 OPERATORS NEED TO SMARTEN UP
 
 Michael Owen VK3KI, WIA President and Peter Young VK3MV, WIA 
 Directors met with Allan Major, ACMA Executive Manager Regulation and 
 Compliance Branch, Dominic Byrne, ACMA Manager Compliance & 
 Investigations Section and, by phone hook-up, Gary Ryan, ACMA Acting 
 Manager, Interference Management Section, Brisbane, on 18 June 2008. 

 The meeting, originally suggested by Allan Major at the RadCom08 
 meetings, discussed compliance issues that concerned many amateurs in 
 Australia. The ACMA representatives said that there had been an 
 increased level of complaints about on air behaviour, some of which 
 appeared to be breaches of the Amateur LCD and the 
 Radiocommunications Act. 

 The range of regulatory tools available to ACMA, from criminal 
 prosecution to administrative action, including warnings leading to 
 the suspension of licences, perhaps even leading to the cancellation 
 of licences, were discussed. 

 The WIA representatives pointed out that, to a very large extent, the 
 amateur service was self-regulating, from the voluntary acceptance of 
 band plans to the guidance of new amateurs. However, certain on air 
 behaviour is unacceptable to the majority of amateurs, particularly 
 as amateur radio sought to attract younger people. It was stressed 
 that the WIA was not a law enforcement agency and that ACMA was the 
 national regulator. The WIA Board believed that ACMA should not only 
 act, but be seen to act, either criminally or administratively, 
 against particular amateurs in such circumstances.

 GRANTED 
 
 Applications are now being invited from affiliated WIA Clubs for the 2008 Club
 Grant Scheme awards.  Geoff Atkinson VK3AFA WIA Secretary says this year
 two categories of projects will be supported. 


 "One category will be for useful but not innovative projects or activities,
 including projects involving repeaters or associated links. The WIA will
 support up to three projects in this category, with grants up to a total of
 $3,000. 

 It will be up to the Grant Committee to decide how much of the money available
 will be recommended for each project in this category. 

 The other category will be for projects or activities that are innovative. The
 WIA will support up to three projects in this category, with grants up to a
 total of $3,000. 

 The Grant Committee will decide how much of the money available will be
 recommended. 

 The Club Grant Scheme Rules have been amended to allow the Board to make these
 changes to the scheme. The Rules can be found on the WIA website, as can a
 useful template setting out the suggested application headings for an executive
 summary identifying how the club seeks to meet the objectives of the scheme in
 the category the club has selected. Clubs are urged to carefully read both
 documents and ensure all requested information is provided. 

 The WIA Board decided that the closing date for applications for grants this
 year will be Monday 28 July. Applications received after this date will not be
 considered."





 In celebration of Art Deco

 Examples of the Art Deco style of design can be seen preserved in many
 things today from buildings through to jewellery and also old radio
 broadcast receivers.

 The Art Deco era began in 1925 following an international arts expo in
 Paris and continued until 1941.

 The Art Deco Society will this week launch a book entitled 'Radio Days'
 which is a photographic history of the best of Australian bakelite radios.

 The launch to include an interesting presentation on bakelite radios will
 be on Tuesday the 8th of July, at the Racecourse Hotel, Waverley and
 Dandenong Roads, Malvern East, at 7.15pm for 7:45 start

 A booking is required to attend. Anyone interested needs to contact the

 Electronics Club Hamfest 10am Saturday July 19.   High on the agenda for sellers
 and buyers, this sale of new and used equipment is always a favourite event
 amongst Amateurs.   With more than 40 tables of great equipment on offer,
 there is bound to be something of interest to spend your tax return dollars on.

 AND even though petrol prices are high, it won't cost too much to drive to the
 Cranbourne Public Hall which is on the corner of High and Cameron Streets in
 Cranbourne.  The $6 entry fee provides you with free tea or coffee plus a

 So if you're tired of DX expeditions from remote locations, islands on the air,
 lighthouses and other classics? Then, this one is for you!

 Be ready for the second radio activity at Cahroi Bar, in Portugal,
 with the singular call sign CT8CAR on this edition.

 The first endeavour took place last August 2007, when a group of friends,
 committed to ham radio, activated this kind of gastro-pub in Sintra Portugal,
 with the special call sign CT6CAR.

 Such event was so successful that now, the same group, will back on radio from
 there, among good regional excellent meals and beverage.

 The special event station will be on the air during July 19 and 20, 2008.

 The Cahroi Bar is a familiar establishment, placed on a hot spot for radio
 communications, serving lunches and dinners at the table, including a good wine
 and nice fresh local food that can rival a good restaurant's.

 I wonder if they charge corkage for any "home brewing" or if "Ham" sandwiches
 are on the menu?

 With some help from radio wave's propagation this special call sign will be
 easily reached at every amateur band on several modes.

 The beacon will sign it up in the APRS system as well as at Google Earth.

 Both will give you the geographical coordinates of the location.
 
 And so far no truth to the rumour they are planning a contest station with
 multipliers for guessing the last standing operator!

