WIA PRESIDENT VK3KI MICHAEL OWEN REPORTS
Once again I am reminding everyone about the ballot for two letter call signs, details of which
have been published in the April issue of the WIA's journal, "Amateur Radio" and can be found
on the ACMA and WIA websites.
We have called for comment on the proposed process for the ballot, and the last date for
comment is 30 April.
In fact, we have received quite a number of comments, for which we are grateful. Some are
asking questions, and for the present, let me simply that after we have considered the
comments, then we will finalise an application form.
And, may I also remind you that comments supporting a particular part of the process are just
as important as comments suggesting alternatives.
But let me now let me address a very particular issue.
You will recall that 30 April is also the closing date for applications to be lodged for a
review of the loss of a two letter call sign as a result of a failure to renew a licence in due
time.
As is said in the paper setting out the process, it is necessary for the applicant to show
exceptional circumstances as the reason for a failure to renew.
The paper gives some examples of exceptional circumstances, as follows: serious illness or
bereavement, overseas travel or other significant incidence that occurred at the time the
licence was due to be renewed.
As a result of looking at a particular case the other day, I realize how it can be hard to
identify the evidence supporting such an exceptional circumstance.
And also, I must tell you that some supporting documentary evidence is very important. Please
do provide some documentary evidence. It could be a hospital account, or a medical report or
even an overseas itinerary. In some circumstances it may be a statutory declaration.
But proper evidence is really important.
If you have already lodged an application, but really only told the story, may I may suggest
you seriously consider adding to what you have already provided by sending some documentary
evidence.
Once again, I ask that you pass on this message to anyone who may not have heard this broadcast
but who could be affected by this issue.
In short, the last date for comment is 30 April.
Let us have your comment, and comment supporting something is just as important as comment
opposing something.
The last date for asking for a review of the loss of a two letter call sign is 30 April.
You must lodge an application by that date, even if you have previously been in contact with
ACMA about your two letter call sign.
And, if you are asking for a review, do make sure that you provide some documentary evidence
of what you say amounts to exceptional circumstances.
SKA
The technical road to completing the $2 billion Square Kilometre Array by 2020
has been discussed at a week-long conference - Deep Surveys of the Radio
Universe with Square Kilometre Array Pathfinders - at The University of
Western Australia.
WA and South Africa have been short listed as the two best sites on which to
build a giant radio telescope linked by supercomputers and thousands of small
antenna dishes arranged in spiral-shaped clusters spread across the country.
The conference featured research by Australian and international astronomers on
SKA-related science projects including WA's $100 million SKA pathfinder project
being built by CSIRO at the proposed SKA site at Boolardy station 300km
north-east of Geraldton.

SUBMARINE CABLE
Telstra and Alcatel-Lucent have demonstrated a new 9,000 kilometre submarine
cable that will dramatically increase internet capacity between Australia and
the United States.
The new cable, landed at Tamarama Beach this week, can be scaled up to
1.28 Terabits per second capacity between the two countries.
At full capacity of 1.28 Terabits per second the cable is capable of carrying
160,000 concurrent high definition television channels.

Hurricane Winds Thrash VK7
As main stream media reported last Thursday week, there were hurricane force
winds up to 176km/h buffeting Southern Tasmania and parts of Launceston.
The antennas at the top of the main mast at the Domain were ripped off and guy
wires on Repeater Two mast broke and bent the mast.
Steve VK7XOR had a rotator destroy itself, Jamie VK7KEG lost antennas
as did Dave VK7DM and Ian VK7ZIF.
What's the old radio amateur saying..."if your antenna stayed up in the
storm then it ain't big enough....HIHI"

EDUCATION YOUTH AND ADVANCEMENT OF AMATEUR RADIO
Tuesdays "Toowoomba Chronicle" carried a story on Adam Walsh, University of
Southern Queensland's youngest math student at 9 years of age, NINE, is also
probably VK4's youngest amateur.
He and his dad did a "dynamic duo" thing with John Kirk VK4TJ as examiner back
in March, both achieving "competent".
He and his dad, Steve are not on the air yet, as Steve works about 12 hours per
day, and has not been able to get himself and Adam into a photography store
(not that there is one out west in Tara anyway!) for the required
passport-sized photo.
Adam is busily experimenting with antennas in any case, and may just skip
Foundation altogether and go for Standard or Advanced.
Adam is front page news in Toowoomba! and well deserved.

