Bob you are to kind to them, better to chain them for the rest of their
natural life to a Tandy computer with only a 50 bps network interface, 100
bytes of RAM, tape drive storage and only a Morse key for data input. No
upgrades permitted.
Seriously, considering the financial damage they do, the punishment does
not in most cases, fit the crime.
If I was convicted of robbing a bank of $500 I would get ten years. These
little hooligans do tens of millions of dollars worth of damage and are
given only a slap on the wrist. "There aint no justice" as they say.
