I don't have the answers, I'm just trying to get sysops to think and have
a reasoned debate about this. It used to work when countries had to use
properly configured gateways to exchange mail, now with "free for all" inter-continental
networking it *seems* broken.

The UK is in Europe and the world, so it needs to see @GBR, @EU and @WW
bulletins. Within the UK we have local area distributions such as @MAXPAK,
which should be kept within the UK. Likewise in the USA you have local distributions
which should be kept within the USA.

Do you think @ARRL is a USA local distribution, or do you think anyone outside
the USA is remotely interested in ARRL matters? Who defines what area @ARRL
represents?

Distributions such as @AMSAT should obviously be worldwide because satellites
are international things. But it is *my* opinion that @AMSAT is just plain
*wrong*, because... 

The "@" field is meant to specify a ***geographical distribution area***,
NOT an interest group. Unless there's some decree that @AMSAT specifies
a geographical area (and I am unaware of such a decree), Amsat bulletins
should be addressed AMSAT@WW not ALL@AMSAT.

The "to" field specifies the intended recipients, i.e. a single person,
a group such as "ALL" or a special interest topic such as SPACE, SYSOP,
IBMPC etc. This is where ARRL and AMSAT should be used, NOT in the @ field.


If you send a bulletin addressed ALL@NOAM, I'm sure you don't want it to
go to the rest of the world? - otherwise you would have addresed it ALL@WW..
What if you were making comments that might be deemed sensitive to those
outside the USA? We should not forward bulletins outside their intended
distribution area. Doing so makes a mockery of the "@" field, not to mention
the sender's wishes, and we might as well just address everything @WW.
