 MICHAEL OWEN VK3KI PRESIDENT OF THE WIRELESS INSTITUTE OF AUSTRALIA 

 

 The WIA is an organization approaching its centenary and so it should be very
 conscious of its history, which is really the story of the people who have
 made it what it is.

 It is also very important that we, the WIA, honour those people.
 
 The Board of Directors met recently and considered who we should honour at the
 next Annual General Meeting which will be held in Broken Hill at the end of
 May.

 We wanted to honour someone who for so many years has been associated with the
 WIA and amateur radio, VK4SS, Al Shawsmith.

 But we believed that Al would be unlikely to join us in Broken Hill, so we have
 come to Al's home in Whynot Street, in Brisbane, so we can today be with Al 
 and his family.

 Al, we wish to present you with the GA Taylor medal.

 This award was first considered over 25 years ago, and finally coming into
 existence 20 years ago, in 1988, as a silver medal of some intrinsic value.
 Its creation owes much to its primary proponent, the former VK6 Division of
 the federal WIA.  It is named after George Augustus Taylor, the founding
 chairman of the Wireless Institute of New South Wales, out of which grew
 today's WIA.

 So the medal came into existence just one year after your book, Halcyon Days
 was published.

 Your contribution to amateur radio and the WIA, particularly the Queensland 
 Division of the WIA is well known.

 Also well known was the Al Shawsmith Journalistic Award, an award to recognize
 and encourage the quality of writing in the WIA magazine, Amateur Radio.  That
 award lapsed but now as the award for the best non technical article has,
 thanks to your generosity, been revitalized and will again be presented this
 year in Broken Hill, as the Al Shawsmith Award, but now the award itself is so
 structured that it will be an award in perpetuity.

 And, yes, we ignored your wish that your name be not associated with the award.
 That it comes from you is too important to ignore.

 Perhaps your most important gift to the WIA was only made several years ago,
 when you donated a sum of money to the WIA for educational purposes.  That
 enabled us, last year, to train and qualify a number of WIA Assessors from
 remote areas.  Our successful case to become the ACMA preferred examination
 system manager relied on a coverage of qualified Assessors across our country.

 So, in the past, as WIA historian, and as a prolific writer on amateur matters,
 and more recently you have provided a special service for the WIA.  And it is
 for a special service that the GA Taylor medal is given

 And the GA Taylor medal is not lightly given.  

 It is a very special recognition.

 Indeed, since its inception 20 years ago, there have been 6 awards of this
 medal, so this becomes the seventh awarded, and only the second since the WIA
 became a national body in 2004.

 So, Al, please accept this award, the GA Taylor medal, presented by the WIA to
 one of its members, an Honorary Life member, to honour what you have done for
 the WIA and amateur radio.

 Because the WIA's magazine, Amateur Radio will start appearing in members 
 letterboxes during the next week, I am now able to pass on some information
 about two-letter callsigns.

 Many amateurs are very aware of the fact that since 19 October 2005 any
 two-letter callsign becoming available has been quarantined by the ACMA and
 not issued or re-issued.  And this has included the two-letter callsigns of
 amateurs who failed to renew their licence on time after that date.

 This month's Amateur Radio magazine includes a very important statement about
 two-letter callsigns.

 That statement is also on the WIA website and on the ACMA website.

 The statement addresses three matters.

 Firstly, the WIA has been asked to conduct a ballot for available two-letter
 callsigns and the principles to be observed by the WIA set by ACMA and the
 process proposed is set out in the statement and comment is invited from all
 amateurs.

 Please send your comment by email, letter or fax as requested in the
 statement to the WIA by 30 April 2008.  And remember, comment supporting the
 process suggested is just as important as an alternative suggestion.

 Now, some very important news for a number of people.

 Before that ballot process will commence, the ACMA has agreed to the WIA's
 request to review those cases where by reason of a failure to renew a licence
 in time an amateur has lost his or her two-letter callsign.

 The ACMA makes it clear that merely forgetting to renew is not a good reason,
 but do look at the examples given in the statement, and I suggest, my
 "Comment" published in the April Amateur Radio Magazine.

