IARU ENDORSED BOOKLET PROMOTING ETHICS. Bill Moore, NC1L, ARRL Awards
Manager, reports on the DXCC Blog Web page: "A 67-page booklet, 'Ethics
and Operating Procedures for the Radio Amateur' by John Devoldere, ON4UN,
and Mark Demeuleneere, ON4WW, is available for free download from the
ARRL Web site. The booklet is an 'Americanized' version of the booklet
that the authors wrote for an international audience. An international
version is also available. At its June 2008 meeting, the IARU Administra-
tive Council endorsed and recommended the principles set out in the
booklet as a means of encouraging all radio amateurs 'to operate to the
highest levels of proficiency, with proper consideration for others using
the amateur radio bands' and as a tool 'to teach newcomers and others
correct operating behavior.' The booklet mainly addresses HF operating
issues, but the principles are also applicable to VHF and higher bands.
ARRL Chief Executive Officer and IARU Secretary David Sumner, K1ZZ,
expressed appreciation for Devoldere's and Demeuleneere's efforts:
'The authors are well known, experienced HF operators who are concerned
about on-the-air operating standards and who decided that 'It's better
to light a candle than curse the darkness.' Anyone who reads their
booklet will learn something, no matter how experienced they may be.'"

sure how Mac, W3HC, had cards for them. Be that as it may, please
announce that I am not the 'new' manager for 7X5VRK. I will be returning
all cards on hand to their senders, as well as any donations that were
enclosed. I will update sites like QRZ, IK3QAR, etc. The route for
7X5VRK, per 7X5AV, Djamel, Club Manager, is: BOU-SAADA Radio Club,
   PO Box 300HB, Bou-Saada 28200, ALGERIA."

NEW QSL MANAGER. Petr, OK1DOT, informs OPDX that he is now the QSL
Manager for Walter, 9G5SW. Petr is also the QSL Manager for: 3W22S,

TO5FJ QSLING. Paul, F6EXV, states (edited):"Hello all, 9 months after
the expedition to St. Barth, I am still receving cards almost daily.
I would like to stop answering direct requests and will confirm every
QSO in the log with a bureau card. I AM NOT CLOSING THE LOG, but would
be grateful to those intending to request a card direct to do so without
further delay. The log has been uploaded to LoTW, and can be checked
on my webpage <www.f6exv.org>. I will QSL the left-over labels (I
printed all the labels for all the contacts, and the left-overs are
those for which a card request has not been received yet) via bureau
by December. The bureau card requests received to date have already
been answered (and also those with insufficient postage)."

UA4WHX QSLS. Several DX mailing lists report that the editor of "The
Daily DX" (Bernie, W3UR) has indicated the following: "Many DXers have
been asking about the status of the QSLs for UA4WHX, Vladimir. He was
   the operator of 3DA0VB, 4K0VB, 4L0B, 5H3VMB, 5R8VB, 5X1VB, 5Z4/UA4WHX,
   7P8VB, 7Q7VB, 9J2VB, 9U0VB, 9X0VB, A25VB, C91VB, D20VB, D60VB, J20VB,
   OD5/UA4WHX, ST2VB, V51VV and Z2/UA4WHX. Over 310,000 QSOs were made
and hand logged. The QSLs are beautiful photo cards and are also being
hand written. They are definitely worth the wait. Vladimir tells 'The
Daily DX' that about 50% of the direct QSL cards have been answered.
He does not think the job will be completed by year's end. Do not resend
at this time as it will only slow down everything. DXers who are waiting
for their QSLs can ask about the status via E-mail to UA4WHX. His address
   is listed on QRZ.com."
