 14.270 Chinese Emergency Frequency:

 From the CQ Newsroom...via eham to the WIA

 Amateurs in China are asking that 14.270 MHz be kept clear as an emergency 
 frequency in the wake of this week's devastating earthquake there.

 Please remember that even if you cannot hear a station on the frequency,
 you might interfere with reception of transmissions by a station within range
 of both your signals and theirs.
 

 Jim Linton VK3PC, Chairman, IARU R3 Emergency Communications Committee
 told us " IARU R3 Disaster Communications Committee member, Fan Bin BA1RB
 reports ' We have more ham radio operators ready to go for disaster relief, we
 will do our best as radio amateur operators for the big disaster.'

 The earthquake struck in the afternoon local time on 12 May and the immediate
 response by hams included the IARU radio society CRSA issuing a worldwide
 alert that a number of HF frequencies were in use for disaster relief.

 These are 7050, 7060 and 14270. Fan Bin BA1RB reports soon after the earthquake
 hit the local UHF/VHF repeaters in Chengdu area were back to operation to
 provide communications.
 It took three days for the public telecommunications network to be restored
 in most but the remote areas which remain without communications.

 The Sichuan radio sports association amateur radio station BY8AA was able
 to on air in HF band handling many valuable front line emergency messages
 and had an hourly sked with the CRSA headquarters station BY1PK in Bejing.

 Bin Fan BA1RB reports that many radio amateurs in the earthquake epicentre
 and nearby areas have put up simple antennas from the damaged buildings."
  

 In nearby Myanmar (Burma), where tens of thousands of people were killed by a
 typhoon last week, CQ Public Service Editor Bob Josuweit, WA3PZO, passes on a
 report from G4HPE of the International Radio Emergency Support Coalition
 (IRESC) that there currently is no amateur radio activity there; and that while
 the UN has been permitted to set up both HF and VHF communications based in the
 capital city of Yangon (Rangoon) "for use by the entire humanitarian
 community," none of the frequencies in use are in the amateur bands.

 WIA Annual General Meeting 

 Presentation of annual reports and general meeting, members forum.

 This year's AGM will be held at the Broken Hill Entertainment Centre commencing
 at 2pm. The AGM will be followed by an open forum with reports presented on all
 WIA activities over the year and the opportunity to raise any issues. 
 
 This venue at Broken Hill has generated a huge amount of interest and we have
 had even more bookings coming in since last weekend. Thanks to those who have
 registering to attend the weekend, we do appreciate your support and are
 looking forward to having a great weekend away together. We are aware of some
 who may still not have sent their application form to the WIA office, this is
 important if you could do this by Monday or Tuesday at the latest it will help
 us finalise numbers for the events and catering. 

 Registration forms are available from the link on the WIA homepage.

 This week the registration kits for the weekend have been mailed out and I
 expect you will have received yours by the time this broadcast goes to air. The
 kit includes your registration card(s), a copy of the “Program and information
 guideö and a copy of “Accessible Outbackö the Broken Hill information guide.

 As an added bonus for the AGM weekend, the Sunrasia Amateur Radio Club have
 extending an invitation to all Amateurs heading south after the WIA AGM, to
 join them in Mildura on Monday the 26th of May for the Sunraysia Radio Group
 Mini Hamfest. This event will include an evening bistro meal, guest speakers,
 sales of pre loved radio equipment and much more. 

 During the course of the day the club will be offering tea and coffee and a
 guided tour of Mildura provided via Amateur Radio. So consider stopping over
 in Mildura after the WIA AGM. Details and updates are available on the

 Band Plans Document Updated

 John Martin VK3KM has just updated the WIA bandplan document. 

 For the most recent versions of files for download on the WIA web site go
 directly to the bandplan page click the Links for the section you are
 interested in. 

 Band Plans were updated 12 May and the Repeater Directory 8th of May.
 
 VHF-UHF Records 19 Apr 

 And in February we saw updates of both the Beacon Listing and the
 Packet Radio Directory.
 

 Also note a change to the bandplans, the addition of alternative 70cm
 frequencies for D-Star repeaters in areas where beacons and repeaters 
 are co-sited. 





 BERU Contest 2008

 This year, the BERU contest for 2008 teams from Australia, Canada,
 Great Britain, New Zealand, and a team called "The Rest-of-the-World" were
 joined by Team Africa. 

