Not true.
It is indeed correct that a South East Asia - Middle East - Western Europe
undersea optical fibre cable was damaged on January 30, 2008.

When a communications link fails or becomes overloaded, traffic is
diverted via alternate routes, putting pressure on them. Some of their
traffic must in turn be re-routed. Thus, an outage of a high-capacity
route such as this one can easily have ripple effects worldwide.
