NATIONAL NEWS
We start this week with a hearty congratulations to Australia's ARISS
Coordinator Tony VK5ZAI who has just received recognition from NASA in the
form of a Group Achievement Award for outstanding engineering support in
facilitating amateur radio communications with orbiting space stations.
The award just received from the Johnson Space Centre and signed by
Michael Coats.
When we asked Tony about the award, the ever humble VK5ZAI said he didn't
know that he really deserve it and went on to say " like all of us I guess,
I'm just enjoying the hobby and like giving back a little of what others have
given me over the years. I didn't really expect any award for it. I think the
most rewarding part is to see the excitement on students faces when they
first hear the Crew on the ISS reply to an ARISS call."
Jim Linton continues "Tony VK5ZAI has for more than 15 years given many
schools and groups the opportunity to talk with space station crew. A notable
occasion was the Australian Scout Jamboree in January 2007 as part of the
world scouting movement's centenary.
His involvement began in 1993 by assisting South Australia's Loxton High
School students talk with Cosmonaut Alex Serabrov on the MIR space station.
In 1998 Tony handled most of the communications between Australian-born
Astronaut Andy Thomas VK5MIR and his family during his flight on MIR.
Soon after he was invited to be one of nine-approved ARISS telebridge
stations and began handling most of the private family contacts for the first
three crews on the International Space Station, along with school contacts.
Tony has been involved in linking with school in many countries, and the
development of IRLP and EchoLink for ARISS contacts, plus the design of
interface units used for ARISS telebridge contacts in Australia and Europe.
Tony's enthusiasm and dedication, motivated by a personal desire to put
something back into amateur radio, is well deserving of accolade from NASA."
Well done Tony and truly congratulations again on an award well deserved!
The WIA Board met in Melbourne on Saturday 1 March and Sunday 2 March 2008.
It was the first face to face meeting attended by new Director, Eddie Saunders,
VK6ZSE and probably the last for retiring Director Trevor Quick VK5ATQ. Most
of the work of the Board is carried on through email and phone.
During the weekend the Directors were joined for tea breaks and lunch breaks
by Margaret Williams and Dianne Ashton from the WIA office, Graham Kemp from
the WIA broadcasts and Fred Swainston, for the WIA's nominated Registered
Training Organization.
The Board reviewed all WIA activities and the present negotiations with ACMA
in relation to the outsourcing of certain functions. On the financial side
the Board was assisted by Evan Mudie, from the WIA's auditors, and Jim Baxter,
retiring WIA Treasurer. It was agreed that attracting new amateurs remained
very important and looking to other parallel interests, such as boating, was
seen as a useful approach.
The Directors discussed the WIA's requirement for premises at some length and
it was agreed that the present arrangements, with an office with inadequate
meeting space, and with inadequate storage (the WIA pays for separate
facilities) did not meet the organisations present needs.
The arrangements for the WIA's AGM at Broken Hill were reviewed. Full details
will be published in the March Amateur Radio.
Codan completes acquisition of Minelab
Remote-area communication equipment firm Codan Ltd Friday WEEK completed its
$70.5 million acquisition of Australian-based metal detection and electronics
business Minelab Electronics Pty Ltd.
The Age reported that this acquisition is expected to be earnings per share
positive for Codan in the 2008/09 financial year and beyond.
The Minelab businesses are forecast to generate between $9 million and $10
million of earnings before interest, tax, depreciation and amortisation
(excluding integration costs) and $47 million to $50 million of revenue in
the year to 30 June 2008.
"Minelab adds the growing global consumer leisure market to the markets Codan
currently serves, and also brings relative strength in global military markets
for landmine detection - a particular strength that Codan will leverage as it
enters military markets for its HF (high frequency) radio products," Codan
chief executive Mike Heard said.
"Aid and humanitarian customers across many countries require both
communications and mine detection equipment."

WA pumps $20m to up chances of radio win
The West Australian government has pledged $20 million to boost the state's
chance of winning the world's largest radio astronomy project, the $2 billion
Square Kilometre Array (SKA).
Again from "The Age" we read that WA Premier Alan Carpenter has said an
International Radio Astronomy Research Centre would be established, at a
cost of $20 million next year.
Australia is one of two international bidders short listed for the SKA - an
international project to develop a next-generation radio telescope capable of
exploring the origins of the universe.
The other is South Africa.
"The SKA is considered to be the world's biggest science project of the 21st
century," Mr Carpenter said.
The centre, for which final proposals are expected by July, should be up and
running in 2009 and will employ up to 100 scientists and technicians to
undertake radio astronomy research and development.
A final decision on the location of the SKA is not expected until 2012.