 This year Team Australia, who were last year’s runners-up, amassed a marvellous
 score of 61,500 to take the title, just ahead of the Rest of the World on
 59,700. Team Australia was captained by Stephen Ireland VK6VZ; included VK2NU;
 VK4EMM; VK6BN; VK2BJ; VK6HD; VK6LW; VK4XY; VK2MB (G4OBK); VK4BUI 

 In the Headquarters section VK4WIA made a welcome re-appearance in the hands
 of Keith VK4TT 

 Congratulations to all involved for keeping Australia at such a high position
 even with the low sunspot numbers.

 CEPT

 Holders of Australian Advanced licences are now able to operate in the
 participating CEPT countries while visiting those countries on the basis of
 their Australia licence. 

 How it all works is set out in the excellent article by Bob Whelan G3PJT in the
 May issue of Amateur Radio. 

 If you want to operate for a longer period in one of the participating CEPT
 countries you will have to take out a local licence. As previously advised
 ACMA is now endorsing the Amateur Operators Certificate of Proficiency 
 (Advanced) with the HAREC endorsement, so you will be able, on the basis of your
 Australian Advanced Certificate of Proficiency, to obtain the equivalent
 licence. 

 However, the website of the European Radio Office says that for Australia that
 “Grandfathered Australian certificates AOCP and AOCLP are also recognised as 
 equivalent to HAREC.ö So while the AOCP and AOCLP certificates will not have
 the HAREC endorsement, they will still be recognised. 
 
 “I am delighted that at long last the Australia Advanced licence has joined the
 expanding world of the international licence, and that for longer term local
 licences, the Australian qualifications have been recognisedö said
 WIA President Michael Owen VK3KI.

 Australian administration, and Bob Whelan G3PJT the IARU Region 1 Regulatory

 Big Turnout For The Moorabbin & District Radio Club Hamfest
 
 On Saturday the 10th of May the Moorabbin and District Radio Club conducted
 it's annual hamfest at the Brentwood Secondary College in Glen Waverley, an
 outer eastern suburb of Melbourne. WIA President Michael Owen VK3KI,
 WIA Secretary Geoff Atkinson VK3AFA, WIA Director Robert Broomhead VK3KRB and
 Dianne Ashton VK3FDIZ from the WIA office were all in attendance. WIA President
 Michael Owen said it was great to have the opportunity to personally welcome
 and thank those who showed their support for the WIA and who signed up for
 membership on the day.

 A large number of books and merchandise were sold, with popular items being
 the new WIA Second Edition Foundation Licence Manual, the WIA 2008 Callbook,
 Bookshop Books, WIA Polo Shirts and Caps. Moorabbin club President Graeme Lewis
 VK3GL said the day was a huge success, with both table sales and attendance up
 on previous years. Graham said there was significant positive feedback from
 both the second hand and commercial traders reporting the day to have been one
 of Victoria's best hamfests.

 On Saturday 10th May the Brisbane Amateur Radio Club held its annual and
 popular BARCFest at the Mt Gravatt Showgrounds.

 Don VK4BY, Chairman of the Queensland Advisory Committee, flew down from
 Rockhampton to assist Ewan VK4ERM and Ken VK4KF man the WIA table at the
 BARCFest. There was a steady stream of people stopping at the table to ask
 questions, have a yarn about subjects Amateur Radio and to purchase merchandise
 including the popular new 2008 Callbook. Several people joined the WIA and were
 welcomed by those present as new members and for their support to Amateur
 Radio. 

 Ray VK4HDX travelled from the north with trays of QSL cards for people to
 collect and was given a prominent position near the entrance. 

 The venue comprised two levels in the building and included an enthusiastically
 staffed 'Café de BARC' which was well patronised during the event where a
 delicious range of goodies was available to complement the drinks available.
 
 Thanks to BARC and their organising committee for providing another well
 attended and enjoyable BARCFest and hosting the WIA attendance.

 Special School and Deception Bay State High School make radio contact via the
 Redcliffe 2 metre Repeater while Peter and his students climb Mount Beerburrum
 on Tuesday 27.

 Adrian Tiplady of the South African Square Kilometre Array team will make a
 presentation at the Port Elizabeth SARL Radio Technology in Action symposium
 to be held on Nelson Mandela Metropolitan University Saturday 31 May.

 Exercise Double Barrel 3 

 In South Africa, 71 Signal Unit, a reserve force unit, will be running their
 annual military/amateur HF communications exercise, Exercise Double Barrel 3,
 over the weekend of 24 to 25 May 2008, using the call sign ZS71SIG and active
 from Rawsonville in the Western Cape.

 A QSL card will be issued to commemorate Exercise Double Barrel 3.

 The objective of this exercise is to provide the unit and its members with
 valuable HF experience, while providing an exciting platform for the amateur
 radio community to communicate in a training and preparation exercise with 
 other roleplayers, for example the military and other emergency operators.