 Dale VK4DMC reports that he will be mobile about the Far North during
 next weekend for the Jack Files Contest, activating the Cook Shire (CK) using
 TREC club call VK4WAT. Dale plans to travel to Cooktown via the Cape
 Tribulation road and then return back to Atherton via the inland way.
 Whilst in the area Dale also hopes to activate the Wujal Wujal (WW) and 
 Hopevale (HV) shires for those wanting to work rare shires for the Worked All

 Watch out for Amateur Radio magazine. The July issue will be at your newsagents

 The front cover is devoted to the ladies of amateur radio. On the occasion of
 the recent WIA AGM, and against a backdrop featuring the history of Broken Hill,
 here are ten ALARA members in convention mode. 
 You'll see pages of photographs of the people, places and events that
 highlighted the occasion. These excellent colour photos were taken by Christine Taylor
 VK5CTY, Peter Freeman VK3KAI (Amateur Radio Editor), Ewan McLeod VK4ERM and

 Read how our audio contributor and rebroadcaster Felix VK4FUQ improved his
 reception on 40 metres by no less than 10 dB. His elementary, if embarrassing,
 lesson on the directional performance of the simple inverted V dipole may be
 relevant to your own signal-to-noise problems.

 Last month the magazine featured a topical article on amateur radio in China.
 This month, is a report from the Czech Republic about a state gathering of
 radio amateurs in the town of Holice. This is a regular meeting place for
 European amateurs, and for the first time last year, Australia was represented,
 by Vlad VK2EKO. Here is an article full of local colour, including the Mayor,
 and a reminder that amateur radio is truly an international passion.

 If you are into home-brew and the latest technology, you will be keen to
 construct the class-E amplifier described by Phil Wait VK2DKN, a detailed
 article on how to exploit the high-efficiency performance of MOSFETs operating
 in the new class-E mode. It is fully compatible with modern digital modulation
 techniques but not suitable for SSB or similar low-level modulation systems.
 Phil explains the operation of class-E amplifiers and a detailed circuit is
 included. Plus guidance on construction methods - and a few words of warning!


 Now from the HF band to the LF band. That's from 40 metres to 2,200 metres, or
 about 137 kHz where a new amateur frequency allocation is anticipated soon.
 For LF enthusiasts, Drew Diamond VK3XU tells how to build a converter which
 will take the LF signal up to 3 or 4 MHz, so you can feed it into a normal
 HF receiver. The converter is directional to avoid interference, and designed 
 to cope with the high ambient noise which is typical of this part of the
 spectrum. This article includes circuit and construction details,
 theory of operation and a list of background reference material.

 Operating standards - a mentoring initiative

 The activity of amateur radio is alive and flourishing due mainly to the influx
 of newcomers in a number of countries as a result of licence restructure and an
 end to  Morse code licence tests.

 However while focused on getting more people to qualify for a ham licence, it's
 now being recognised that we've largely forgot to adequately teach all
 newcomers and licence candidates how to operate and behave on the ham bands.

 This is the reason why we are hearing radio amateurs using operational
 procedures which are far from being perfect.

 These are the views of two leading Belgium radio amateurs, John Devoldere ON4UN
 and Marc Demeulenere ON4WW, the authors of a booklet entitled "Ethics and
 Operating Procedures for the Radio Amateur". 

 The authors stated goal is to try to improve, where necessary, the behaviour on
 the bands in matters of ethics and operating procedures, and make information
 available to newcomers on those essential topics.

 It includes a code of conduct for radio amateurs to reflect the nature of the 
 amateur radio community, the need for tolerance, politeness and understanding.
  
 The 64-page publication also covers a range of operating procedure and protocol,
 the use of callsigns, repeater operation, Morse code, digital modes, ham
 language and lots more.  

 This excellent initiative has recently it gained the endorsement of the
 International Amateur Radio Union Administrative Council.

 We are certain to hear a lot more about "Ethics and Operating Procedures for
 the Radio Amateur", in the future.

 USA AMATEUR RADIO CLUB TRACKS DOWN RF INTERFERENCE.

 Putting the Ham Radio activity "fox-hunting" to good use were US Hams
 Reggie, N3KAS and Bob, K3DBD both members of the Pottstown Area Amateur Radio
 Club when they helped NBC-10 Philadelphia news reporter Lu Ann Cahn find out
 just why remote car door entry devices wouldn't work in the parking lot of a
 local department store.


 The NBC-10 (WCAU) investigative reporter called everyone she could to help her
 discover why. No one knew anything -- until she called on some local ham radio
 operators.
 
 N3KAS and K3BDB accompanied Cahn to the parking lot in question. Rex built an
 antenna out of aluminium tubing and hooked it up to a spectrum analyser.
 "Somewhere in the vicinity of this parking lot," Leister said, "there is a big
 source of radiation, some sort of signal." When Leister aimed the antenna in
 the direction of the Kohl's store, he hit pay dirt. "There are actually two
 signals there. It looks like [they're] coming from the building," Rex said when
 he read the analyser.

