	I think containers were forced on us, due to the extreme pilfering on
the wharves.
	The wharfies at the time containers were mooted, went into their
expected strike mode.  No doubt they saw an end to pilfering.
	It was quite common to find cheap items that had obviously been come
off the wharves.