 Amateur frequencies in use: 
 1.845 LSB, 3.760 LSB, 7.060 LSB and 14.300 USB, as well as 10.135 USB +- QRM. 

 The military training frequencies will be issued to participating members in
 the form of a signal instruction. 

 Participating radio amateurs are encouraged to operate either in a field day,
 mobile or base station role, while experimenting with different types of
 antennas and different RF power settings. The radio amateur community is
 reminded that the above mentioned frequencies will be in use during the weekend
 of 23 to 25 May 2008 and are requested to accommodate the exercise.

 Liaison with other role players is expected to be finalised soon. Participants

 MARKET REEF WILL BE ON IN JULY

 Some breaking news in the world of D-X. Word has been released that
 six well known operators will activate Market Reef between from July
 11th to the 14th . The expedition is time so that the operators will
 be able to take part in the I-A-R-U High Frequency World Championship
 event on July 12th and 13th. 

 The group says that it will have three stations on the air on 160
 through 6 meters. All operators will use their home calls portable Oh
 J Zero before and after the IARU Contest, except for O-H-1-V-R who
 will use O-J-Zero-V-R. QSL each station to his or her home calls and
 O-J-Zero-V-R via OH1VR. 

 A special callsign for the contest has been applied for and is not yet
 known. 




 WORLDBEAT - NEW ZEALAND: IARU REGION 3 TURNS 40

 Region 3 of the International Amateur Radio Union is turning 40. The
 New Zealand Amateur Radio Transmitters bulletin says that this month
 marks the 40th anniversary of the formation of Region 3 which was
 formed in 1968 at its Inaugural meeting, held in conjunction with the
 1968 Federal Convention of the Wireless Institute of Australia. In the
 city of Sydney
  
 Attending representing the IARU world body was its then President Bob
 Denniston, W0DX. National societies represented at the inaugural
 congress were the JARL, NZART, PARS and the WIA.  




 GW1FKY CALL IS IN SPACE

 The Southgate News reports that Ken Eaton GW1FKY had always dreamed of
 one day flying in space. Now, thanks to the Technical University of
 Delft, GW1FKY is orbiting the earth. At least he is vicariously. The
 story goes like this.

 When the team building the Delfi-C3 satellite, attended the AMSAT-UK
 International Space Colloquium they made a very generous offer to help
 boost AMSAT-UKs satellite building fund. They decided to allow one
 Amateur's callsign to fly in space onboard their satellite. This
 chance to have your call sign fly on the satellite was auctioned at
 the Annual AMSAT-UK Dinner and there was fierce bidding to win this
 privilege. Ken Eaton GW1FKY was the winner and his call sign was put
 into Delfi-C3 and has now been launched into Earth orbit.

 Successful launch for SEEDS satellite

 Still on the subject of space, the SEEDS satellite was one of a
 number of microsats successfully launched on 28th April.

 Several amateurs have successfully received SSTV pictures from the
 bird, which transmits on 437.485MHz. As well as SSTV, the
 satellite sends telemetry in Morse code, 1200 baud FM AFSK packet
 radio and speech via its Digitalker module.




 Special Event Stations 
 On Saturday 17th and Sunday 18th May, GB0BW will be operated from
 Wyke Regis, commemorating the inventor of the bouncing bomb,
 Barnes Wallis. The locator is IO80SO. HF, VHF and UHF will be used.
 
 Special call PY100JA will be aired until December commemorating
 the centenary of the first Japanese immigration to Brazil.


 Over the weekend of 17th and 18th May, the King of Spain Contest takes
 place, starting at 12.00 on the Saturday and ending at 12.00 Sunday.
 This is a CW event on all HF bands. The exchange is RST and serial number.

 
 The Worked All Britain LF Phone Contest takes place on Sunday 18th
 May from 10.00 to 14.00 UTC.  The exchange is signal report,
 serial number and WAB area.  Full details of the rules and

 Inaugural Winter VHF-UHF Field Day 
  
 The first Summer VHF-UHF Field Day was held in 1989, and then in 1998 it was
 joined by the Spring VHF-UHF Field Day. These events have become more popular
 each year, and activity has doubled over the last few years. So now these two
 Field Days will be joined by a third event - the first Winter VHF-UHF Field Day.

 This will be held over the weekend of June 21 and 22. 
 
 Operation in the Field Day can be for 24 hours or 8 hours, and there are
 sections for single operator and multi-operator stations. And if you don't feel
 like heading for the hills at this time of year, there is also a home station
 section. 
 
