Tillamook County: 

EOC activated. 

Widespread power outages continue with trees and power lines down.  North
county still without power and unknown when will be restored. 

Several communities isolated due to downed trees. Hwy 6 now open in both
directions, Hwy 101 is open North and South of Tillamook and north to MP
40.  

Contact being made via amateur radio and OSP dispatch. 

Tillamook County Fairgrounds shelter processed 58 persons, with 16 staying
over night. Shelters also established in Manzanita and Garibaldi. 2
confirmed storm fatalities. Possible third. Telephone systems coming back
slowly. 

Initial Damage Assessment to start December 5. Bay City reporting 75 homes
damaged, with 50% suffering major damage.  South county main feed lines
should be restored soon.  North county times are unknown.  Continuing
forecast to fall below flood stage on Wednesday for the Nehalem and on
Thursday.  The Nestucca river water level sensor has failed so no forecast
is available.  

Widespread power outages due to downed power lines. Main BPA lines
restored as of Monday 12/3/07 1200 hrs but many local lines still down.
EOC has intermittent power and is still running on generator.  Tillamook
County Fairgrounds has opened for sheltering evacuees. Staffed by Red
Cross. Board of Commissioners has declared State of Emergency.  Wilson
River and Trask River RV parks evacuated due to high water.

	Approximately 11,000 people still without power
	Two deaths attributed directly to the Wind/Flood Event
	Bay City (Source is the Fire Chief) 
	Estimate 75 damaged with half having severe damage
	Estimate 50 will need new roofs
	Lots of trees and power lines down in the city
	Rockaway Beach (Source is the Mayor)
	70 homes with damage from minor to severe
	Water conservation in place
	Lots of trees and power lines down in the city

	Many homes and cars damaged.
	Lots of power lines and trees down inside communities.
	ODOT still clearing road to access the communities
	Domestic water rationing
	Wheeler (Source is the Mayor)
	Wires on the ground all over town
	Nursing home and Rinehart Clinics have generator power
	Estimating 15 homes with trees into the homes
	Local grocery lost all its frozen food once generator failed

*	Garibaldi (Source is the City)
	1/3 of the homes in the city have damage
	Large building at the Port destroyed

*	Nehalem (Source is the Mayor)
	Flood waters into town but the FEMA funding that paid for raising
businesses resulted in little to no damage of businesses.  Significant
damage into the dairy community though.  To early to tell how much

*	Tillamook City (Source is the city)
	Still without power in several areas.  High school still closed 
	Shilo Motel and restaurant had water into business.  They did not have
water into 
the businesses there.  Hayward Chevrolet had significant water into
business.

*              Outlying areas in south county (Source is County Public
Works)
	Pacific City has power (but not everywhere)
	Deer ridge area has 20 homes with severe damage
	County bridge washed out near the mouth of the Salmonberry and the
Nehalem River.
	Significant railroad track damage.  Train is shut down

Initial damage assessments starting on Thursday.  Coast Guard flyover
today for picture taking of initial damage.

Thanks to ODF for sending a 7 person crew to work with our county crews to
clear roads

Tillamook PUD has contract crews on-site.  Enough to double their
workforce.  Current issue is the PP&L line in North County.  Most of North
County is without power and will be for several more days.

Portland/Tillamook Red Cross shelters in Garibaldi and Tillamook. 
Garibaldi served 80 meals last night.

Needs from OEM
	Work Crews
	ODF South fork crews 3 crews to clear debris from county roads until
roads are clear
	BLM crews with equipment similar to what we had in the 1990 event.  Crew
foreman, truck, scoop, backhoe, etc.
	Road Engineer Type Personnel

	Short term, lots of tarps.  Many roofs exposed to weather throughout the
county
	FEMA Presidential declaration for both public and private. Our damage is
going to be in the millions for public and private.  Initial DA's being
done.
	Generators
	Tom Manning or Sheriff Anderson will get you latest types and numbers
	Emergency Streamlining of permitting process to implement Oregon
solutions Flood reduction projects already agreed to by federal, state and
local OS team members.  In other words get some projects on the ground
under this emergency declaration as everyone already agrees to the
projects.
	Tillamook will be conducting a damage assessment using three teams
starting at 0800 Thursday. The teams will be deployed to north, central
and southern county locations. The teams will just be assessing major
damage areas, initially.
