FRONT PAGE NEWS:- Can Foundation Amateurs operate IRLP?
A question has arisen as to the interpretation of the Determination amending
the Amateur LCD affecting Foundation licensees.
The question is whether a Foundation licensee can transmit tones.

WIA NEWS CONTINUES
As some may be aware a couple of weeks ago the WIA launched it's new
website, now if you haven't already seen it then drop by for a quick
look, simply go to http://www.wia.org.au The new website provides many
useful features including, a real online calendar, and online bookshop
and a clubs area where each WIA affiliated club is provided with their
own personal web page which they can update themselves.
Now the online calendar pages, allows clubs, groups and individuals to
easily submit details of their hamfests, field days or special events
and to have them quickly posted to the online calendar. Events are
regularly being added to the calendar and to make viewing the calendar
and finding a particular event easier, you can choose to display all
events right across Australia or just events in your own state, as well
as being able to drill down and display different types of events.
The new online bookshop well that has proven extremely popular with
members, in it's first two weeks of trading 12 people have chosen to
make good use of the service and purchase their books online. There are
currently around 100 books available from the online bookshop and many
more being added daily. The bookshop provides discounts for members and
non members can also purchase through the bookshop at retail prices.
As mentioned before, WIA affiliated clubs are now provided with their
own web page on the WIA website which they can update themselves, posting
details about upcoming meetings, special events, training courses,
assessments and the such like. A letter has been posted to the secretary
of each WIA affiliated club this week providing them with the required
details for page updating, we expect the letters will arrive early next week.
Now the last couple of months have been very busy for the WIA
participating in a number of hamfests, in January at Coffs Harbour, on
Sunday the 10th of Feb at Kyneton Victoria, last weekend at Wyong in New
South Wales and this weekend at Healesville in Victoria. The 50th Wyong
field day last weekend was once again Australia's premier radio event
attracting the major commercial traders who arrived with truckloads and
I mean absolutely truckloads of gear, displays from emergency service
organizations, a DStar digital repeater working on-site, a very
extensive car boot sale area and of course the event being attended by
Amateurs from right round Australia who arrived in the thousands. The
WIA had a bumper day and signed up now fewer than 29 new members, sold a
record one hundred and twenty books off the bookshop table as well as
well as countless box's of the WIA's 2007 callbook. Also attending the
HamFest was ABC reporter Catherine Freyne Producer of the ABC program
Hindsight. Catherine was researching and recording interviews in
preparation for a report on Florence Violet McKenzie a.k.a "Mrs Mac"
To each of the HamFest organisers the WIA says well done and thanks you
for extending to us the invitation to attend your event.
CCARC FIELD DAY REPORT
With the 2008 Central Coast Field Day now concluded the Central Coast Amateur
Radio Club can be rightly proud of the event.
Drawing around 1600 attendees, 32 traders and exhibitors, including the big
three importers of radio gear into Australia, and 42 flea marketeers there
was some thing for everyone.
These figures are very similar to those of recent years so indicating firm
continued support for the event. Despite the threatening weather and the
on site parking restrictions imposed by the Race Club at the last minute due
to water logged parking areas, by all accounts those attending enjoyed their
experience and the opportunity to meet friends, old and new, with the free
tea and coffee area providing the focal point for the social activities.
All reports are that the traders were very happy with the day. The seminars
were a major draw card for those attending, particularly for those wanting
to hear more about the new D-Star system with over 190 attending the two
sessions.
They even got four new licensees through their exams on the day.
Thanks must go to the traders, exhibitors and the patrons for their attendance
the members of the Club who worked hard behind the scenes and the volunteers
who assisted them. Without all these people CCARC would not have a Field Day
Tentatively pencil in your diaries 22 February 2009 for next year's Central
Coast Field Day.

AMATEUR RADIO WIKI
A new amateur radio wiki has been started by Tim VK4YEH. The intention is that
the wiki will become an online encyclopaedia for hams, rather than just pages
of links.
Articles of all sorts are welcome, but be aware that the philosophy of a wiki
is that articles can be and probably will be edited by others.
Tim is very keen to have vk amateurs contribute to the wiki and to make
contact with amateurs who have the knowledge and skills to develop the site.