VK4RZB BBS to shut down.
The Queensland Digital Group is shutting down the VK4RZB packet radio BBS.
With the computer now overdue for replacement and only two or three regular
users the time has come to bid farewell to an old friend.
Alan VK4YAR told WUIA NEWS "The rest of the VK4RZB site is remaining active."
- VK4ZZ BBS closes, VK4ZZ APRS Igate opens
With lots of Packet BBS closures in the news recently comes information
about yet another BBS closure - but it has a happy ending !
After about 15 years of operation the VK4ZZ Packet BBS in Townsville
has closed, all RF and TELNET access has ceased and forwarding links stopped.
In its place, configured from bits and pieces of the old BBS, a new Packet
service has started up in Townsville, the VK4ZZ APRS Igate.
The Townsville APRS Igate is online and on-air 24 hours a day, runs on
battery powered radios and computers using uiVIEW32 and supports APRS
Messaging service.
The radio port is accessible on 145.175MHz at a speed of 1200baud and runs
a squelchless TNC using TF firmware for maximum sensitivity and speed.
The internet port is linked via broadband service to the First Australian
APRS server in Sydney.
For those stations wanting to play APRS using uiVIEW, a series of calibrated
maps for the program can be downloaded from the Documents section of
theTARCinc website www.tarc.org.au

AMATEUR RADIO - HOME OF THE GOOD GUYS
Howard Booth VK2AMD (G2AS) reaches 100 in March
Well known Australian operator and former Sheffield Amateur Radio Club member
Howard Booth, VK2AMD will be 100 years old on March 6th 2008.
Southgate (UK) Ham News Service say VK2AMD must be one of the oldest or even
the oldest active radio amateur in Australia.
Originally G2AS of Sheffield (and still in the Callbook as such), Howard and
his young family emigrated to Australia after the bad winters of the late
1940s.
Settling in Windang, NSW, some 60 miles south of Sydney, Howard, who was a
builder and roofer in the UK, built his own house at 53 Ocean Street, Windang
and still lives in it today. For a while, while he was building the house,
it is reputed that he and his family lived in the large garage that was later
to become his shack!
Until a couple of years ago, Howard could regularly be heard on 20m SSB, long
and short path, working UK stations. For many years he kept twice daily skeds
with G4XVU and the late G3EQF of Mansfield, Notts. Many Sheffield and South
Yorkshire operators would join in. Howard has a "soft spot" for his native
Sheffield and is always pleased if Sheffield and other UK amateurs call in to
see him while they are on holiday in Australia.
For many years Howard used a 700 foot long rhombic antenna which extended
over the sand dunes and onto the beach behind his house.
Sheffield Amateur Radio Club recently sent him a specially framed group
photograph of club members, along with a birthday card signed by the same
members.
BPL - THE BATTLE CONTINUES
SARL TO TAKE A TOUGH STANCE ON PLT
During a recent Sunday Internet the draft PLT regulations and the negative
impact the licensing of PLT will have on HF communication were discussed.
While the draft regulations go some way to protect the HF spectrum from
interference the general consensus was that the regulations do not go far
enough. Interference limits, the lack of compulsory notching of the Amateur
bands and the inadequate mitigation process were identified by callers as
some of the issues.
The SARL also received input from experts in the field and a major input from
the ARRL laboratory who have been dealing with PLT or BPL as it is referred
to in the USA.
The SARL thanks all who have commented and sent input to plc@sarl.org.za
Once the final document has been compiled it will be made available on the
SARL website.
Greg VK7YAD has been presented with a lifetime NTARC membership certificate
in recognition for his efforts with BPL and related matters. Greg has worked
tirelessly behind the scenes on the matter and NTARC is honoured to have a
member of Greg's stature in their ranks. Congratulations Greg!
INTERNATIONAL NEWS
DXCC Status of Kosovo
The ARRL has confirmed that Kosovo cannot be added to the DXCC list of
countries until such time as it either becomes a member of the United Nations
or is allocated a prefix block by the International Telecommunications Union.

70 MHz in the Czech Republic
It is reported on www.70mhz.org that the authorities in the Czech Republic
have announced that they are soon to issue twenty special permits for the
band 70.2 to 70.3 MHz with 10 watts ERP on all modes. The permits will be
valid initially until the 31st of December 2008. It is interesting to note
that the Czech Republic was among the countries supporting the ComReg
proposal about 70 MHz at the recent meeting of the CEPT Frequency Management
Working Group.

