Some of our hams have the same restrictions om antennae as you mentioned.
However I do not have the same problem and I have my beams on a 30' tower,
6, 23 and 70 cms. I had to get a building permit before I could erect the
tower, but no problem really. I also have a G5RV for HF and a 10 metre
yagi. I gave away a tribander which I had for some years. HF is not worth
bothering with to me these days. Got 20 metres out of my system years ago
when I worked CW exclusively on that band. 

Optus has at least two satellites available here. One carries FOXTEL  and
the other all those other stations I mentioned.