Brisbane Area WICEN is set to take over the Queensland Digital Group packet
and Voice networks as the QDG Inc. can no longer maintain the networks and
will run out of funds within twelve months.
In order to keep the radio sites for Amateur use QDG reluctantly decided to
close down, this way they are able to pass on the networks as a going concern,
complete with some funds for maintenance and on going technical support.
A number of QDG Inc. members have joined WICEN to help maintain the equipment.
This decision has taken over three years while they have tried other means to
keep the networks going but this is the only logical choice left.
The qdg'S VK4DGQ packet mailserver will also close, due to the decline in
packet usage.
The Queensland Digital Group has started the slow process of shutting down
feeds to Queensland and interstate packet BBS. Invisible to users, VK4DGQ
has none the less been an integral part of the world wide packet radio network
for twenty years and will be missed by many hams.
As the era comes to a close, so to does the VK4TX packet radio BBS run by
Neville Mills. First on line in Maryborough in 1982 the well known BBS was
soon attracting packet users in the Brisbane region. The BBS was used by many
in the 1980's and 1990's and in the last few years, as a forwarding gateway.
Actually the first digipeaters operational in the region were at Black
Mountain and Mt Kanigan in 1982
B4AB (site now known as VK4RZC) Maleny licensed in 1984/5
B4AC (site now known as VK4RZB) Mt Cootha licensed in 1987
QDG was incorporated for more than 30 years. The infrastructure will remain
operational with thanks to the Brisbane Area WICEN group. Users of
the system are encouraged to become members of WICEN to support the
continuation of the network.
After transferring their packet and voice networks to Brisbane Area WICEN the
QDG will un-incorporate, with a new QDG club emerging as a social group
dedicated to the technical side of Amateur Radio.
The well known QDG Web site will continue to be maintained as will hosting of
other clubs pages.

Satellite Nets in VK
Ozsatgroup and Amsat Australia move to a week night national satellite net.
With the aim of improving participation and accessibility, the Australian
National Satellite net has been moved from the 2nd Sunday to the 2nd Tuesday
of each month.
This long running net allows amateur radio operators who are operating or
have an interest in working in the satellite mode, to make contact with others
in order to share their experiences and to catch up on pertinent news. The net
is also a means of making 'skeds' and for a general 'off-bird' chat.
The week night net will be held at 8.30pm eastern.
For the first time, in addition to the EchoLink conference, the net will also
be available via RF on the following repeaters and links...

modes in our hobby. The birds are relatively easy to access and require very
little hardware investment to get started. You can gain access to the FM

communications and handheld access into New Zealand at various times through
the day and night. Ozsatgroup members can be found operating on most passes on
all satellites and will be happy to assist newcomers in any way they can.

Northern Tasmanian Amateur Radio Club's Annual General Meeting was held on
the 13th, with the ever-hard-working Al VK7AN being returned as President,
with Al also filling in the Education officers shoes.
The new Mt Barrow repeater antenna has arrived, and the club is looking
forward to it being installed before the equinoxal winds and the flag ice
that Mt Barrow is famous for, takes hold.

THE TORNADOS OF SUPER TUESDAY
Ham radio was called out all across the South-East as a series of
tornadoes and other violent weather swept across the region on
Tuesday, February 5th. Amateur Radio Newsline's David Black, KB4KCH,
is in Birmingham, Alabama not far from an area hard hit by the storms:
Super Tuesday will go down in the history books for a lot more than
presidential politics. It was a time of death and destruction in
several southern states, including Tennessee, where at least 30 people
died. Lowell Bennington, WD4DJC, is the A-double-R-L's Section
Emergency Coordinator:
Bennington: "A great number of hams were involved in the National
Weather Service weather spotter program and in the area of
Madison County which is where Jackson Tennessee is one of the hams did
actually spot the wall cloud and the twister out of it."
Bennington says hams used linked repeaters on VHF and UHF to transmit
emergency reports, as well as sending digital messages with WinLink --
a blend of amateur radio and Internet technology.
Hams are busy in other states hit hard, including Kentucky. It's the
deadliest barrage of tornadoes to strike the nation in nearly 23
years. And authorities say once again ... when phone lines and other
communications systems got knocked out or overloaded ...amateur radio worked.

