 LCD

 When the amendments to the Amateur LCD were announced in early February it
 was indicated that a consolidated version of the LCD, incorporating all
 changes to the original Determination, was likely to be published soon.

 The Office of Legislative Drafting and Publications has now published the
 consolidated version, which retains the original title, the
 Radiocommunications Licence Conditions (Amateur Licence) Determination no.
 1 of 1997.

 GOOGLE A REPEATER
  
 Stuart Longland is in the process of putting together a Google Map of repeater
 usage in VK.
 
 This database is based on information determined from the WIA's list of 
 repeaters, with GPS locations screen-scraped from ACMA's online database.

 It's very much a work in progress at this stage and it is only useful for
 browsing -- no changes you make are actually saved by the application.

 Hopefully before long, people will be able to add, edit and remove repeaters.

 In addition, Stuart hopes to integrate information on which repeaters are
 linked (graphically), including IRLP and EchoLink nodes.

 Another new site launched this week is a "Ham only" search engine designed
 meaning what ever is entered into the search box, will be filtered and only
 ham radio results are seen.

 Last Wednesday week was a great night with an enormous number of people coming
 along including many new visitors. One special visitor was Ray VK3HSR who is
 visiting from the Sunraysia AR Club  in Mildura.

 Ken VK7XDY did a great interview with Ray and he outlined his involvement with
 the club in Mildura, WICEN events including the World Balloon competition.
 Ray is also involved with organising the Mildura Country Music festival and is
 trying to get Ken along on his accordion...HIHI.




 April Presentation - Technology behind Forecasting

 Those forecasts that the Bureau of Meteorology post each day have and 
 incredible amount technology supporting them. Wave rider buoys, rain 
 radars, super computer modelling, just to name some. 

 Malcolm Reilly from the BOM has agreed to give a talk to the club on 
 some of this technology and the science and processes of forecasting. 

 This should be a fascinating talk on April 2, 2008 at 8pm on the 
 Queen's Domain clubrooms.

 EDUCATION YOUTH AND ADVANCEMENT OF AMATEUR RADIO 

 A report from the Canberra Region Amateur Radio Club's AGM shows a positive
 growth in AR in the area.

 They have been running regular Foundation Licence courses, generally every
 second month; this is in addition to Standard and Advanced assessments which
 have been conducted on an "as is required" basis.

 During the year Gil Hughes VK1GH was appointed as a second WIA assessor for
 the ACT and region. The appointment of Gil has greatly increased the number
 of candidates that can be assessed at each course.

 The success of the course and assessments, with a pass rate of 90% or better,
 is in no small part due to the assistance of John VK1ET, The two Mike's
 VK2ENG and VK1TMT, Phil Longworth VK1ZPL, Derek Holyoak VK2DRK, Bob VK1MRH,
 and Peter VK1NPW.

 73 successful Foundation candidates and 10 standard /advanced candidates
 added to Amateur ranks in the ACT region including two amateur radio families
 consisting of Dad, Mum, Sons and Daughters.

 Science and Technology week in the UK.

 John, G8LGC and friends are visiting schools during Science and Technology
 week and are looking for contacts from Australia.
 Hank VK2BHL is just one of the VK's already lined up to talk with the children
 during Science & Engineering Week, Node No 6000, in the event that this one
 goes down try Node 5200 in Rotherham.  The owner is going to ask the regular
 users to keep it clear for G8LGC's use.
 The days they are booked to go into schools are, starting  Friday 7th March,
 then Monday 10th each day through to Friday 14th March, around 9am GMT and
 finishing 3pm GMT each day.




 BPL - THE BATTLE CONTINUES

 Media watchers may have picked up during the past days that Aurora Energy 
 has finalised the deal with Launceston based Inspired i-Land to take over
 TasTel - Aurora's failed telco venture.

 Inspired i-Land is a franchise of the Bendigo Bank Group and is an active
 participant in Community Telco Australia (CTA) program which is attempting to
 expand Australian regional telecommunications network developed by the bank.

 Justin has placed two BPL reports dated September and November 2007 onto the
 VK7 BPL Watch page in the last fortnight. These include a comprehensive HF
 Noise Floor chart prior to installation of BPL in South Hobart and two charts
 following the activation of BPL and subsequent rise in the noise floor due to
 BPL emissions.

 What these measurements clearly demonstrate is that BPL emissions 
 account for an increase in the noise floor of between 20-40dB or a 
 noise floor that is between 100 to 10000 times higher than the pre-
 BPL noise floor level.