 To have a case reconsidered, the amateur concerned must lodge an application,
 preferably with supporting documentation, with the ACMA at the address
 specified in the statement by not later than 4 pm Wednesday 30 April 2008.
 Even if you have already been in contact with ACMA about your two-letter
 callsign, you will have to lodge a new application.

 If you are one of the amateurs concerned and wish to lodge an application,
 you must act very quickly indeed, and do read the statement, on either the
 ACMA website, the WIA website or in the WIA's magazine, Amateur Radio.
 Remember, the time is very short indeed.  

 And if you know someone who may be affected by this announcement, please make
 sure that you let him or her know about the statement and where it can be
 read.

 Also, as a part of this process, as set out in the statement, the WIA
 requests that the WIA office is advised or reminded of the death of any 
 amateur who has died since 1 March 2006.

 To make sure that we do our very best to get this message to every amateur,
 this announcement will be repeated three times in the VK1WIA News broadcasts
 in April.  

 And I do ask that you help us by passing on this information to others who
 may not hear these broadcasts, or receive or buy Amateur Radio magazine, or
 check the websites of the WIA or ACMA.

 Another matter that I think will be of general interest is the Club Grant
 scheme, where at our recent meeting in Melbourne, the Directors considered
 the WIA Club Grant Scheme and made some changes for the Scheme in 2008. 

 In submitting their report to the Board in August last year, the Grant
 Committee commented on the lack of projects involving new technology or
 innovative projects, suggesting that the WIA should consider promoting
 innovations in special interest areas. 

 In September last year we requested comment on the Club Grant Scheme,
 particularly on the issues raised by the Club Grant Committee. 

 A number of the comments argued that the repeaters were at the core of many
 clubs activities, and should not be disregarded. A number commented on
 encouraging focused activities, seeking to attract new amateurs or new WIA
 members. The Scheme was generally supported. 

 So there were two distinct views.

 The Directors were attracted by the suggestion made in a number of ways that
 there be two parts to the scheme, one encouraging innovation, the other
 supporting more usual club projects and activities. 

 The Directors also thought that a limited number of grants were preferable to
 a large number of small grants. 

 Accordingly it was decided that the WIA will again conduct a Club Grant
 Scheme in 2008, this year with the total grant increased to $6,000. 

 The Scheme will be broken into two parts, one part providing for up to three
 grants of up to a total of $3,000 for useful but not innovative projects or
 activities, including projects involving repeaters or associated links. 

 The other part will be for projects or activities that are innovative, with
 provision for up to three grants up to a total of $3,000. 

 In selecting clubs for grants, the Grants Committee has been asked to place
 special emphasis on the number of WIA members in the club. 

 The Directors are grateful for the thoughtful and helpful submissions, as
 well as the helpful observations of the Grant Committee. 

 Details of the 2008 Scheme will be published shortly.

 WIA Awards Program 

 The WIA Awards Program is seen as one of the world's best, thanks to retiring
 Awards Manager Malcolm Johnson VK6LC. 

 Managing the WIA Awards involves not only a great deal of administrative and
 organisational effort in validating claims for awards but also requires a
 good knowledge of DXing in applying the award conditions in a consistent and
 reasonable manner to maintain the integrity of the awards. 

 The WIA Board has now created an Awards Committee headed by the Awards
 Manager. 

 The Committee will bring together a group of experienced DXers, providing
 valuable assistance and guidance for the Awards Manager and adding credibility
 to the Program. 

 The WIA has appointed Michael Wright VK5ARD as the new WIA Awards Manager.

 HAMS ACROSS AUSTRALIA. 

 By the time you hear this on Sunday morning the Canberra Region Amateur Radio
 Club members will into the second day of providing emergency and safety
 communications as a WICEN exercise for the participants in the annual
 Canberra International Two Day Walk.

 This event has walking courses around the national capital to cater for most
 skills levels covering 10Kms, 20Kms, 30Kms and 42Kms. It has a distinct
 international flavour with participants from many countries including,
 Austria, Germany, Switzerland, Netherlands, UK, USA and Japan to name a few.

