 difficult access.  As it is a Natural Reserve, it was not easy to obtain
 the necessary permits to operate there.

 ARISS Team Looking for Ground Stations:

 Do you want to be part of the international network of ground stations that
 help support Amateur Radio on the International Space Station (ARISS)
 operations?

 ARISS is still looking to add numerous ground stations capable of relaying ISS
 Amateur Radio sessions with schools and also serve as back-up communications
 relays should they be needed. Locations all over the world will be considered,
 but one of the greatest needs for stations is still in VK6.

  TWO HAM RADIO CUBESATS LOST AT LAUNCH

 Two Amateur radio cubesats were lost during a lunch mishap on Sunday,
 August 3rd.   This after a privately funded Space Exploration
 Technologies Corporation Falcon-1 rocket failed shortly after lift-off.

 The cubesats lost were part of the payload on board the third Falcon-1 rocket
 that was launched from the Reagan Test Site, in the Republic of the 
 Marshall Islands.  

 Space Exploration Technologies first effort to put a vehicle into orbit
 was back in March 2006.  It failed due to a leaky fuel line.  A year
 later, a second attempt had to be written off after the rocket made it
 into space but then wobbled off its vertical axis and tumbled out of
 control.
 
 Whether or not the sponsors of either of the two lost ham radio birds will
 try again at some later date is at airtime unknown.

 in  New Zealand. An integral part of the New Zealand's emergency network,
 Amateur Radio Emergency Communications (AREC) also will play a pivotal role in
 the  annual running of Repco Rally New Zealand. 

 This 39th running of New Zealand's largest annual world title sporting event
 will be held in the Waikato, Waitomo and Franklin districts from
 Friday 29th August to Sunday 31st August. 

 Approximately 80 radio operators will be deployed during Repco Rally
 New Zealand which "sorta" puts our 10 man band WICEN ops to shame!