Academic Excellence Spotted
Roger VK7ARN picked up a certain name that will be known to some on the
University of Tasmania Dean's Roll of Excellence in a recent edition of the
Mercury. Under the heading of Bachelor of Science and Bachelor of Engineering
was Andrew Welch who is VK7HAW, harmonic of Brian VK7BW.

TITANIC EVENT
For the second year, ham radio operators around the world will participate in a
special-event transmission to commemorate the 96th anniversary of the sinking
of Titanic, originating from the Titanic museum in Branson.
Operators will transmit the news of the 96th anniversary of the sinking of the
Titanic using special event call sign W0S.
The special call sign, WØS, stands for "White Star," the name of the company
that built the Titanic.
Speaking of the TITANIC, why is there a little memorial far from the ocean in
Broken Hill VK2, which remembers the Titanic sinking?
As a mining town, Broken Hill understands disaster and what it means to those
close to such an event. The community feels the loss of life very keenly.
Well, 96 years ago, the ill-fated 'Titanic' struck an iceberg on her maiden
voyage. In the early hours of the next morning as the ship was sinking, the
heroic bandsmen on board continued to play. The citizens of Broken Hill,
thousands of kilometres from the sea, were so moved by the bravery of the
bandsmen they decided to construct a memorial in their honour.
Make sure when you visit "the hill" for our WIA AGM you do take time out to
visit this remarkable monument, and, if conditions are right, you may even hear
those ill fated bandsmen playing "Nearer My God To Thee".
Earth Hour Emergency Communication Test a Success
The emergency communications radio system was tested in Southern Ontario during
Earth Hour recently proving the importance of amateur radio operators and
repeater organizations in the event of a widespread disaster.
Toronto FM Communications Society in conjunction with the Amateur Radio
Emergency Service (ARES) and Emergency Management Ontario (EMO) conducted a
test of the amateur radio repeater system in the Southern Ontario area during
Earth Hour, the control station operating from the EMO mobile command centre
"Mobile 1" logged in excess of 60 reporting stations all operating from
emergency back-up power sources and ranging in area from Hamilton to Oshawa
and north to Barrie.

NEWS FROM SOUTHGATE
Hitting the worldbeat, effective as of 23:00 UTC on March 21st, hams in
Bosnia-Herzegovina were told to begin using their new E7 callsigns.
Boris Knezovia, E73TW, says that the country's Communications Regulatory
Agency has issued only two and three letter callsigns suffixes.
Applications for one letter suffixes can be applied for starting April
14th and hopefully will be issued in late May. The International
Telecommunications Union announced last August 8th that they replaced the
callsign series prefix block of Bosnia-Herzegovina from T9 to E7.

NZ KIWISAT TO BE HAM RADIO ENVIRO-BIRD
The planned New Zealand KiwiSAT ham radio satellite will also be a ham
radio environmental research bird as well. Amateur Radio Newsline's
Jim Meachen, ZL2BHF, is in Auckland with more:
Late word from AMSAT New Zealand is that the KiwiSAT ham radio
satellite will now carry an additional special beacon available for
use by radio amateurs around the world. This, to collect data on
atmospheric aberrations and to assist with information collection
directly associated with global warming concerns and carbon balance monitoring.
Details have yet to be finalized however the KiwiSAT structure has been
modified to incorporate a second 70cm monopole antenna and a high level of
filtering has been incorporated to minimize any desensitising of the on-board
70 centimetre receivers. Once in space, the beacon will be switched as
required but will normally be "on" for a given whole orbit to provide for data
collection
Meantime, the KiwiSAT linear flight transponder is currently
transmitting from the Whangaparaoa area with beam antennas pointing
South. This transponder is inverting type to compensate for Doppler
shift when in orbit. Its transmit Power is 2 Watts PEP. Its uplink
is Uplink is from 435.265 to 435.235 MHz on lower sideband and the
downlink 145.850 to 145.880 MHz on upper sideband. The inverting
transponder is used to correct for Doppler shift.