 INTERNATIONAL NEWS     
   
 HAMS RESPOND TO THE FLOODS IN HAWAII

 Hams in Hawaii were quick to respond in early February when heavy rain 
 caused flooding in many parts of the state. According to ARRL Pacific 
 Section Manager Bob Schneider, AH6J, Skywarn and several nets were 
 activated. Information came in from several areas including Hawaii County 
 Civil Defence.

 IRLP and EchoLink were used in conjunction with VHF and HF radio to keep 
 the information flowing. Harvey Motomura, AH6JA, also sent several test 
 messages from Hawaii County C-D by Winlink.  This, to prove that e-mail is 
 still possible even if wire and cable connections are lost.

 Even though hurricane season in Hawaii officially ended last November 30th, 
 continued weather problems remind hams in the Island State that they are 
 never completely out of danger.

 WORLDBEAT - RWANDA:  EA5RM VS DJ9ZB OVER RWANDA

 A big rift in D-X circles over a team of German operators beating out a 
 Spanish operator to be the first to activate Rwanda. Antonio Gonzalez, 
 EA5RM, who now also holds the call sign 9X0R says in a statement posted to 
 his website that DJ6SI, DK2WV and DJ9ZB used political lines of 
 communications that he developed to slip in and operate from that rare one 
 before his DXpedition could arrive.
 
 EA5RM claims that he was the one who travelled to Rwanda and secured 
 permission for hams to once again take to the airwaves.  He says that as a 
 courtesy that he informed the German DX Foundation of his plans.  He also 
 requested that the Federation supply a member to his team
 
 Gonzalez says that instead German DX'ers DJ6SI, DK2WV and DJ9ZB got their 
 own Rwandan licenses  and quickly mounted the 9-X-Zero operation that was 
 on the air through February 21st.  EA5RM says that because of this that he 
 is returning the German DX Foundation funds donated to his  upcoming 9X0R 
 operation because he and his operators believe that the actions of its 
 President, Franz Langner, DJ9ZB, are not the proper ones to promote amateur 
 radio and DX.  Gonzalez also asks everyone who took part in the German lead 
 operation to and remember which kind of hams you were trying to contact.
 
 No response to EA5RM's charges from DJ9ZB or his team  They have been to 
 busy running the pileups that they have been crating on the air from

 PUBLIC SERVICE:  VOLUNTEERS NEEDED FOW WINTER OLYMPICS IN 2010

 The 2010 Winter Olympics is seeking amateur radio volunteers.  This with 
 the announcement that the Vancouver Olympics Committee has given Radio 
 Amateurs of Canada details of their search for ham radio volunteers to 
 assist during the 2010 Olympic Winter Games and Paralympic Winter Games.
 
 Of the 25,000 volunteers required, Amateur Radio operators are especially 
 needed to help in technical roles during the events, and perhaps earlier. 
 Volunteers must have their own local accommodation in Greater Vancouver or 
 Whistler areas.
 
 The on-line volunteer application form at www dot vancouver2010 dot 
 com  includes space to list skills and experience.  If the applicant wishes 
 a communications or technical role, the or she should add a key phrase on 
 their application form to make it easy for planners to identify them.  And 
 on the fifth application page, add the words "Amateur Radio Operator" in a 
 box called "Additional Information."

 THAT FINAL ITEM:  NASA SENDS "ACROSS THE UNIVERSE" ACROSS THE UNIVERSE

 And finally, using a highly directional antenna NASA has transmitted The 
 Beatles' song "Across the Universe" toward the North Star.  The 
 transmission originated from the NASA Deep Space Network of antenna 
 array.  It marked the 40th anniversary of the song along with  the 45th 
 anniversary of the Deep Space Network and the 50th anniversary of NASA itself.

 The transmission is aimed at Polaris in the constellation Ursa Major some 
 431 light years away. The song is currently travelling toward it at a peed 
 of 186,324 miles per second. The target audience, assuming something is one 
 out there, won't hear the broadcast until the year 2439.

 According to a NASA press release the Beatles Paul McCartney responded to 
 the planned broadcast by asking NASA to end his love to the aliens.  Yoko 
 Ono, the widow of Beatle John Lennon, was a pit more introspective.  She 
 said that she sees this as the beginning of the new age in which we will 
 communicate with billions of planets across the universe.

 Meantime we have been sitting around the Newsline office trying to think of 
 some other songs that NASA might want to beam into space.  Two came 
 immediately to mind.  First is Metaphor from the off-Broadway show The 
 Fantasticks.  The other is a bit more obvious but shows our age.  "I Told

 RSGB NEWS G4NJH   

 It's now easier to operate in Australia

 UK radio amateurs holding a UK Full licence and visiting Australia
 no longer have to obtain a separate VK licence.

