Most non-BPQ systems will hold or reject bulletins ending with a double field.
Bulletins are limited to a 6-character field for topic before the @ symbol
and a 6-character field for the flood area after the @ symbol. If an incoming
bulletin does not match that criteria, then it is a problem. Anything that
has multiple fields after the @ symbol is treated as personal packet mail
with a properly formatted hierarchical address.