KiwiSAT is currently planned for launch in mid to late 2009. Its
planners say that KiwiSAT is designed for low duty cycle modes and the
use of FM wile not outright banned will be discouraged. Further

The Yuri Gagarin International DX Contest 2008
The contest is dedicated to the memory of Yuri Gagarin, who realized the first
human flight to space, on April 12, 1961.
RULES
1. Date: In 2008 the Contest will commence on 12 April at 21.00 UTC and will
end at 21.00 UTC on 13 April.
2. Bands: 1.8, 3.5, 7.0, 14, 21, 28 MHz, and radio amateur satellites.
3. Modes: CW only.
4. Contest Call: "CQ GC" (CQ Gagarin Cup).
5. Categories:
A Single operator - Single band.
B Single operator - Multi bands.
C Multi operators - Multi bands, single transmitter.
D SWL - Multi bands.
During the contest:
All multi-band categories may also utilize radio amateur
satellites. These QSOs are counted as an additional band.
Multi operators category must remain on the same band for
at least 10 minutes after the first QSO has been made. All
mixed mode categories can make only one QSO with the same
station on that band and on different orbites of amateur satellites.
6. Exchange: RST and ITU Zone number.
7. Scoring:
QSO with own "P-150-C" country - 1 point.
QSO with another "P-150-C" country, in the same continent - 2 points.
QSO with another continent - 3 points.
For SWL: Complete logging of one station, only the
Callsign of the second station - 1 point.
Complete logging of both sides of a QSO - 3 points.
The same Callsign may be counted only once on each band.
8. Multipliers: each different ITU Zone on each band
gives 1 point for multiplier. SWLs have no multipliers.
9. Final score:
The final score is calculated as the sum of QSO points on all bands,
multiplied by the sum of multipliers on all bands.
10. Awards:
The Special trophy will be awarded to the winner in the B, C
and D category's. Different kind of medals will be awarded
to the world's top three stations in the A, B, C and D
categories. Certificates will be awarded to top three, and
every country's winner in each category. Certificates will
be awarded to all the Contest participants who log not less
than 200 QSOs or 200 SWLs.
11. Logs:
Electronic logs are to be sent via e-mail as the enclosure
to the letter or on Floppy disc. File format - text of the
operator's contest program, but Cabrillo format will be much
appreciated. In the field "subject" of your e-mail letter
it's necessary to mention your Callsign, contest name and
category (for example - ra3aaa GC - 2008 B). In the text of
the letter it's necessary to show your final score
calculation, rig and antennas data, as well your comments

In case of the paper log use separate sheets for each band.
On a summary sheet it's necessary to show: category of entry,
Callsign used, operator's name, address, complete scoring
information, as well as the dully signed declaration that
all Contest rules and regulations for amateur radio
in the country of operation have been observed.
In case of multi-operators entry it's necessary to include
personal Callsigns and names of operators.
Any comments and contest stories are encouraged.

NZART's oldest Contest established in 1927 to reward the excellence of
efficiency of low power operation. This is a friendly contest and your support
would be most welcome - don't be put of by it being a CW only activity, most

This year's SEANET Contest is on the 7th and 8th of June and will be run under
rewritten and simplified rules in an attempt to encourage greater participation.
In particular, they would welcome participation and entry by you and your
friends in the contest, even if it is only a few QSOs.

