 The WIA is very pleased to announce that Brett Dawson VK2CBD has joined the
 WIA's team involved in the national preparation for the next major ITU
 Conference, WRC 11. 

 Brett joins Keith Malcolm, David Wardlaw and Gilbert Hughes. 

 Brett is known to everyone who attended the WIA's last AGM at Parkes, and
 visited the Parkes Observatory operated by the Australia Telescope National
 Facility of CSIRO. 

 Brett is also active in his local club, the Orana Region Amateur Radio Club at
 Dubbo 




 ACMA has recently issued a number of papers concerning the Principles  
 of Spectrum Management in Australia and a discussion paper in respect 
 of various proposals to re-plan spectrum in the region of 420 to 512 MHz,
 with proposals affecting the 70 cm amateur band. 

 ACMA has also published details of their 5 year work plan that includes
 references to the 6 meter and 70cm amateur bands. These papers can all be found 
 on the ACMA website. 

 These papers have been published in time for the ACMA's radio communications
 conference, RadComms08, which will be held from 30 April to 2 May 2008. 

 WIA Director Peter Young VK3MV will be attending Radcomms 2008 on behalf of the
 WIA representing the amateur services. 

 The WIA will be making submissions on any proposals that affect the 
 amateur services and will continue to actively follow these developments

 After months of preparation the WIA’s much anticipated second edition
 Foundation Licence Manual "Your Entry Into Amateur Radio" is now off the press,
 ready for binding with shipment of the finished manuals expected mid next week.

 “This is good newsö said Phil Wait VK2DKN, WIA Director and Foundation Manual
 Editor. “We were expecting the second edition manual to be ready in early April
 but it had dropped back a couple of weeks, mainly due to the fact that we
 wanted everyone involved to be absolutely happy with it.ö

 “We think readers will be happy with it too, as it incorporates many of the
 comments and suggestions we received to the first edition, as well as extra
 pages containing information on antennas, propagation and single sideband.ö

 The recommended retail price of the new manual is $24.50 while the WIA member
 and club price is $19.50

 You can order a copy of the manual today with delivery to your door by placing
 your order through the WIA Online Bookshop. The Online Bookshop can be found
 under the Members area of the WIA website. Alternately you can place your
 order with the WIA office. Pack and post for a single copy of the foundation
 manual is $6.00, cheaper if you order multiple copies of the manual or combine

 Further Reminder, 2 letter calls

 As well as reminding amateurs generally that 30 April 2008 was the last
 date for comment on the proposed two-letter callsign process published
 jointly by the WIA and ACMA, WIA President Michael Owen VK3KI also
 reminded amateurs that 30 April 2008 was also the last date for the
 lodgement of an application for a review where a two-letter callsign has
 been lost as a result of a failure to renew a licence in due time

 COPPER THEFT

 A matter concerning the theft of Westlake’s Amateur Radio Clubs copper water
 service has been explained by VK2BZ to members.

 The matter had been brought to his attention by VK2YPW, VK2YPW had turned off
 the water and reported there was a severe leak under the building.

 VK2BZ attended with a plumber to effect emergency repairs. Under the clubhouse
 was found to be severely flooded. The plumber reported that it was not a leak
 at all but the theft of the copper water service.
 
 Amazing what thieves go for in their crime sprees, in Townsville recently
 a filled (at the time) 5,000 gallon PVC water tank was drained then carted away.
 Thieves ram raided the security fence of Radio Station 4TAB at Cape Cleveland
 to steal this tank, the water severely damaging cabling in the vicinity.

 Earlier this year, HADARC member Jo Harris, VK2KAA was named Kuring-gai Citizen
 of the Year.  The award recognised Jo's volunteer service with many community
 groups, in particular her work with the Kuring-gai Historical Society.  Also
 noteworthy is her involvement with WICEN, including the 1991 North Shore Big
 Storm and the 1994 Bushfires, and her acting as mission control for Dick Smith's
 record breaking hot-air balloon trips.

 Jo was a leading figure in the Wahroonga Amateur Historical Association, which
 instigated the VK2IMD and VK2WAH special events stations.  


 HADARC meets at 8:00pm on the 2nd and 4th Tuesdays of the month, at the
 Mt Colah Community Centre, Pierre Close, Mt Colah. The club has an active 
 training programme.

 D-STAR to be demonstrated at FNNQARG!