 The rules are very simple, so why not give it a go? The rules will be published
 in the June issue of "Amateur Radio" magazine, and full details are also
 available in the Contests section of the WIA web site. This includes the rules,
 a scoring sheet, and other information about the VHF-UHF Field Day.

 STRANGE BUT TRUE!!

 While James VK4TJF was trawling the 20 metre band recently, he heard a
 Sierra Poppa station calling CQ and decided to answer him.

 Within a few minutes, James worked some 12 other station and thought nothing
 more of it. 

 He dutifully sent off his QSL cards and suddenly received an email from the 
 DX club of Poland asking him to send his log for the contacts with al these
 Polish amateurs.

 Apparently the stations James worked, were part of a Polish national DX contest
 and James actually gained second place in the contest with his 20 metre contacts.
 James is currently awaiting his prize in the contest.

 Pirates on  the 2 M Band.

 Recently heard on 147.015 in the Logan Area to Brisbane's south has been a
 FM broadcast consisting of either music, a video or a video play station.

 The carrier remains on even when not transmitting program material.

 This made the task of possibly finding the source  very easy and  with his
 hurriedly constructed 2 metre 3 element yagi Terry VK4AAT set off to find
 the transmitter.

 Needless to say after taken 5 or 6 bearings he was standing outside the
 offenders house. The location turned out to be 1.6 Kms from 4AAT's home
 with a good s9 plus signal, so you can see these devices appear to have a
 very high output.

 It should be pointed out here that if you encounter a similar intruder under
 no circumstances approach the people you believe are responsible. Simply
 take a note of the address and ring the ACMA.

 Now after ringing ACMA in Canberra, Terry received a call from their field
 Officer – in Perth would you believe. He took details along with the offenders
 address and assured me he would contact the Brisbane Office.

 It wasn’t long before Graham Stephenson rang from Brisbane Office and a
 few days later another call from Graham to let Terry know that the address
 was correct, he had sighted the device and advised the owner that although
 this unit has been incorrectly C Tick approved it is  in fact not permitted
 to be used due to the fact that it radiates on the 2 M Amateur Band 147.015MHz.

 Apparently under the law ACMA has first to present the offender with an
 official letter and on receipt of this letter the device has to be turned off.
 Failure to comply is a $400 fine. Several days passed  and the device was still
 on air, another phone call to Graham and shortly after the device was turned
 off.

 It would appear that the unit sells for around $60  and  the thought of having
 to pay $400 convinced the offender to turn it off.

 It is worth noting that the Importers of this device in Sydney have been fined
 $1500 however, their distributors are still selling these devices. In Brisbane
 it is  estimated there are around 60 units either on the shelf or in the
 process of being sold.

 The device is known as “ OMNI WEP-910D Wireless Headphone plus Microphone.

 This unit was  currently  being  sold on Ebay  located at Petrie.

 Terry has it on good authority there could be as many as 160 of these units out
 there, so tune around  147.015 and if you find one in the Brisbane Area contact
 Graham on 32477170. Outside of  SE Queensland contact ACMA on 02 6219 5555.

 In closing Terry would like to thank ACMA  and in particular Graham Stephenson
 for their prompt action in keeping our bands free of intruders.

 SEND YOUR NAME TO THE MOON

 NASA invites people of all ages to join the lunar exploration journey with an
 opportunity to send their names to the moon aboard the Lunar Reconnaissance
 Orbiter, or LRO, spacecraft.

 The Send Your Name to the Moon website enables everyone to participate in the
 lunar adventure and place their names in orbit around the moon for years to
 come. Participants can submit their information at http://www.nasa.gov/lro

 The database will be placed on a microchip that will be integrated onto the
 spacecraft.  The deadline for submitting names is 27 June 2008.

 The LRO mission is the first step in NASA's plans to return humans to the moon
 by 2020, and your name can reach there first.  

 The Orbiter, comprised of six instruments and one technology demonstration,
 will provide the most comprehensive data set ever returned from the moon.  The
 mission will focus on the selection of safe landing sites and identification 
 of lunar resources.  It also will study how the lunar radiation environment
 could affect humans.

 LRO will also create a comprehensive atlas of the moon's features and resources
 that will be needed as NASA designs and builds the planned lunar outpost.  The
 mission will support future human exploration while providing a foundation for
 upcoming science missions.  LRO is scheduled for launch in late 2008.

 The Lunar Reconnaissance Orbiter is being built at Goddard.  The mission will 
 also be managed at the centre for NASA's Explorations Systems Mission
 Directorate in Washington.