A new amateur radio wiki has been started by Tim Roberts, VK4YEH.
Roberts says that he intends for this new wiki to become an online
encyclopaedia for hams, rather than just pages of links. Articles of
all sorts are welcome, but be aware that the philosophy of a wiki is
that articles can be, and probably will be, edited by others. The URL

THAT FINAL ITEM: UK MAN STEALS TO BUY RADIOS
And finally this week, talk about being addicted to radio. Amateur
Radio Newsline's Jim Damron, N8TMW, reports:
The Halifax Evening Courier reports that a 56-year-old man in the
United Kingdom admitted to stealing the equivalent of almost $30,000
from his 71 year old partner and spending it all on receivers.
The newspaper says that the Copley, Halifax man was accused of forging
his partners signature on checks made out to himself while she was a
resident in a nursing home. He reportedly used the money to purchase
radios with which he surrounded himself often had them all on at once.
Police found about 50 wireless sets in his house. The defence said he
had suffered from an obsessive compulsive disorder for 30 years.
The next time your XYL gives you a bad time over your transceiver and
antenna tuner, just tell her about this guy and how lucky she really
is.

BBC close European World Service transmitters
The BBC has announced that all its short-wave radio transmissions
to Europe ceased on 18th February 2008.
Although they recognise that this will be a loss to some of their
listeners, they point out that BBC World Service radio programmes
are delivered to Europe via other platforms including long wave at
night. The experimental Digital DRM transmissions for North East
continental Europe will continue unaffected.

The BBC's World Service grew from the original Empire Service,
which was inaugurated in 1932. Last year it celebrated its 75th
anniversary, with an estimated world audience of some 180 million.
Museums on the Air extended
Last week, we brought you the news that International Museums
Weekend takes place on 14th and 15th June. This has now been
extended to two weekends by adding 21st and 22nd June.

HF DX News
From Sunday March 9, a week-long expedition will operate from various castles
and forts on the Isle of Man. Club calls GT4KPT, GT8LED and GT3GWB will used.
They expect to activate several WAB areas during the week.
G3RWF is active from Uganda as 5X1NH until 22nd March. His
operation will be limited because he is on holiday but he expects
to operate all HF bands except 160 metres. Modes will be CW, SSB,
RTTY and PSK. He will run 100 watts to wire antennas. QSL to G3RWF.
F8CHM will be active as FR5EZ from Reunion Island, IOTA number AF-016, until
21 March. He expects to be active on the HF bands and 6 metres, CW and SSB.

VK4IZ Redcliffe Club will be in the JM this year again. Planned to have a
beam between 15 and 20 metres in the air on the top of a crane truck for the
contest, so listen for the "Big" signals, voice and CW from VK4IZ of all HF
bands.
VK4WIT theTARCinc will be energising callsign VK4WIT from the field during
next weekend's John Moyle Field Day, with a station located at Bluewater
Scout Den just a short 20minutes drive north along the Bruce Highway from
the Thuringowa CBD.
The WIA News transmission for Townsville will be done from the field portable
on Sunday morning and VK4WIT will be at the Den from Friday afternoon until
Sunday lunchtime
VK6SH will be operating from a campsite at Carmel, in the hills outside
Perth, altitude approximately 300 metres, using HF portable gear.
Some of the Scouts who recently obtained their Foundation License will be
there to gain some experience, and have some fun along the way according to
VK6POP.
VK6DAT Paul Gardner with some Peel District Scouts will be joining
Peel Amateur Radio Group's John Moyle activity in the hills behind Pinjarra,
about 90 km South of Perth.
DX ACTIVITY AND DATES
CLIPPERTON 08 GOING LIVE TO THE WEB
It's a DXpedition that you will be able to take part in, at least
vicariously. This with news that the upcoming TX5C DXpedition expects
to be active from Clipperton Island March 7th to March 17th has
arranged to bring much of its operation into your shack over the World
Wide Web.
Thanks to the generous sponsorship of satellite phone dealer Outfitter
Satellite Inc, the TX5C operation will be able to provide DX'ers with
rich high bandwidth content from the DXpedition including more online
log updates, webcams and live video from Clipperton Atoll.
This happens to be the 30th anniversary of the 1978 FO0XA-XH operation
from the atoll and the goal in 2008 is to hold 100,000 or QSO's
worldwide.

