What "data format" are your video files in ?
There are currently over 100 different formats that your files could be in
and it may depend what they are in on what program can convert them.

Usually you will need a CODEC for both what they are currently in and
what you want them in. Then you need a program that can use both those
CODECs. Not all programs can use all the available CODECs.

A good source of CODECs is K-Lite, In their free package as well as more
CODECs than you will ever need there are file conversion tools and a good
replacement for Microsoft Media Player.

I've used Serif Movie Maker in the past to convert from certain other
formats to MPEG2 but this program won't even look at .mkv encapulated
movie files.
