FBBTOWEB new release 2016

The new version 2016 of FBBTOWEB NOT is incompatible with all other previous
versions of the software!
Before changing your actual version is recommended unzip the file to a
different folder of the current where is running FBBTOWEB and read first
"README -FIRST!.TXT" and "FBB2WEB-EN-HELP.txt" to make sure you really want
to start the program again.
Changes in this new version are 2:
1) The FBBTOWEB.REJ file can now be set one record per line.
Before they needed 4.
2) Now FBBTOWEB.exe checks the BID of each bulletin, and if there in the
database does not allow duplicate newsletters.