 Leister and Rex moved in closer to the building and pinpointed that one signal
 was coming from one set of doors, while the other signal emitted from another
 set of doors. Rex, an engineer, said that the thing that bothers him about this
 is that the signals "are running constantly." When Cahn approached Kohl's
 management with their findings, she was told that "they will look into it."
 
 Three days after Leister and Rex located the source of the interference, remote
 car door lockers worked again. "Kohl's will only say that they're working on
 it," Cahn said. "The FCC says it does sound like something malfunctioned and
 they have had reports of similar incidents in New York City and Tampa, Florida."
 

 Cahn was quick to give credit to the local hams who stepped up to the plate and
 helped crack this mystery: "We here at NBC10 were so curious as to why these
 remote car locks would just stop working, so we thought we should really try to
 solve this mystery. I have to give kudos to Reggie Leister and Bob Rex with the
 Pottstown Area Amateur Radio Club. They were so great and so excited. You don't
 know how many people we called -- police, Triple A, car dealerships -- we
 called so many people trying to figure this out and nobody knew anything until
 we talked to these ham radio operators. They were so wonderful and they knew
 all about radio signals. They created their own gadgets to help us figure this
 out. We really want to thank them for their help with this."

 along with ICOM's range of handheld and mobile D-Star radios.

 The meeting starts at 7:45 PM on Thursday 10th July 2008 at the Briar
 Hill Community Hall, Briar Hill (MELWAY 21-C3).

 The FISTS Down Under CW Club are changing the start time of their recently
 formed net. 

 As from 9 July 2008 the net will start at 1900 EST, and will run for a minimum
 of one hour.

 In the first one, held on 18 June, there were seven participants, plus NCS.

 In the second session six OP's took part; overall about equal ZL and VK.

 An interesting and challenging mixture of SSB and CW was used on NCS frequency,
 CW elsewhere.

 Operators are requested to check in on SSB unless conditions dictate CW or
 (as applied to one old hand) you cannot remember where the mike is; This is
 being done to encourage nervous newcomers to join the net.

 Once paired off participants can go for their lives on the key.

 The net is held every Wednesday at 1900EST with NCS on 3546 kHz.

 Most important: all are welcome to join this net; members and non members;
 old hands and new fingers; even those who do not currently use CW are welcome
 to call in for a brief chat during quiet periods.

 Magnetic Island Swim next Saturday

 the Townsville Amateur Radio Club's  WICEN Co-ordinator Ray VK4NET reminds us
 all that the Magnetic Island to Townsville Swim happens next Saturday 12th July.

 Radio Operators will be meeting at the Finish Line Base near Strand Park
 by 9-30am and then proceed to their assigned stations.
 
 Radio Amateurs will be operating from several official boats, the Finish Line
 Base near Strand Park and on the beach at the finish line with Public Address
 MC Bruce Muller. 

 The first swimmer is expected to finish around 2-30pm and the stragglers finish
 by 5pm.

 WIA News subscribes to many news groups and interest group servers to source
 our news, the past week or so saw literally hundreds, and I do mean hundreds of
 Google News Alerts for Amateur Radio arriving.

 These contained Ham Radio Field Day stories from main stream media like CBS 42
 Birmingham,AL,USA
 
 WRCB-TV - Chattanooga,TN,USA
 
 Muncie Star Press - Muncie,IN,USA

 Palm Beach Post - FL, United States

 So many I started to think the ARRL must have done a great PR job for clubs
 right across the USA and of course the ISS.

 Well,  yes and no...

 The Field Day had arguably the best idea since the RSGB's Foundation Licence
 Scheme and the WIA become a single national entity. The idea was?? 

 Well the ARRL'S Field Day  suggested to prospective participants that "why not
 tell your local newspapers and radio and television stations about our Field
 Day? Having a media hit or link is good for 100 points.


 Yes contest points prior to the contest.

 Instead of manning only the radios, they were asked to man a public information
 table with brochures, signs and a smile? That's another 100 points.

 Participants were advised to invite their elected local officials to visit
 the  Field Day site, earning ANOTHER  100 points when they came.
 
 There were just SO many ways to earn bonus points this Field Day.

 All designed to get publicity and show Ham Radio to the locals.
 
 Ted Randall, WB8PUM, of Tennessee was "Live from Field Day" his operation
 over short-wave radio station WBCQ on 7.415 MHz.

 According to the ARRL. Randall invited Field Day sites nationwide to dial into
 the radio stations program.  He says that the show has a potential international
 audience of more than 200 million people
 
 
 FIELD DAY INCENTIVE VIDEO ON YOUTUBE

 A celebration of Field Day is the theme of a new two minute video posted to 
 YouTube dot com.

 With pictures and text cut to music Kevin Pauley, kb9wvi, tells the story of
 Field Day as it was and as it is today.  This is an  excellent piece of video
 to use as an incentive to get your club to rally around the concept of what
 Field Day is and get them to attend.

 Now you have to believe me  after getting well in excess of a hundred stories
 that made it to Australia on Field Day, this has to top this millenniums
