In the UK slot aerials are used by the police at about 1GHz and by TV
transmitters who want to send mixed polarisation from a high, narrow
tower.

My nearby TV repeater Tx has some beams (vert) for local coverage and
aimed at the main Tx a tube with vertical slots, allowing horizontally
polarised reception.These are cut for high VHF and UHF band 4 it has been
there since the late 60s.

As for change of power with frequency, I suggest you type Clerk Maxwell
into your browser. It is far to long to put into a bull:
