Rare VK5 to SE VK4 troppo path Monday night 23rd June
Phil VK5AKK in the Adelaide Hills on Monday night found he was able to pick up
the 144.440 MHz beacon from SE Queensland. Phil popped up on air and then the
rest followed suit. So without Phil finding this, the path may have never been
detected. It was too late (10:30pm) to get VK4s on the air though so no
contact was made.
The 2009 Callbook Editor Is Calling !!
Brenda Edmonds VK3KT WIA Callbook editor is currently on the lookout for a
suitable photograph for the 2009 Callbook cover. Perhaps you have a high
quality image which you would like to offer, then Brenda would be very pleased

Perth system helps reduce death toll
Chinese use Aussie know-how to cope with disaster
A West Australian company has secured an international order worth more than
$3 million for its world-class emergency communications system.
Perth based Rescue Radio Corporation has developed the system that beams
pictures and sounds from within a disaster zone to distant rescue organisations,
providing accurate real-time information to help them focus their efforts on
worst hit areas.
The company has received an order from China for 100 of its Rescue Radio
systems which will be the first to be installed within communities throughout
the country, in an effort to reduce the human death toll from disasters like
the recent Sichuan earthquakes where more than 69,000 people have been found
dead and 17,000 are still missing.
Managing Director John Barnes said “The first 48 hours are critical. Our
experience with first response initiatives, particularly in Mozambique and
Indonesia has taught us the importance of timely communications in saving lives.
“The Chinese have been quick to realise the potential of the system in
providing accurate information about the extent of disasters within hours,
not days, and reducing the terrible numbers of people who die because they
can’t be found in time,ö he said.
The Rescue Radio is a communications system which provides accurate information
about the location, condition and circumstances surrounding survivors for both
local and remote response groups. It allows planners and rescuers to see and
talk directly with survivors from anywhere in the world, even if all the local
communications infrastructure has been destroyed.
The units are compact enough to be bunkered and deployed by the very
communities suffering natural disasters and don’t need to be carried in by
specialist rescuers days later. They can operate continuously from their own
batteries for 72 hours once deployed, unattended if necessary.
The company has sent representatives to set up an operations centre in
Shanghai and begin the process of hiring local support staff to cope with
installations and support of the systems.

World Food Programme in Rome has expressed an interest and we will be talking
further with them also in the coming weeks.ö

China earthquake report to international conference
The emergency communications provided by China’s radio amateurs in the
aftermath of the devastating magnitude 8 Sichuan earthquake has now ended,
although some remain on standby for rapid re-activation if needed.
A report on this activity was received by the Global Amateur Radio Emergency
Communications Conference held last week in Friedrichshafen, Germany, but more
about that soon.
IARU Region 3 Chinese Radio Sports Association (CRSA) disaster communication
liaison Fan Bin BA1RB reports that several hundred hams took part to help the
disaster recovery and relief efforts.
This began almost immediately after the huge ‘quake on the 12th of May and it
continued through until the 13th of June.
A number of radio amateurs travelled into the epicentre area, a difficult task
due to earthquake damaged roads, to set up communications.
In the early days long distance telephone lines were either cut or congested
and this is where amateur radio HF links including one in the provincial city
of Chengdu to give the Red Cross a link to Beijing.
VHF and UHF repeaters were in heavy use, both those which survived the quake
and others pressed into service to provide much needed local communications
including front line rescue and recovery activity.
Amateur radio was used to provide coordinating communications for cars that
were used to ferry supplies and transport the wounded immediately after the
quake.
Amateur radio operators across the country made donations of equipment and
supplies and the CRSA thanks them and all international radio societies and
individuals for the support given.
The CRSA has produced a PowerPoint slide presentation to give an overview of
the role emergency communications provided during the disaster, and what it
proposes for the future.
The slide show was presented last week at the fourth Global Amateur Radio
Emergency Communications Conference in Friedrichshafen, Germany, by the
IARU Region 3 Chairman, Michael Owen VK3KI.
GAREC organisers and the conference delegates were most pleased to see the
CRSA presentation and learn more about the role played by amateur radio after
the Sichuan earthquake.

As Jim Linton reported our own WIA President was in Germany for GAREC and the
Administrative Council of the International Amateur Radio Union annual meeting
24-25 June 2008.
Following from the IARU
1. The consultative process leading to nominations for IARU President and
Vice President for the five-year term beginning on 9 May 2009 was completed
between the AC and the American Radio Relay League, the IARU member-society
that serves as the International Secretariat. IARU President Larry Price,
W4RA had announced in 2007 that he was not available to serve an additional
term. The AC agreed that Vice President Tim Ellam, VE6SH and Region 1
President Ole Garpestad, LA2RR are suitably qualified to serve as
IARU President and Vice President, respectively. Their nominations will be
offered to the member-societies for ratification.
2. A comprehensive review and update of the working document that defines the
additional spectrum requirements of the amateur and amateur-satellite
services was conducted. Requests from the amateur satellite community for
support of additional allocations were considered and referred to the IARU
Satellite Adviser for additional information.
3. The IARU International Coordinator for Emergency Communications, Hans
Zimmermann, HB9AQS/F5VKP, presented his report in person. He noted the
outstanding performance of radio amateurs in China who responded to the
recent tragic earthquake emergency.
4. Reports of the other IARU international coordinators and advisers were
received. They are International Beacon Project Coordinator Peter Jennings,
AB6WM/VE3SUN; Satellite Adviser Hans van de Groenendaal, ZS6AKV; EMC Adviser
Christian Verholt, OZ8CY; and Interim Monitoring System International
Coordinator Chuck Skolaut, K0BOG.
5. An additional progress report was received from an ad hoc committee that is
investigating the future role and structure of the IARU. Work since the
previous AC meeting has refined the structure and identified the remaining
issues to be resolved.
6. A resolution offered by Region 1 that seeks to improve the operating
standards of radio amateurs was adopted. The AC endorses and recommends the
principles set out in the booklet “Ethics and Operating Procedures for the
Radio Amateurö by John Devoldere, ON4UN and Marc Demeuleneere , ON4WW, and
encourages each IARU Region to consider this booklet, with a view to adopting
it, including any Regional variations that might be felt appropriate.
7. A study of the international QSL bureau system was commissioned. The study
will seek input from member-societies on the problems they face in light of
escalating postage and other expenses, and the anticipated impact of
electronic confirmation systems such as the ARRL’s Logbook of the World.
8. The three-year strategic plan for the development of support for amateur
radio frequency allocations was reviewed and renewed for the period 2008-2011
The principal focus is on preparations for the 2011 World Radiocommunication
Conference (WRC-11), especially the attainment of an amateur allocation in
the vicinity of 500 kHz.
9. The International Telecommunication Union (ITU) meetings at which IARU
representation will be required for the coming year were identified, and
plans for representation were reviewed.
10. The plans of Region 3 for the IARU presence at Telecom Asia 2008 (Bangkok,
2-5 September) and of the International Secretariat for Telecom World 2009
(Geneva, 5-9 October) were reviewed.
11. The budget for 2009-2011 as presented by the International Secretariat (ARRL)
was reviewed. The budget includes provision for financial contributions from
the three regional organizations to defray a portion of the expenses, in
accordance with previously adopted policy.
12. The 29 March 2009 implementation of the worldwide exclusive allocation of
7100-7200 kHz adopted at the 2003 WRC was noted and the many contributors
to this achievement were recognized.
13. “Amateur Radio: Your Resource in Disaster and Emergency Communicationö was
selected as the theme for the next World Amateur Radio Day, April 18, 2009.
14. Status reports from each of the three IARU regional organizations were
received and discussed. The next regional conference will be that of
Region 1, to be held in Cavtat, Croatia in mid-November.

Emergency Communications Hans Zimmermann, HB9AQS/F5VKP attended a portion of
the meeting.
The next scheduled meeting of the AC will be held in Christchurch, New Zealand
in October 2009.

VK3RPL: Two new repeaters 2m & 70cms at Portland
Here's a new challenge for the DXers amongst you...!
Peter VK3CHA is the licensee of two new repeaters down at Portland. They're
both located at Alcoa, on one of the towers. The antennas are only about
5metres or so from the repeater rack.
The PA's are running at approx 50w at the minute, could be cranked up as are
rated at 150w FM.
The 70cm repeater is active but the 2 metre repeater is waiting for the
filters to arrive which should be this week or so.
An EchoLink connection is currently being investigated for either the 2m or
70cm side. No CTCSS is required.
When reporting to Nik, VK3FNJP, 3CHA said the coverage is better than expected
- mobile coverage up to Linton, Warrnambool, Mt Gambier,
- base coverage to Horsham & Ballarat.
Lantern Parade
Saturday 21st June the EMDRC joined with the Belgrave Community Arts
Partnership to help with the celebration of the Winter Solstice Lantern Parade
The function for the E.M.D.R.C. was to provide communication between the road
closure marshals & event coordinators. There were a few incidents such as where
a car decided to push through the road barrier and another issue with a
delivery truck wanting to travel up the closed road to unload.
Quick reports from the EMDRC members back to the communications centre had the
message passed on to the road closure officials who took the appropriate action.
At some points along the course the members of the EMDRC filled in for missing
road closure officials and restricted the entry of vehicles to the assembly
area. After the event was closed most participants meet at a local Italian
restaurant for dinner.
18 members of the club attended as well as a prospective new F call.

I.C.A.S.A. CANCELS HEARING
ICASA cancelled the South African BPL hearing last week minutes before it was
due to start.
Red-faced ICASA officials apologised for the last-minute postponement to the
organisations who were invited to present their objections to the draft BPL
regulations.
The reason for the postponement was given as an administrative problem.
Wind-up radios banned in Zimbabwe.
Authorities in Zimbabwe have banned wind-up receivers, a favourite among
non-governmental organisations seeking to promote access to information in
rural areas.
Their presence has often spawned listening clubs accused of tuning in on
"illegal" foreign news bulletins broadcast on shortwave.
Batteries are almost unavailable in Zimbabwe.
Along with satellite dishes, ownership of a wind-up radio is enough to land
villagers in trouble. "They have been warned that they must hand in those
radios. It has become a subversive tool," says Rob Jamieson, chairperson of the
Southern Africa Editors' Forum.
"It is quite shocking to see the situation in Zimbabwe. No professional media
in Zimbabwe can operate," says Jamieson, who was part of a week-long mission
that has recently visited Zimbabwe.

G3NDS/MM Sailing Round the UK for Charity
Ray Oliver, G3NDS, plans to sail round the UK for charity, operating /MM from
his yacht Christine-Marie.
He set sail from Lymington at the end of April.
Ray is operating an Icom IC706Mk2G with remote AH3 auto ATU that end feeds a
40 ft wire, sloping from the stern of the vessel to the top of the mast. He's
mainly been operating on 80m SSB with some activity on top band, but will also
operate on other bands and on CW from time to time.
Details of how his cruise came about, the charities he's supporting and his
progress to date can be found on his web site. Ray says that he will be sending
a special QSL card to stations contacted that gives a summary of his challenge.

NEWS FROM RSGB
Register for Railways on the Air
Bishop Auckland Amateur Radio Club is coordinating the National
Railways on the Air Weekend that will take place on Saturday 27th
and Sunday 28th September.
This date celebrates the anniversary of the first steam powered
passenger railway, which took place on 27th September 1825. The
first passenger train ran on a line in the North East of England
from Darlington to Stockton. The Club is expecting to operate the
special event station GB2EVR at the Eden Valley Railway.
Kenwood/JVC merger
Kenwood and JVC say that their proposed merger will be completed
by this autumn.
According to a joint news release the two Japanese electronics
giants will combine to form JVC Kenwood Holdings. The new
corporation will have its headquarters in the city of Yokohama.
The new model business will focus on car electronics, home
electronics, and professional wireless systems, and will also
explore new product segments. In an earlier statement by Kenwood
it was stated that the merger would have no impact on the
company's continuing support of the amateur radio marketplace.
Operation from Orchilla Lighthouse successful
The EG8FOR operation from the Orchilla Lighthouse, on El Hierro
Island was a success but limited by very bad propagation
conditions.
The DX Group had offered a special certificate to all operators
who contacted EG8FOR on two or more bands, but taking into account
the difficulties, the directors of the Teide DX Group decided to
issue the certificate to all operators who contacted EG8FOR two or
more times, regardless of the band or mode. For more details,

HAM RADIO IN SPACE: PLEASE MONITOR THESE NEW BIRDS
The sponsor of a pair of CubeSat satellites is inviting hams world-wide to
help monitor the tiny birds once they are on-orbit. Students at Santa
Clara University are asking radio amateurs to listen out for the beacon
signals from PreSat and NanoSail-D which was scheduled to launch on June
23rd from the Reagan Test Site in the Marshall Islands.
Both spacecraft are scheduled to go into Low Earth Orbit as secondary
payloads aboard a SpaceX Falcon-1 launch vehicle. PreSat's mission will
be to evaluate the performance of a generic biofluidic sample management
and handling system for future advanced in situ space-borne biology
experiments. It will operate on 437.318 MHz FM, will send an AX.25 packet
every 5 seconds.
The NanoSail-D spacecraft will deploy a solar sail that also will be used
as a drag sail. This, to demonstrate orbital debris mitigation
technology. Its signal will be on 437.269 MHz FM, sending an AX.25 packet
every 10 seconds. In both cases hams on the ground are asked to submit
received beacon packets through the mission websites in order to receive a
web-based QSL card.

