I wonder if you installed libax25, ax25-tools and ax25-apps I have configured for 2.6 kernel directory tree.

Fedora distro is not very different from Mandriva.

If you follow the FPAC MINI HOWTO step by step you should have no problems for FPAC compilation.

Also I strongly suggest that you upgrade your kernel.
Linux 2.6.25 kernel includes a number of important
fixes about AX25 module.