DX DISASTER: BAD WEATHER FORCES XR7W EARLY SHUTDON
Being at the centre of a DX pile up not only involves a lot of hard
work, but it can also be dangerous and expensive.
Amateur Radio NewsLine reports the XR7W Wager Island team experienced some
truly horrible weather conditions. They were forced to leave the island
after some 24 hours of gale force winds and pouring rain.
Abandoning their DXpedition was bad enough, but once on the mainland
the team suffered a rather serious accident.
They were on their way back home when their van slipped of a gravel road.
It hit a rock and flipped upside-down.
Four operators were hospitalised.
RV1CC was diagnosed with a broken left upper arm.
CE6TBN received cuts, bruises and a broken rib.
RA0FU had a number of cuts while HA1AG suffered a broken finger, a broken
rib and compression on the thorax bone.
Despite all the problems, the XR7W operators managed some 2,400 QSOs
from the rare Wager Island location.

DX NOW: KOSOVO AND DXCC
The DXCC status of the newly independent nation of Kosovo remains in
question. In a lengthy press release last week, the ARRL's DXCC
Manager Bill Moore, NC1L, said he understands that there are many
questions about the DXCC status of Kosovo, but indicated that a
decision on adding it to the approved countries list could be sometime
off .
Moore said the DXCC rules, modified in 2000 to better handle inclusion
to DXCC, are clear on how additions can be made. He says that for
inclusion in the DXCC List, certain conditions must be met. He says
that gaining entry on the DXCC List is not contingent upon whether
operation has occurred or will occur, but only upon the qualifications
of the Entity"
Kosovo declared its independence from Serbia on February 17th. This
set off new speculation on what this means to Amateur Radio and
specifically, to the DXCC program. According to Moore, adding Kosovo
to the DXCC List would be considered under the "Political Entity" DXCC
guidelines.

The Townsville Amateur Radio Club achieved another milestone this month with
the 39th Anniversary Edition of Backscatter being published. Ever since
January 1969, even before man set foot on the moon, Backscatter has kept hams
in North Queensland informed of the latest events and achievements in our
great hobby Amateur Radio.

Antenna Book since he took over as editor in 1993.
While at ARRL, Dean specialized in antennas, transmission lines and
propagation.

Ko San, Korea's first astronaut Korea is getting excited about sending its
first astronaut ever to outer space in April, and there is something to
further boost the mood.
The Korea Radio Promotion Agency and the Korean Amateur Radio League are
offering a chance for young students to have live chats with Ko San, Koreas
nation's first astronaut will board the Russian Soyuz spacecraft that will
be launched on Apr. 8.
Korea dot net say 30 students will be selected, the organizations will train
them about how to communicate with those off the planet through the radio.
Those selected will get two chances each on Apr. 11 and 17 to talk to Ko San.
Since Dec. 2000, 30 nations around the world and 333 schools have had live
chats with astronauts, but this is the first time Korea has had such a chance.
Ko San is in the three-man Primary Team, together with pilots Sergey Volkov
and Oleg Kononenko. He will conduct a variety of experiments during his
ten-day stay at the International Space Station.
Ko is scheduled to return to Earth on the 19th of April to the northern
region of Kazakhstan.

JAPAN LAUNCHES EMERGENCY COMMUNICATIONS DATA SATELLITE
This is aimed at providing high-speed emergency Internet access across Asia.
Even if the terrestrial infrastructure were to be destroyed.
The satellite was launched February 23rd from the Japan Space Centre and
the 342 million dollar bird will allow super-high speed data communications
of up to 1.2 Gbps. That rate translates to 150 times that of the average
high-speed ADSL connection.
Japan is looking to use the satellite to allow communication when a
ground-based network is severed by a disaster in any Asian country.
It would be used to transmit data to crisis management offices by
satellite transceiver equipped first response teams in the field. The
space agency is also hoping to use the satellite as an educational or
medical communications tool to reach people in remote or mountainous areas.

Urunga Radio Convention
This is the "60th Urunga Radio Convention" and those dates are the Easter long
weekend the 22nd & 23rd of March.
From its early days where it started at the "DOO MEE" boat shed (where the
Anchors Restaurant is now) by "Peter Alexander" VK2PA, "Crieff Retallick"
VK2XO, and others, the convention is steeped in early history and has been run
continually as a premier "Fox hunting" field day.
Urunga is a beautiful place for that break away, so get along and enjoy the
hospitality and meet your old friends, many still attend.

The Dalby & District and Sunshine Coast Radio Clubs are holding their annual
get together at Kirkleigh Somerset Dam on the weekend of the 5th & 6th of
April this year.
We extend an invitation to your club members and friends to come and join us
as we camp out and have a fun weekend,
We hope to have a car boot sale as well as other radio related activities, and
create some discussion and maybe some ideas relating to your favourite
electronic project.
We are currently negotiating for a deal for the camping fees, so we will need
to know numbers as soon as possible, and we are planning to cater for a BBQ
tea on the Saturday evening for a very reasonable $5 donation. All other
meals will be self catered.
