It's APRS so it's unconnected which means you don't connect to it or others.
It's a form of repeating.
There is a huge amount of information about APRS and sats like PCSAT on the
web. It would be well worth a momemnt of your time to read some of this as
it will clarify all the issues such as access and software requirements.
If you don't have web access, it would be worth visiting your local library
where you can get web access for free or visiting someone local who does.