 The international participants travel the world taking part in similar events
 and we find it is an excellent way to demonstrate Amateur radio to the
 public at large.

 The next WICEN exercise in the ACT region will be the international car
 rally "Rally of Canberra" scheduled to run on the weekend 10th and the 11th
 of May.

 Listeners may remember the announcement last year that a 
 "Catastrophic Disaster" was to take place on the 1st of April 2007 in
 Maryborough, Queensland.

 It was of course an exercise by the Maryborough Electronics & Radio Group, and
 in accordance with the exercise plan, members of MERG ( Pronounced "MERGE" )
 gathered up bits and pieces which may have been lying around after such a 
 disaster, and made their way to Anzac Park, where they made up antennae and
 other equipment to get radio transceivers up and running.
 
 This resulted with such items as Vhf & Uhf Antennae made from Wire coat hangers
 and modified TV antennae, a catamaran made from two canoes, complete with VHF
 Marine radio, various wire antennae and a number of power sources.

 MERG advises that the "Catastrophic Disaster Exercise" will be held again this
 year, on Sunday the 6th of April, immediately following the Sunday morning
 WIA Broadcast.

 Here is a great idea from the RSGB news service! An idea worthy  of
 consideration at your next HamFest! 

 The RSGB Top Ham competition will again be a feature of the Kempton Rally on
 6th April. 

 Everyone at the event will get a chance to enter and the initial round features
 fairly simple multiple choice questions on amateur radio and electronics.

 Simple questionnaires.

 BUT THEN! :- The six people with the highest score will be entered into a
 TV-style quiz on stage in the exhibition hall.

 The final winner will receive a trophy. In addition valuable prizes will be
 presented to the winner and runner up.  




 European Activity Day

 5th May German group, Amateur Radio and Telecommunication in Schools, invites
 all radio amateurs in schools and educational establishments all over
 Europe to take part in the ninth European Activity Day. 

 The idea is to promote communication and understanding. It is not
 a contest and operators are encouraged to take the time to chat.

 Contacts may be made among schools as well with any other European
 stations. Every participating station will get a certificate and
 will have the chance to win one of the attractive prizes.

 INTERNATIONAL NEWS FROM ARNEWSLINE    
    
 GLORIOSO ISLANDS TO ACTIVATE IN MAY

 One of the most sought after D-X entities may soon be on the air.  This 
 with word that a French group that  has been trying to get a permit to 
 activate Glorioso Island for several months has finally received the 
 necessary landing permit.

 If all goes well, the five operators hope to bring Glorioso to the ham 
 radio airwaves in early May.  Dates being talked about are May 5th to the 
 9th, but at airtime nothing is cast in concrete. They are currently looking 
 for sponsors, and if you would like to help please contact F5OGL.

 Presently, Glorioso is ranked 4th in "DX Magazine's 2007 Most Wanted 
 Countries World-Wide" in the mixed modes.  Once there the team plans to 
 have 3 or 4 stations on the air to help fill the need for QSO with this 
 rather rare location.

 REMAINS OF MISSING INDIANA HAM BELIEVED FOUND

 Plainfield, Indiana, police said they may have found the body of a ham radio
 operator missing for more than two years. This as authorities discover the
 vehicle belonging to Harold Hensley, AB9JD, with a person inside of it, in a
 retention pond close to his home.

 According to news reports Hensley was last seen leaving his residence in 
 January of 2006.  At that time his wife told authorities that her husband 
 was on his normal routine and he was supposed to be at work at 7 a.m..  His 
 employer called at 7:30 and said he had not shown up.  He has not been seen 
 since.

 The biggest break in the case came just five blocks from the Hensley's 
 home.  Police said a tip early in the investigation brought them to a BP 
 Gas Station. They said its where someone saw Hensley the day he went 
 missing.  Finally on  Monday afternoon March 17th investigators found 
 Hensley's jeep and what they believe to be his human remains in the pond 
 only about 5 blocks from his home.  Detectives are waiting for autopsy 
 results to confirm his identity and the exact cause of death.