FIRST SDR TRANSCEIVER FROM INDIA
The first software defined all mode transceiver covering H-F and 6 meters
from India has been brought to the ham radio marketplace. Priced at $599
in U.S. dollars, the transceiver from WonderRadio appears to be a kit based
on an article from QEX Magazine titled "A Software Defined Radio for the

Lighthouses galore for event weekend
The 200th lighthouse to register International Lighthouse and Lightship
Weekend is GB4KAY, the Kay Kendall Memorial Lighthouse, Withernsea,
Yorkshire.
Built in 1892-94 due to a large number of shipwrecks nearby, it was later
named in memory of the glamorous 1950s actress Kay Kendall who was born in
the town.
The International Lighthouse and Lightship Weekend is conducted annually
by the Ayr Radio Club of Scotland.
The webmaster of its official website ILLW.NET, Kevin Mulchay VK2CE has
sent a congratulatory email to GB4KAY for becoming the 200th registration
in 2008.
Kevin says it’s shaping up to be a bumper year and he would not be
surprised if registrations topped 400.
If recent traffic on voice repeaters in New Zealand is any guide, there
could be up to nine lighthouses activated in that country this year.
The first Indian lighthouse has registered too. Bangalore Amateur Radio
Club Secretary, Lion Ajoy VU2JHM says permission has been received to
activate the Mahabalipuram Lighthouse in southern India.
A callsign is pending but it will be activated from the Indian
Independence Day of the 15th of August through to the 18th which includes
the International Lighthouse Weekend.

News from South-East Asia
The IARU national radio society in Indonesia, ORARI, is gearing up to
celebrated its 40th anniversary with a special event callsign YB40AR to go
on air next month.
It will be activated from the 25th of July during the All Borneo Amateur
Radio Festival in Western Kalimantan, a regional event hosted every two
years by ORARI.
This is the 5th festival will include a Fox Hunting, Trouble Shooting,
Transmitter Assembling, Amateur Radio Direction Finding Slalom Test,
Logging Contest, Emergency Set-Up and Morse Code.
In other South-East Asia news, the Malaysian Amateur Radio Transmitters’
Society has announced that a network of amateur radio clubs is to be set
up in 40 schools.
The project being initiated by communications giant Motorola aims to
expose students to amateur radio for its educational and emergency
communications benefits – that has got to be a good thing.

The following is a summary of a review of small piece of technology to assist
those runners in our midst. We have all seen and some have probably used the
walking computers that show you distance and some show energy burnt, etc.
Well Nike have taken it one step further and produced the SportsBand.
The SportBand straps on your arm or wrist and has a wireless sensor that plugs
into your Nike or other training shoes.
This sensor transmits a signal and there can be up to eight sensors signalling
the one SportsBand.
When you have finished your run you pop the face of the watch out and straight
into your computer's USB port and download the stats from your run. The small
batteries are charged from the USB port and last about 14 hours for 2 hours of
charging.
The device needs to be calibrated and the two button interface is easy to use
to start and stop the recording of the run and switch back to a watch function.
The product sells for about 40 UK pounds.

THE FIREDRAKE IS BACK ON 20 METERS
The so-called Firedrake intruder is back on 20 meter. ARRL Field and
Regulatory Correspondent Chuck Skolaut, K0BOG, says that he has received
reports from Intruder Watch monitors in Texas, Montana, West Virginia,
Massachusetts, Colorado, Washington, Nevada and Pennsylvania hearing the
mainland-China based jammer on 14.010 and 14.070 MHz. Hams in IARU Region 1
have heard the jammer on 14.000, 14.005, 14.010, 14.030, 14.050, 14.050 and
14.090 MHz.
According to one Region 1 monitor, the jammer originates from Chinese
government transmitters in an attempt to block out the Sound of Hope short
wave broadcasts. Skolaut said he heard it on 14.070 at 1500 Eastern time on
June 6th from ARRL HQ.
The FCC's High Frequency Direction Finding facility in Columbia, Maryland.
also has heard the Firedrake jammer. It has sent a harmful interference
report to the Chinese government but has no authority to make intruder
stations outside the US to stop transmitting on Amateur Radio
frequencies. Such situations typically are dealt with through diplomatic
channels. The last time the Firedrake jammer was heard in the ham bands
was about two years ago.

WICEN Tasmania (South) - Field Weekend
Members gathered at The Lea Scout Camp, between Hobart and Kingston,
for a social weekend interspaced with various activities.
The weekend was centred at the Storm Hut at the top of The Lea with
accommodation within and around. A 10:00 kick off saw HF, 2m. 70cm,
APRS and NVIS stations established, before a general meeting leading
up to lunch centred on a spit roast by grand chef Chris VK7FCDW.