 As part of the Navcom Electronics equipment display of all things Diamond,
 Yaesu and Icom at FNNQARG! during the June Long Weekend in Cardwell,
 a demonstration of the D-STAR operating mode will be given during Saturday and
 Sunday by Richard Hoskins VK3JFK and Peter Willmott VK3TQ with a presentation
 of the mode including a question and answer session happening during Saturday
 evening. Richard and Peter will be part of the 4 man ICOM team flying up 
 especially for the weekend with plans to have D-STAR equipment available for
 demonstration and for sale.

 The Australian Fox Hunting Championship is held each year at the SERG Convent
 ion in Mount Gambier. It’s a great way to spread the word that amateur radio 
 is alive and well when the locals see some amazing crowns on vehicles around
 the streets and forests of the South East. Time to dust off the Doppler
 systems, the fox hunting beam, maybe the rain coat if we’re lucky, the
 handhelds and the S meters. Maybe even service the car because as always we
 promise some novel hiding places for the foxes. Who will take out the trophies
 this year?

 This morning I want to remind the listeners that the Homebrew competition is a
 very important part of the convention activities. There are always excellent
 prizes and a great way to show the visitors and locals the kinds of building
 activities going on in our ham shack. There are several categories in the
 competition to cater for the beginner, the experienced and the experts. For
 the amateurs attending it is a great way to learn that no matter how small or
 large, simple or complex we can always learn something from others. So time 
 to get out the projects, bring them along and enjoy the chance to mix it with
 your friends interested in construction or design.

 NORTH WEST TASMANIAN AMATEUR RADIO INTEREST GROUP

 The General Meeting of NWTARIG held recently saw the main purpose of the meeting
 discussing and addressing the on going maintenance issues surrounding the
 Mount Duncan Repeater Site.

 It is pleasing to report that some of the Club’s younger members put up their
 hand to assist with this task. Working bees are to be co-ordinated to visit the
 Mountain at the earliest opportunity and to investigate and rectify the noise 
 problem which has been again plaguing the 2M. Repeater in recent times.

 Thanks were expressed to those offering their assistance and for other members
 who were unable to attend the meeting, wishing to assist, to contact Tony VK7AX.

 The Darwin club will commence monthly dry season activities
 starting in May.

 At this May general meeting details of the first Q&A
 fox hunt will be announced. It is expected that this activity will be on
 Sunday 11th May commencing at 2pm.

 The June activity will consist of an auction and BBQ further details later.





 DISCUSSION POINT

 The subject of the Ballot for 2 letter call signs has been discussed at length,
 and at one club, following a motion by Peter VK2IY, the Club voted to write to
 the WIA expressing its concern that persons holding an official position within
 the WIA were to be excluded from the ballot process.

 Peter in particular, has been trying for some time to exchange his VK2 
 two letter call for a VK7 two letter call, but is now allegedly being denied
 this avenue via the ballot, because of the privilege of being a WIA position
 holder ie. (WIA Assessor).

 This would appear to be discriminating against those amateurs working for the
 WIA.

 The South Australian Scout Radio Activities Group conducted a Foundation
 License training course and examination session last month. This proved to
 be a busy but productive weekend with over 20 successful candidates working
 their way through the theory and practical training on the Saturday and
 examinations on Sunday.

 They were very lucky to have a large number of Assessors on hand to assist
 with all facets of the training and to conduct the examination. This ensured
 that there was a good ratio of assessors to students for the whole period.

 Thanks to Assessors Kevin VK5AKZ, Robin VK5ATT, Barry VK5ZBQ, Dean VK5ZDW,
 Gerard VK5ZQV and Trevor VK5ATQ for their very capable assistance over the
 weekend. 

 A special thanks goes to WIA Examinations Officer Dianne who manages to sort
 out the mounds of examination paperwork in a timely fashion.

 AMATEUR PROMOTION DURING SCHOOL HOLIDAY 23 APRIL 2008

 At Papakura Radio Club in ZL, they opened their clubrooms Wednesday for an open
 day style promotion of Amateur Radio.  The format covered this year was shown

 All High Schools in the area were forwarded information along with the local
 newspapers in the Auckland area and service clubs.

 An HF station was operational, a portable station setup in a vehicle and live
 demonstrations of APRS, EchoLink, Digital Modes and displays for AREC, NZART
 and Training / Exam details.

 A new ham radio station is being established at the Kerala State Science and
 Technology Museum in India, call sign is VU2CLU.
 P Sunil VU2SWX is imparting training to some 10 staff members of the museum 
 with a view to them taking the very next ASOC exam.
 The station is being supported by government of Kerala and will serve be
 part of a Gallery dedicated to Ham radio and communications.

