F6FYD/HH2FYD - Yannick will leave Haiti early next month. He will try to
go to St. Martin (FS/F6FYD) on Saturday March 8 to 9 and then he will go
to St. Barthelemy until March 12 and back to St. Martin and France. QSL

22/02/2008:  Phil/G3SWH and Jim/G3RTE will be active as 8R1PW from
Georgetown, Guyana, February 22-29th. They will operate CW only on
160-10 meters, and will concentrate on the low bands, and on 30, 12 and
17 meters (activity on 160m is possible, but will depend upon QRN and
site conditions). Propagation permitting, they plan to have two stations
on the air for as many hours every day as is possible. QSL via G3SWH,

22/02/2008:  Jean Mary, F8CHM will sign FR5EZ from Reunion Island
(AF-016, DIFO FR-001 for the French Overseas Islands Award, WLOTA
LH-1812 between February 22nd and March 21st. QRV on all HF bands plus

22/02/2008:  Art, NN7A will operate as V31JZ/p from South Water Caye,
Belize (NA-180) from February 22-26th. This will be a one-person
operation using a 100 watt transceiver with vertical and wire antennas.
Operation will be mostly CW on 40-10m including WARC bands, with some
80m and 160m. Some SSB on 20m and 15m IOTA frequencies is possible,
conditions permitting. No skeds, please. Operation will be from a
cottage on the beach using battery and solar power. QSL direct via NN7A

23/02/2008:  Activation of Honeymoon (NA-034, USi FL-017S, Pinellas
county), Florida. The Mid Florida DX Association will be holding a
Special Event Station in memory of Founder and 1st Club President Dan
W2NDP SK. Dan became a SK in August 2006. Dan was an avid DXer for over
45 years. His loss is felt by to the entire Amateur community locally
and world wide. Dan started operating Honeymoon Island in 2003 while a
member of STARC (Sheriff's Tactical Amateur Radio Communications). Later
Dan and several other members operated from Gasparilla Island (NA-069)
in addition to Honeymoon Island (NA-034). This is a one day operation on
February 23rd. using the special call sign N2D. Operators mentioned are
Tony/N2MFT, Steve/KS4WA and Budd/N4WBJ. Bands will be 20 metres, 15
meters and maybe 17 meters (depending on propagation) and the IOTA

digital modes on 12, 17 and 30 meters. Hardy will try also in RTTY and

16/07/2008:  From Frosy, K5LBU/C91CF - We have had one of our group drop
out from the dxpedition to Mozambique this July. So we are looking for
one or two that would like to join up with us. We plan on arriving in
Maputo on July 16th where we will be picked up by the folks at the Blue
Anchor Inn (WW Loc. KG64IE) where we will be operating from this July.
They will take us back to the airport on July 31st for our return home.

20/02/2008:  Ross, VK1UN is getting QRV on EME soon from Afghanistan
(Grid MM57) on 2m and 6m EME. The old YA prefix is no longer in use, so
T6 is now the official prefix of Afghanistan. Ross, T61AA has been
active on 20m SSB today, for approx 60 minutes. His QTH is Faizabad and
will be there for up to 2 years. Ross is ex-VK1UN/VK8UN, 4W6UN and
EX1UN. Present equipment is a Tokyo high power amplifier for HF/6m and
also a new Acom for HF and 6m. Small antenna on 2m now (2x8ele), but

20/06/2008:  Operators Jim/K4BI, Mario/K2ZD, Meredith/K8BBN and
Daphne/N2TIN will be on a 6 meter only DXpedition to Cayman Islands

50.105 USB. Equipment will be FT-100D, Acom-1000 1KW amplifier and M2-5
element yagi at 48 feet. They will be using the call sign ZF2BI or ZF2ZD

05/08/2008:  Dirk, ON4IMM will be on a holiday DXpedtion August 5-16th

ARRL DXCC Desk Approves 3Y0E Operation (Feb 20, 2008) -- ARRL DXCC
Manager Bill Moore, NC1L, reports that the 3Y0E DXpedition to Bouvet
Island from December 2007-February 2008 has been approved for DXCC
credit. "If you had cards rejected for this operation, please send an
e-mail to the ARRL DXCC Desk (dxcc@arrl.org) to have your DXCC record

Diego Section). Rod Dinkins, AC6V has become a silent key. Rod was a
well-known author of Amateur Radio Books, and creator of www.ac6v.com
He is survived by his XYL, Karla.

Kosova and Adding New Countries to DXCC

Naturally there are many questions about the DXCC status of Kosova, and
whether or not it will be added to the DXCC list.

The DXCC rules, which were modified in 2000 to better handle inclusion
to DXCC, are clear on how additions can be made:

For inclusion in the DXCC List, conditions as set out below must be met.
Listing is not contingent upon whether operation has occurred or will
occur, but only upon the qualifications of the Entity.

Political Entities, Geographical Entities, Special Areas

#1, Political Entities is the category with which we are concerned with
respect to Kosova.

1. Political Entities:

Political Entities are those areas which are separated by reason of
government or political division. They generally contain an indigenous
population which is not predominantly composed of military or scientific
personnel.

An Entity will be added to the DXCC List as a Political Entity if it
meets one or more of the following criteria:

a) The entity is a UN Member State.

b) The entity has been assigned a callsign prefix bloc by the ITU. (The
exceptions to this rule are international organizations, such as the UN
and ICAO. These Entities are classified under Special Areas, 3.a); and
Ineligible Areas, 4.b).) A provisional prefix bloc assignment may be
made by the Secretary General of ITU. Should such provisional
assignments not be ratified later by the full ITU, the Entity will be
removed from the DXCC List.

c) The Entity contains a permanent population, is administered by a
local government, and is located at least 800 km from its parent. To
satisfy the "permanent population" and "administered by a local
government" criteria of this sub-section, an Entity must be listed on
either (a) the U.S. Department of State's list of "Dependencies and
Areas of Special Sovereignty" as having a local "Administrative Center,"
or (b) the United Nations list of "Non-Self-Governing Territories."

New Entities satisfying one or more of the conditions above will be
added to the DXCC List by administrative action as of their "Event
Date."

So, Kosovo will be added to the DXCC list if it becomes a member of the
UN, or (2), if it receives a prefix bloc from the ITU. The third
condition does not apply. The date upon which either (a) or (b) occurs
will be the event date. [ARRL]
