I don't have much information on the radio itself, but it sounds like you
have the mic, speaker, and PTT lines figured out, since you are able to get
1200 baud without issue. I use a PK232 packet modem and have heard that some
amateur radio operators had to solder the mic and speaker lines directly to 
the appropriate chips on the circuit board in order to operate at 9600 baud.

With 9600 baud, the lead length of the cable running between your radio and 
TNC are very important. The shorter, the better.