 550 Mile drive to Dayton.

 wear the Helmet cam into restaurants.

 Paul - VK2TXT AMSAT-Australia National Coordinator has told us here at
 Southgate AR Club news that AMSAT-Australia and the Ozsatgroup have
 amalgamated, and that the new combined group has retained the name
 AMSAT-Australia.

 AMSAT-Australia and the Ozsatgroup have been working together for more
 than two years, and have been discussing such an amalgamation for some
 time.

 The decision to go ahead with the amalgamation was made after Graham
 Ratcliff, VK5AGR formally tended his resignation as AMSAT-Australia
 National Coordinator and as AMSAT Coordinator for the WIA in his annual
 report for the WIA 2008 National Convention.
 
 Graham had been in the role of AMSAT-Australia National Coordinator since
 1983, and was been the driving force behind AMSAT-Australia since its
 inception.
 
 The role of AMSAT-Australia National Coordinator has been taken on by 
 Paul Paradigm, VK2TXT, formally the Coordinator of the Ozsatgroup, and
 joined by Judy Williams, VK2TJU in the role of AMSAT-Australia Secretary.

 HAM RADIO IN SPACE:  CALL FOR CUBESAT PROPOSALS
 
 The European Space Agency Education Office has received good response
 to its call for CubeSat proposals issued last month to universities in
 ESA member nations and other cooperating states.  This to participate
 in the development of an educational payload for  the maiden flight of
 the new Vega launch rocket currently scheduled for December.
 
 The launch opportunity on the Vega maiden flight is being offered free
 of charge for up to 6 CubeSats, with an additional 2 backup CubeSats
 on back up standby.  The ESA Education Office says that it recognizes
 the growing importance of CubeSat projects as a key tool in providing
 university students with a valuable hands-on practical education
 across all space engineering disciplines from end-to-end through the
 complete space project lifecycle.   
 



 WORLDBEAT – INDIA:  THE NIAR SLVER JUBILEE
 India's National Institute of Amateur Radio will be celebrating its
 'Silver Jubilee' in the city of Hyderabad between October 18th to the
 20th.  To commemorate the event, look for some special activities to
 take place between October 24th and November 3rd from many locations
 across India including operations from the Andaman and Nicobar Islands
 as well as the Lakshadweep Islands. 
 The National Institute says that it will be assisting foreign amateurs
 in obtaining reciprocal licenses or operation permits for the VU4 and
 VU7 activation's.   More information is available at www.niar.org.

 NAMES IN THE NEWS:  CELEBRATING WITH A NEW BOOK UNDER THE ICE

 Back in the U-S-A, author Don Keith, N4KC, is celebrating the
 publication of his latest book and the event it details with an on the
 air operation.  Amateur Radio Newsline's Bruce Tennant, K6PZW, has the
 story on the book and what's to follow:
 
 Don Keith's "The Ice Diaries" tells the story of USS Nautilus, the
 world's first nuclear vessel, and its historic trip to the North Pole
 in August 1958.
 Keith co-wrote it with the late Captain William R. Anderson who was
 the submarine's skipper for that history-changing mission. It will be
 released in July 2008 by Thomas Nelson.
 
 And to celebrate its publication, and the 50th anniversary of the
 Nautilus reaching the North Pole,  N4KC will take to the ham radio
 airways the weekend of August 2 and 3rd.  In a cooperative venture 
 with the Southern New England Region of the Navy and Marine Corps 
 Military Affiliate Radio System and the Submarine Base Amateur Radio
 Club stations, Don will be operating from the grounds of Historic Ship
 Nautilus and the Submarine Force Museum and Library in Groton, Connecticut. 
 
 The on-air operation will use special events call sign N9N.  This
 stands for "Nautilus 90 North," and recalling the historic radio
 message sent to President Eisenhower when the ship emerged from
 beneath the ice pack to announce the mission's success. The North Pole
 is at 90 degrees north latitude.
 
 Tentative operating frequencies will be 7.279 MHz on 40 meters and
 14.243 and 14.343 MHz on 20 meters, depending on prior use and QRM,
 using SSB.  Other bands, modes, and frequencies may also be activated
 depending on response and demand.  Don hopes to work as many of you as
 he possibly can.

 EMERGING TECHNOLOGY: GIVE THE CUSTOMER A NEW TV SET

 Sometimes even big business takes the easy way out.  Witness the
 recent incident where it appears as if UK telecommunications giant
 British Telecom  bought a customer a new TV set. Because of
 interference.  No, not interference to the customers television
 reception.  Rather because of the amount of interference to operations
 that the old one was causing to broadband users.  It seems that a
 faulty power supply in the old television receiver was disrupting
 broadband services for a 200 meter radius.

 Ben VK7BEN is pleased to advise of the winners of the Athol Johnson Memorial
 Contest, and the John Grace perpetual Trophy that was run as part of the
 contest.

 The Overall winner of the Contest was Steve VK7XOR with a total of 641 points,
 and the winner of the inaugural John Grace Perpetual Trophy was Tony VK7FACC.

 IARU Region 1 invites the HQ-Stations of all IARU member societies
 and stations of emergency Communications Groups to participate in a Global
 Simulated Emergency Test on Saturday May 3rd, 2008 at 18.00 to 22.00 UTC.

 The operation will take place on and near the emergency Centre-of-Activity
 (CoA) frequencies on 80, 40, 20, 17 and 15 metres (plus or minus depending
 on QRM).

 The objectives of the test are; (1) To increase the common interest in
 emergency communications. (2) Test how usable the CoA frequencies are across
 ITU regions. (3) Create practices for international emergency communication
 and (4) practice the relaying of messages by voice and data modes.

 Please keep in mind that this is not a contest, it is an emergency
 communications exercise!

 Traffic may be passed on voice (SSB) or Data modes.  Region 1 centre of
 activity frequencies are, 3760 kHz, 7060 kHz, 14300 kHz, 18160 kHz and 21360
 kHz. AREN hopes to have a number of stations on the air to repeat the strong
 presence in the last event.

 Non-participating stations are kindly asked to avoid the centre of activity
 frequencies during the exercise.

 Amateur Radio Direction Finding, Foxhunting and Observation Exercises
 are about to make an imminent welcome regular return to Townsville.

 Tony VK4TJS has taken on the task of keeping theTARCinc internationally
 compatible ARDF VHF and HF beacons in operational order and is in the
 initial stages of planning a few foxhunts with a prize and a sausage sizzle
 as the months get cooler in the steamy north.

 ATV Experimenters Night at REAST in Tassie VK7 has seen an extra special 
 presentation from Tony VK7FTCL, Frank VK7FINF and Sam VK7FSTL.

 These guys have put together a very professional video introduction to the ATV
 broadcasts that are played a few times during the night and will certainly be
 playing on future ATV nights.

 Frank and Tony also have a great idea to provide content for the ATV broadcasts
 and enable REAST to capture segments by amateurs on amateur radio.

 The idea is "See the voice" which will be an interview with an amateur with a
 set of questions which will remain constant with all interviewee's with
 questions relating to the hobby, how long, most memorable contact, favourite
 bit about kits, etc.

 These segments will be put together in a professional manner and played and
 kept for posterity and to record club history and the characters that contribute
 to the life of the club.

 Group, NASA and National Air and Space Museum scientists; and tours and stories

 Among the day’s highlights will be a live contact via amateur radio with the
 International Space Station. Astronaut Garrett Reisman will be available to
 answer students’ and young visitors’ questions for an hour.

 Space Day, created in 1997 by Lockheed Martin, is designed to encourage students
 to consider careers in space exploration as they study math, science,
 engineering and technology.

 Lockheed Martin sponsors Space Day events across the United States and Canada,
 with more than 70 partners and associates, including the National Air and Space
 Museum and NASA.

 THE PADDLE, TWO DOWN, ONE TO GO.

 Two great days were enjoyed on the 'Paddle for Life' in Summerland VK2.

 About 40 canoes took part, some rain Saturday, fine Sunday.

 There were no accidents or bad situations, all went well.

 Saturday, Lismore to Coraki, 45Kms, abt 7-8 hours,

 Nick ZTY in SES boat, Trevor PIX in Boat 2,
 John XKX Base, John JWA Mobile1 crewed the day.

 Sunday, Coraki to Broadwater, 33 Kms abt 6 hours.
 Duncan DLR, SES boat, Trevor PIX Boat 2, Mick XML
 and Bob AAG Boat 3, JWA Mobile1 oprs for the day. 




 SES HORSE ENDURO  14-15 June.

 SES has asked if SUMMERLAND could run radio comms for a New Italy horse event.

 Including setting up the WICEN UHF repeater, man 4 or 5 check points.
 and Base Camp. Can you help by radio operating for this event.
