Yes and that's just what N2NOV say/remind.
Maybe someone on AXUDP qrv 24/7 and still do reverse fwd / blank shot polls.
So they can change to 'poll only if have something to send'.
If both ends will do same, no problem.

But that "blank shot poll" scenario are normal for stations that not
qrv 24/7 - if not have fully unattended license or just not want keep
it run all time, for example HF BBSes etc.

Or Telnet BBS owners who don't have static IP address and so only make
outgoing connects (with that blank poll!) to other full service bbs.