Other states where severe weather hit and radio amateurs were called
out to assist include Arkansas and Mississippi.
W2GPS TO ADDRESS AMSAT ZA SPACE SYMPOSIUM
Some names in the news. First up is AMSAT North America President,
Rick Hambly, W2GPS. He will deliver a paper by videoconference the
April 19th AMSAT South Africa symposium. Hambly is slated to talk about
the new direction in amateur radio satellites and discuss some of the current

ARRL CREATES FRED FISH N5FF AWARD
The ARRL has created a new award to honour the weak signal 6 meter work done by
the late Fred Fish, W5FF. This, by creating a new award named in his honour.
According to an ARRL release, The ARRL Board of Directors approved the
new award honouring the late W5FF who is the only amateur to work and
confirm all 488 grid squares in the 48 contiguous United States on 6
meters. The Fred Fish Memorial Award will be awarded to any amateur
who duplicates Fish's accomplishment.
By way of background, Fish from Edgewood, New Mexico, was a mainstay
on the VHF and higher bands for many years. He achieved Worked All
States on 6 meters through 432 MHz, as well as DXCC for 6 meters. He
is widely regarded as a gentleman operator and one of the finest
amateurs in the VHF community.
The #1 Fred Fish award be issued posthumously to its namesake and
presented to his wife Lee Fish, K5FF. Complete details on the Fred
Fish Memorial Award will be available soon.
NEW ARISS ANTENNAS NOW ON THE ISS
Several new ARISS antennas are now a part of the International Space
Station. They were pre-mounted on the new 14-ton module Columbus
research module that was launched to orbit almost two weeks ago and
was attached to the orbiting outpost on Monday, February 11th.
Columbus, which cost about $2 billion, will expand the range of
zero-gravity experiments aboard the station. Meantime, the new
antennas will help broaden the role of ham radio plays as both an
educational and recreational tool for the crew and hams on the ground.
They will also provide additional back-up emergency communications
channels for the crew stationed on board the ISS.
ISS REPEATER CONTACTS GOOD FOR JAMSAT AWARD
Contacts via the International Space Station repeater will be valid
for the Japan AMSAT's Five Star Award. The goal of this program is to
get more activity using amateur radio satellite communications, to get
more hams interested in this aspect of the hobby and to protect the
frequency allocations of the amateur satellites.
The Award is open to all Radio Amateurs world wide. To qualify an
applicant is required to establish a QSO with five different stations
using five different Satellites for a minimum total of 25 contacts.
Verification by QSL cards is required. The complete rules are on line

THE VIDEOS NAMED CQ SERENADE
And finally this week, more about a song. We've told you about it before.
Its likely the first-ever ham radio song. Its title is C-Q Serenade and it
was composed by the late Canadian musician Maurice Durieux VE2QS.
Durieux was orchestra conductor employed by Radio Canada who had
emigrated from France. Assisting Duriux in the creation of the song
was F9KT. There have long been audio versions floating around the
World Wide Web, but now there is a C-Q Serenade music video. Actually
two. One in English and the other in French with ham radio related
scenes cut to the beat of Duriux 1960's song. They were created by
Alberto Urano Silva, LU1DZ, of Adrogue, Argentina, and have been
posted to the YouTube dot com video website.

WEIRD N WONDERFUL
Several broadcasts back we brought you news of a Canadian Band going by the
name "Amateur Radio Operator".
If you thought that "cute" how about this for a name
"Popcorn Superhet Receiver".
Wordless Music, a series matching rock bands with classical chamber groups,
has built a following among young listeners in New York.
"Popcorn Superhet Receiver," named for a short-wave radio, is a musical study
in white noise, the electronic whoosh you hear between radio stations.
But it also contrasts old and new technologies: white noise is approximated
by antique instruments made of wood, horsehair and catgut.
Popcorn Superhet Receiver, sounds like?? Well imagine Tchaikovsky's Fourth
Symphony on steroids, or acid, or both!

