Another subject change, another title change. Gee, no complaints, 
amazing. (;->)

Seems you're making some progress, good. There for a while it was looking 
like the Israeli-Palestinian peace talks. Speaking of peace, maybe a 
Chipewa mediator and his pipe? (;->)

That machine that buried the phone line sounds like a Ditch Witch, a neat 
little contraption that also comes in handy for burying radials.

Weather cap? Power stack? Those are unfamiliar terms that I'll take as 
substitutes for cobra cap and service entrance conduit respectively, but 
I don't see how the cap could have come off so maybe some 0.5 gluteus 
electrician forgot to install one? That's nice, rain water and electrical 
equipment (meter and mains disconnect) don't play well together.

Oh, if that cap is what I think it is the conductors must be threaded 
through holes in a plastic insert so the service drop has to be 
temporarily disconnected. That's a job for an electrician, take a closer 
look so you don't catch flak from the power company.