The annual SEANET Convention will be held in Sabah, East Malaysia, from

2008 NZART MEMORIAL CONTEST
The Memorial Contest was established post World War II to commemorate ZL and
other Hams who lost their lives in the Second World War in the service of their
country. A Contest that caters for all Amateur Radio HF activity interests.
When :- Saturday, 5th July and Sunday 6th July.
Time :- 2000 NZST until 2300 NZST each evening.
Modes :- CW and SSB

JACK FILES CONTEST 2008
This contest honours the late Jack Files, a long-serving VK4 WIA councillor.
It is coordinated by the Queensland Advisory Committee and is sponsored by the
WIA.
This contest is a national remembrance of an amateur who gave long service not
only to benefit Queensland amateurs but to all amateurs within Australia.
The object is to work as many different stations in different Queensland
Council areas for the purpose of multipliers but in addition to this all
participant will be able to count the first of each VK state or territory
worked in each one hour block of the contest to be counted as a multiplier.
If you operate mobile or portable and you cross over to another shire you may
work any station that you have already worked in that 1 hour block again and
count the multipliers.
It is very important that VK4 stations give their shire codes with the report
and number given . An example is an amateur in Rockhampton Regional Council area
would give out 59001RR. Shire Codes have changed from previous years and are
available from vk4dmc@wia.org.au or vk4ajs@wia.org.au
Object is for amateurs to work as many other amateur stations, and particularly
as many different VK4 Council areas and as many different states and territories
as possible within each one hour block of the contest.
Date: Saturday, 12th of July, 2008
Time: 0800UTC - 1400UTC in six one-hour blocks for the purpose of duplicate
contacts.
Band: 80 metres only. Use 3.5MHZ - 3.7MHz to put all licence grades on an
equal footing.
Modes: Either CW,SSB or All Modes
Categories: Single Operator;
Club Station (each category can be a mobile or portable station)
Exchange: Non-VK4 stations will send RS(T) plus serial number starting at
001 and incrementing by one for each contact. VK4 stations will send
RS(T), serial number and two-letter shire or town code for purposes
of multipliers.
Score: One point per contact
Multipliers: Each VK4 Council area counts as a multiplier only once over the
entire duration of the contest. ( Unless station mobile or
portable) All participants may also count the first contact in
each state or territory as a multiplier and these may be counted
within each hour block during the contest.
Final Score is total QSO points X total number of multipliers.
Repeat Contacts: In order to make best use of the band, stations may be
contacted once in each hour on each mode. Repeat contacts
with stations may be counted within the same one hour block
only if the station is mobile and crosses from different
shires,towns,states or territories to another. All repeat
contacts must not be consecutive.
Logs must show full details of all QSOs and must be accompanied by a Summary
Sheet showing operator's name; address; callsign; category and mode entered;
claimed score and a declaration that the rules and spirit of the contest were
observed.

Closing date for all entries is 31st of August, 2008
Certificates will be awarded to the top scorers in each mode in each VK State,
ZL, P29 and any DX country (i.e. country outside VK, ZL or P29). As well there
will be a certificate awarded to the overall highest scorer who will be declared
overall contest winner. The only stipulation is that the overall winning
operator must be a VK amateur.

International Marconi Day 2008
The 21st International Marconi Day event takes place on the 26th of April
next. Among the stations taking part will be EI0MAR, from the Vintage Radio
Museum, located in the Martello tower in Howth. An experimental Marconi
wireless telegraphy station was set up at the same location in 1905. The HMS
Monarch, with wireless telegraphy equipment aboard, transmitted from various
locations in the Irish Sea each time relaying its distance from the
receiving station in Howth where signal strengths were logged.

Another taking part in Marconi Day is the Maritime Radio Historical Society
in the USA operating K6KPH. With transmitters at the site established in
Bolinas, CA by the American Marconi Company in 1913, K6KPH has a direct
connection to the great inventor.
K6KPH will begin IMD operations at 0000 gmt Saturday, 26 April.
Transmitting frequencies will be 3550.0, 7050.0 and 14050.0 kc.
All transmissions will of course be in Morse code.
No word has reached WIA news of any Australian participation this year.

