That's a great question since there is NO documented standards, however
I don't know of any user who reads WP "bulletins" and says to themself
"Oh, so this is how I should format my mail here.". White pages is a 
database maintained by each local BBS that's automagically updated through such mails by the database user within the BBS softwares, which is why there's no
logical reason for regular humans to see these.
