I think they generated by 3rd party software, then by some "crontab"
posted as bulletins.
Also its look for me like bragging or self-advert of that bbs.

I think you right. I remember WPs was send by p-mail between BBSes.
From some moment peoples become too lazy and just flood WP's @ww.
Same for flood local areas to worldwide by 'G *' command (in FBB)...
Few month ago I asked why some sysops send mail to sysop @ ww
not as B-type, but as P-type...
And got no adequate answers, most was "to have this mail in privat mailbox"...
Strange that they not know its already done by most BBS software to copy
SYSOP bulletins to SYSOP's private mail. So no need to post SYSOP @ WW as P-mail.
Most systems can generate P-type copy in sysop mailbox.
Other issue is getting up system from back-up copy.
Every season some one flood system with old mails, just because they install
BBS system from backup but not run "housekeeping" before enable FWD...
Summarizing the above, I want to note that most of those experts,
who were at the beggining days of packet is not more active,
may be todays people don't know where to ask, how to enroll
in a particular cases and as results they just do it as
they fill it.
Many packet sysop's books obsolete, not posted here
or can not be found on the Internet.
So may be the problem is in lack of actual rules, docs etc.
Hope that remaining experts could make a brief guide or FAQ
for packet BBS sysops.
It will be much better to auto-post some FAQ or guidelines
than FBBLOGs ;-)