The major drawback is the various cables that end up cluttering your
workstation.
The good news: A new wireless technology may soon be ready to provide some
relief in this area. It is known as Wireless USB, or WUSB for short.
D-Link used the CeBIT electronics fair to present new WUSB adapters that will
be hitting stores in about 5 months, for around 100 US dollars.
The benefit in comparison to other wireless standards like Bluetooth is the
greater bandwidth, says Manfred Breul from the Berlin-based industry
association BITKOM. WUSB achieves speeds of up to 480 Megabits per second
(Mbit/s), while Bluetooth currently climbs no higher than 2 Mbit/s.

Radio station KTWR held its 30th anniversary celebration with a fiesta
at the station yesterday, and today, April 13, author and international
Christian speaker Woodrow Kroll will speak.
His "Back to the Bible" broadcasts are heard daily on about 1,000 radio
stations in the U.S. and another 100 stations in Canada.
KTWR short-wave radio station broadcasts to Asia and the South Pacific and in
more than 70 countries.

Citing the lack of a broadcast permit, Communications Ministry officials
escorted by police raided the Jerusalem studio of the RAM FM Peace Radio
station on Monday, seizing equipment and detaining several employees.
Eight people working for the station were taken into police custody,
according to the station's staff.
An official spokesperson said, that its broadcasts interfered with air traffic
communications.
"We closed down their Jerusalem studio, which is in sovereign Israeli
territory. Every pirate station that lacks the proper license is closed in
this manner," he added.
RAM FM employed approximately 50 people and broadcast 24 hours a day in
English from Jerusalem (on 87.7 FM) and Ramallah. It was launched last year
by South African entrepreneur Issie Kirsh, who hopes to increase dialogue
between Israelis and Palestinians through radio talk shows and music programs.
Still on the Pirate Scene, 2 directors of Broadcast Warehouse, the Croydon UK
based radio supplier, have allegedly pleaded guilty at Croydon Magistrates
Court to supplying illegal radio equipment,.
The firm pleaded guilty to the charges after Broadcast Warehouse components
were found within transmitters seized by Ofcom from pirate stations.
The components failed to meet the Radio Equipment and Telecommunications
Terminal Equipment (R&TTE) regulations, designed to ensure radio equipment
doesn't cause interference to other radio users, including the emergency
services. That legislation has traditionally only been applied to finished
products rather than components.
The company and the directors were fined £10,000, with £90,000 in costs.
Bored of grabbing transmitting equipment which is quickly replaced,
and raiding studios which only results in arrests and (generally)
official cautions, Ofcom has started targeting those supplying the
radio equipment in the hope of making them more careful about whom
they sell to.

ARMAD is always held on the Saturday of the USA's Memorial Day weekend.
In 2008 it falls on May 24TH.
ANNUAL US ARMED FORCES DAY CROSSBAND TEST SCHEDULED FOR MAY
The Army, Air Force, Navy, Marine Corps and Coast Guard are co-sponsoring the
annual Military/Amateur Radio communications tests in celebration of the 58th
anniversary of Armed Forces Day (AFD). Although the actual Armed Forces Day is
celebrated on May 17, the AFD Military/Amateur Crossband Communications Test
will be conducted May 10 to prevent conflict with the Dayton Hamvention,
scheduled for May 16-18.
The annual celebration features traditional military to amateur crossband
communications SSB voice tests and copying the Secretary of Defence message
via digital modes. These tests give Amateur Radio operators and short wave
listeners an opportunity to demonstrate their individual technical skills and
to receive recognition from the Secretary of Defence and/or the appropriate
military radio station for their proven expertise. QSL cards will be provided
to those stations making contact with the military stations. Special
commemorative certificates will be awarded to anyone who receives and copies
the digital Armed Forces Day message from the Secretary of Defence.
