The source is present.
It's NOT.
There is the DLL and example source how to use the DLL, but not the
DLL- SOURCE.
Which is somehow sad because im shure there are lots of neat tricks
to be learned fromm mmsstv... and it's also sad the soundcard part
wont be updated to separate in/out selectors, since i have used mmsstv
for years, and it's one of the very few non-bloated
perfect-functionality programs.

It is a big shame, I'm sure this is a reason why some ops use the default
soundcard on the radio and as a result send beeps and dings from Windows
through the soundcard causing the picture to become distorted / broken (you
know what I mean).
Adding support for in/out selectors would not be difficult I am sure but I
can understand why a developer doesn't want to continue with a project,
especially digital / SSTV software which really is tough on the brain. When
you also have a day job in the computer industry writing free technical
software isn't very high on the list of interesting things to do :-)
Myself I'm probably now up to speed on the various SSTV modes, just wish
there were 48 programming hours in each day.

mmw103.zip and mmr101.zip
The first is for audio. The second is for serial port.
The source referred to was a trick for sending serial port over a network.
It can be exploited for other purposes.
Of course, there are other tools as well.
I never meant to remotely imply that MMSSTV source was available.

The specific tool is mmr101.zip. Since MMSSTV will use the MMR serial
over Ethernet tool for a serial port surrogate you can build a new
server side that opens serial ports more flexibly. You can also do the
same with sound ports using the MMW103.zip.
(I have an amalgam of the two which is "upset" at the moment. I tried
to fix what was not broke mistaking bad behavior for a program fault
rather than a problem with the )(E Broadcom 1G Ethernet adapter on
my machine's motherboard.)
