This effect is typical of a "radio camera" that uses a MPEG digital link.
At this news site, there would be a satellite truck uplinking the news
feed from the camera. The link between the sat truck and the camera would
be a digital link in the circa 3 to 5 GHz range. (Gone are the days of
using a cable between the two. Its a tripping hazzard.) If there are any
obstructions such as trees, passing vehicles etc or simply multi-path
reception of the camera's signal, then the MPEG digital link breaks down.
In years past these links were analogue and when problems arose, the
picture simply got noisy for a few seconds.
Its called progress! You fix one problem and create new ones.