MEDIA WATCH
A new British movie The Bank Job features Amateur Radio.
Due for release within days "The Bank Job" is inspired by an extraordinary
true event, a daring, unsolved robbery, which took place more than 35 years
ago in London.
Pye handhelds are used by the criminals in the movie and they are intercepted
by a Radio Amateur who becomes involved in the attempt to catch them.
On the official website at http://www.bankjobmovie.co.uk/ the "Trailer"
option gives you 5 movie clips to view.
The Pye handhelds can be seen in movie clip 2 titled "No Names Eddie" and
halfway through clip 5 "Tightening The Net" there is what looks like an
Amateur Radio HF rig from the 60's or 70's (possibly Yaesu ?).
On the night of Saturday, September 11, a gang of thieves tunnelled for 40ft
from beneath a nearby handbag store into the vault of Lloyds Bank on Baker
Street, central London, cutting through the reinforced concrete floor with a
thermic lance.
The robbers communicated with a look-out via walkie-talkie, the signal being
picked up by amateur radio enthusiast, Robert Rowlands, who was trying to
reach friends in Australia.
After initially believing it to be hoax, the police eventually tuned in, but
could not identify which bank was being robbed. A check of 700 banks failed.
The gang made their escape on Sunday lunchtime, but bank security chiefs
insisted that all the alarm systems had been working.
The thieves gained entry through a 15in hole, prompting speculation that a
woman or child had entered the vault. A woman's voice was picked up on the
radio transmissions.
Scrawled inside the safe were the words:
"Let Sherlock Holmes try to solve this."
The haul? an estimated excess of £3million, which, in 1971, made it the
largest ever bank robbery on UK shores.

THIS SOUTH AFRICAN BIRD WON'T FLY
SumbandilaSat is still sitting safe in the clean room at Sunspace. The
satellite, which includes an amateur radio payload, was to have been launched
from a Russian submarine last year but arrangements went sour when the two
defence authorities could not agree on a reciprocal satellite arrangement.
It is understood that the South African Ministry of Foreign Affairs was in
Russia last week as part of a technical and scientific cooperation mission
and that an alternative launch was likely to have been discussed.

North West Tas. Amateur Radio Interest Group (NWTARIG) have another network
established in the North West.
This time it is Echo Link.
Tony VK7AX has established a working RF link in VK7AX-L. It is linked
to a radio on 145.350MHz. Simplex. for local use in the N/West Area
based in Ulverstone.
It is permanently connected as a conference link to VK7HBR-L in
Launceston with a radio frequency of 145.425 Mhz.
The nightly broadcasts during the week are made available to the ECHO
Link Network at around 7.30 PM weeknights.

The fourth Global Amateur Radio Emergency Communications Conference,
GAREC- 2008, will take place on Thursday, 26, and Friday, 27 June in
Friedrichshafen, Germany, in combination with HamRadio 2008
GAREC-08 will focus on the co-operation among IARU member societies and with
specialized groups working on emergency communications in the Amateur Radio
Service.
The event will be organised by the IARU Region 1 Emergency Coordinator,
Seppo Sisatto, OH1VR with the team that already organised the GAREC Conference
in Tampere, Finland, in 2005 and 2006.

Great Troppo conditions experienced by Mat VK2DAG
It started with a JT65 QSO with Rex VK7MO, he was 59+ so they went to SSB
instead and were able to work each other on 2m for an hour with 59+ signals
with some rapid deep fades.
Next they decided to try 23cm JT65c on 1296.100 and within 10 mins the QSO was
in the bag!
Rex's best was -14 and Mat had 100% decoded on him.
1120 Km on 23cm that's Mats best to date, well done VK2DAG and VK7MO.

Urunga Radio Convention
This is the "60th Urunga Radio Convention" and those dates are the Easter long
weekend the 22nd & 23rd of March.
From its early days where it started at the "DOO MEE" boat shed (where the
Anchors Restaurant is now) by "Peter Alexander" VK2PA, "Crieff Retallick"
VK2XO, and others, the convention is steeped in early history and has been run
continually as a premier "Fox hunting" field day.
Urunga is a beautiful place for that break away, so get along and enjoy the
hospitality and meet your old friends, many still attend.

The Dalby & District and Sunshine Coast Radio Clubs are holding their annual
get together at Kirkleigh Somerset Dam on the weekend of the 5th & 6th of
April this year.
We extend an invitation to your club members and friends to come and join us
as we camp out and have a fun weekend,
We hope to have a car boot sale as well as other radio related activities, and
create some discussion and maybe some ideas relating to your favourite
electronic project.
We are currently negotiating for a deal for the camping fees, so we will need
to know numbers as soon as possible, and we are planning to cater for a BBQ
tea on the Saturday evening for a very reasonable $5 donation. All other
meals will be self catered.