 CQIR Contest Results

 The full results of the CQIR Contest, held last year as part of the
 Society's 75th anniversary celebrations, have been published in Echo
 Ireland, which was recently circulated to members.  These results show that
 148 entries and 11 check-logs, representing more than 13,500 QSOs, were
 submitted.  The article on the results includes the detailed scores for all
 entrants, soapbox comments and details of the ancestry of the overseas Irish
 who participated in the contest.

 ZS6GCM TO ACTIVATE ZS8T ON MARION ISLAND

 Hardly having touched soil in South Africa after his trip to Bouvet Island
 Petrus Kritzinger, ZS6GCM, is on his way to Marion Island and will be operating
 as ZS8T to woo the world's DXers.
 Petrus will be active on 160, 80, 40, 30, 20, 17, 12 and 10 metres using SSB,
 CW and RTTY.  He expects to start operation in May depending on his work load
 on the island
 (sarl) 




 WIRELESS WEATHER   

 As you already know the first sunspot of the new solar cycle 24 took place
 in early January.

 It seems that all of the experts now agree that February 2008 marked the
 solar minimum. These experts are however divided on their present predictions
 for the intensity of he upcoming solar maximum.

 The low team are predicting smoothed sunspot numbers of somewhere between
 75 and 105 at the peak of the cycle in August 2012 with an average of 90.
 This would approximate to solar flux levels of between 118 and 164 with an
 average of 141.

 The high team on the other hand predicts smoothed sunspot numbers of between
 125 and 155 at the peak of the cycle in October 2011 with an average of 140.
 This would approximate to solar flux levels of between 164 and 210 with an
 average of 187.

 The average of the high and low predictions show the peak in January 2012
 with a smoothed sunspot number of 113 or a solar flux of 162. No matter
 which prediction is taken the good news is that solar flux levels should be
 pushing up to 100 by mid 2009.

 NOW VK3FUNK WITH WW SPECIAL INTEREST GROUPS --- APRS  
  
 Michael VK2ZEN played host to a Computer Room full of people yesterday with
 people finding information on a variety of IT related subjects. APRS once
 again seemed to be the centre of attention although Club Member Adrian
 VK2BAC from the Central Coast was led through the procedure to join the
 Westlakes Yahoo Forum Group. 

 Position indicating maps of the Newcastle area could  be seen 'alive' with
 the callsigns of people who want everyone to know where they are all the time

 The APRS Digipeater planned to serve the Newcastle, Lake Macquarie and
 surrounding areas has been deployed for Testing Purposes at the home QTH of
 Peter VK2ZTV at Cardiff Heights  prior to its installation on the Gencom
 Tower on the Sugarloaf Range.

 All reports indicate the Digipeater to be performing extremely well and the
 final move is eagerly awaited by the APRS enthusiasts.
 
 While the Newcastle Digipeater is under Test the unit that had been deployed
 in the Maitland area has been switched off.......... to prevent packet
 'crashes' due to simultaneous reception of beacons by both Digipeaters.

 Last week we made mention here of the passing of Science Fiction writer
 Arthur C Clarke. RSGB in their tribute, also last week made mention how he
 was at one time President of the British Amateur Television Club.

 While the news has been going to air, several Townsville Radio Amateurs have
 been assisting with Time Control Communications for the Twin Cities Auto
 Sports Club's King of The Hill Hill climb

 Operators have had to contend with the sight of sleek vehicles driven at
 competition speeds up the 1.2km hotmix topped hill climb circuit and the
 mighty sound of engines and tyres whilst transmitting and receiving competitor
 timing traffic since 7am.

 Apart for a short break for lunch the operators will continue running the
 Time Control Net until about 4pm today.

 There are 3 more heats of the series plus the Mount Stuart Rally Sprint to be
 held this year and WICEN North Queensland Co-ordinator Ray VK4NET is after
 operators who would like to provide communications support.

 The Sewing Circle Net will again sponsor a BBQ for ALL amateurs at Ross on
 Sunday April 6th, at the Ross Caravan Park on a similar format to that of
 last year with Registration from 10am followed by a group discussion from 11
 to about 12.30pm followed by a BYO BBQ.

 Alarameet 2008 will be held in Ulverstone Tasmania on Saturday