 You can now use your UK callsign stroke VK. Location information
 should also be given. The time limit on the visits is 90 days.
 This new licence has come about through the efforts of the
 Wireless Institute of Australia and the IARU, working with the
 Australian authorities.

 Broadcast pirates closed down in London

 Ofcom has announced that it recently carried out enforcement
 action against over 20 illegal broadcasters in London.
 
 It acted in partnership with the London Boroughs of Hackney,
 Haringey, Tower Hamlets and Islington, and the Metropolitan
 Police. The operation was carried out between 6th and 16th
 February and resulted in three arrests, one studio raid, and the
 removal of 22 transmitters.
 
 Ofcom estimates that there are over 150 illegal stations operating
 in the UK, with half of those broadcasting across London and the
 South East.




 Changes to the WPX prefix award

 Several changes to the WPX Award program have been announced. The
 changes, effective immediately, add new bands and create a new
 Digital WPX Award.

 Under the new rules, contacts on all bands between 160 and 6
 metres will count for WPX award credit. In addition, new band
 endorsements will now be available for 5MHz, 10MHz, 18MHz, 24MHz
 and 50MHz contacts. A separate Digital WPX Award has also been
 added, for contacts made on RTTY, PSK and other keyboard modes,
 with 300 confirmed prefixes required for the basic level of the
 award.

 Digital-mode contacts will also count toward the existing Mixed
 award, as will those prefixes worked on the newly added bands.

 $10 chip puts Australia on the fast track
  
 Nick Miller writing in the Sydney Morning Herald has observed how a new
 silicon chip is predicted to revolutionise the way household gadgets like
 televisions, phones and DVD players talk to each other.

 The tiny five-millimetre-a-side chip can transmit data through a wireless
 connection at a breakthrough five gigabits per second over distances of up to
 10 metres.

 An entire high-definition movie from a video shop kiosk could be transmitted
 to a mobile phone in a few seconds, and the phone could then upload the movie
 to a home computer or screen at the same speed.

 The "GiFi" was unveiled at the Melbourne University-based laboratories of
 NICTA, the national information and communications technology research centre.

 It uses the 60 GHz "millimetre wave" spectrum to transmit the data, which
 gives it an advantage over WiFi (wireless internet). WiFi's part of the
 spectrum is increasingly crowded, sharing the waves with devices such as
 cordless phones, which leads to interference and slower speeds.

 This facility is through SlowScanTV.net which is a world wide network 
 of SSTV Gateways & Repeaters.

 VK7HDM has now opened up a new SSTV repeater gateway joining VK7AX's 
 SSTV Gateway in the North West.

 This Gateway works along the same principle as IRLP, that is you can 
 only access them via RF and it CAN NOT be accessed from the Internet.

 To utilize the gateway, tune your radio to 145.625 MHz and point your 
 beam toward GageBrook.

 You need to turn the FSKID Encode on with the FSKID button in your 
 favourite program such as MMSSTV if you want to send your picture via 
 the gateway.

 To keep your picture local, turn off the FSKID button.

 gratifying to see a number of Foundation Licensees with intentions to
 progress to CW mode, as well as a few who had let it lapse and had their

 Urunga Radio Convention

 This is the "60th Urunga Radio Convention" and those dates are the Easter long
 weekend the 22nd & 23rd of March.
 
 From its early days where it started at the "DOO MEE" boat shed (where the
 Anchors Restaurant is now) by "Peter Alexander" VK2PA, "Crieff Retallick" 
 VK2XO, and others, the convention is steeped in early history and has been run
 continually as a premier "Fox hunting" field day.  

 Urunga is a beautiful place for that break away, so get along and enjoy the
 hospitality and meet your old friends, many still attend.

 The Dalby & District and Sunshine Coast Radio Clubs are holding their annual
 get together at Kirkleigh Somerset Dam on the weekend of the 5th & 6th of
 April this year.

 We extend an invitation to your club members and friends to come and join us
 as we camp out and have a fun weekend, 

 We hope to have a car boot sale as well as other radio related activities, and
 create some discussion and maybe some ideas relating to your favourite
 electronic project. 

 We are currently negotiating for a deal for the camping fees, so we will need
 to know numbers as soon as possible, and we are planning to cater for a BBQ
 tea on the Saturday evening for a very reasonable $5 donation.  All other
 meals will be self catered.  

 So if you have the weekend free and wish to join in, please let us know, we
 would love to see you there

 The Sewing Circle Net will again sponsor a BBQ for ALL amateurs at Ross on
 Sunday April 6th, at the Ross Caravan Park on a similar format to that of
 last year with Registration from 10am followed by a group discussion from 11
 to about 12.30pm followed by a BYO BBQ.
