         Tongatapu (OC-049), Tonga on 17-24 October. He will operate CW  and

A3     - Masa, JA0RQV (http://blog.goo.ne.jp/rqv) will be active as  A35JP/p
         from Vava'u Island (OC-064) from 31 October to 2 November. He  will
         operate  CW  and  SSB  on  40-6  metres,  running  100  watts  into
         verticals. Prior to that, he will be QRV as  A35JP  from  Tongatapu
         (OC-049) on 24-29 October. Main activity will be during the  CQ  WW

C9     - Beth, MW0VOW and John, ZS5J will be active as C91B from  Mozambique
         from 20 October to 3 November. They will  operate  CW  and  SSB  on

DL    -  Special   callsign  DL25UNION  is  active  until  31  December   to
         celebrate the 25th anniversary of the end of the process  in  which
         the German Democratic  Republic  joined  the  Federal  Republic  of
         Germany to form the reunited nation  of  Germany.  QSL  via  DJ6SI,

EA9    - DG0OHD, DG5AA, DK8YY, DL1AOB, DL1AWD, DL5AOL and DL8ALU are  active
         from Melilla on 14-19 October. They operate SSB,  CW  and  RTTY  on
         160-10 metres and will take part in the WAG  (Worked  All  Germany)
         Contest  (http://www.darc.de/referate/dx/contest/wag/en/)  on 17-18

JA     - Take, JI3DST will be active as JI3DST/5 (CW and SSB)  and  JS6RRR/5
         (RTTY and FM) from Shodo (AS-200) on 24-26 October and  again  from

PY0F   - Godoi, PY4NY will be active  again  as  PY0NY  [425DXN  1253]  from
         Fernando de Noronha (SA-003) from 28  October  to  5  November.  He
         will operate CW, SSB, PSK31 and RTTY on  40-10  metres,  and  maybe

SM     - Jef DD2CW, Marcel ON6UQ  and  Roger  ON7TQ,  along  with  SWL  Dirk
         ONL741, will be active again from  SI9AM  (the  King  Chulalongkorn
         Memorial Amateur Radio Society, www.si9am.com) in Ragunda on  21-28
         October, including an entry in the CQ WW DX SSB  Contest.  QSL  via

SV     - Nicolas, F1RAF will be active again as SV8/F1RAF from Poros  Island
         (not IOTA) on 25-31 October. He will operate SSB only  on  20,  17,
         15, 12 and 10 metres. QSL via home call, direct or bureau (OQRS  on

V2     - V26OC (QSL via N3OC), V26RA (QSL via  K3RA)  and  V26BZR  (QSL  via
         W2BZR) will be active from Antigua (NA-100) on 18-28 October.  Main
         activity will take place as V26B (QSL via LoTW or  direct  only  to

YB     - As part of a "Moluccas  IOTA  Tour",  Budi,  YF1AR  (www.yf1ar.com)
         will be active as YF1AR/8 from  the  Barat  Daya  Islands  (OC-272)
         starting on  15  October  "until  further  notice".  Plans  are  to
         operate mainly SSB on 80-10 metres. QSL via the OQRS  on  Club  Log

ZL7    - Graham, ZL3MA,  will  be  active  as  ZL7/ZL3MA  from  the  Chatham

REDEFINED Q-CODE ---> A redefined Q-code (QTX) is  promoted  to  communicate
the state of affairs clearly from both ends of the DXpedition  circuit.  The
new QTX code was released over the past weekend at  the  ARI  DX  summit  in
Rome, Italy and the RSGB Convention in the UK.
"The new meaning of QTX: when a DXpedition  operator  clearly  spells  out a
callsign and a number, it simply means that a targeted station  should  stop
transmitting for a specified time period, say 1 hour,  and  then  come  back
with a retuned method and mind. Alternatively, a  DXer  can  send  QTX  with
band and time to a pilot  station  indicating  that  a  specific  DXpedition
operator's efficiency and throughput - the rate, that is  -  has  reached  a
point where the DXpedition operator cannot handle the task at hand, so  much
so that it all results in a chaotic  situation.  The  DXpedition  management
folks should then act accordingly to deal with  this unfortunate  operator".

THE FUTURE OF THE IOTA PROGRAMME ---> The following release  was  posted  by
the Radio Society of Great Britain's General Manager  on  10  October:  "The
RSGB Islands on the Air (IOTA) programme celebrated its 50th anniversary  as
a premier DX programme in July 2014. The last  fifty  years  have  seen  the
programme grow to 2,500 active island chasers and approximately 15,000  more
casual participants. It is perhaps second in scale and  scope  to  the  DXCC
award; indeed, many would argue  it  is  even  more  challenging  than  that
programme.
Last year the Board identified a number of  challenges  that  the  programme
faced, not least of which was the need to provide an IT  system  that  would
allow online island credit submission akin to Logbook of the  World  (LoTW).
Since that time, a small group of IOTA enthusiasts  has  been  working  with
the Society to ensure that the IOTA programme continues  to  grow  and  play
the prominent role that it has done  in  Amateur  Radio  DXing  and  contest
activity for the last fifty years.
That work has now come to fruition and we are pleased  to  announce  that  a
new organisation will be formed, to be called the IOTA Foundation.  It  will
be  run  by  IOTA  enthusiasts  and  will  manage  the  IOTA   programme  in
partnership with the Society. One major task for the new  organisation  will
be to develop a new online credit system that is  due  to  be  completed  in
2017.
Roger Balister (G3KMA), Bob Barden (MD0CCE), Cezar Trifu (VE3LYC) and  Johan
Willemsen (PA3EXX) are the team who will implement the IT changes  and  form
the IOTA Foundation, with representation from radio  amateurs  at  home  and

TX3X ---> The TX3X team logged their last QSO at 17.17  on  11  October  and
left the island at 3 UTC on the 12th. The voyage back to New  Caledonia  was
not smooth: "with 2-3 meter seas, coming at us  from  different  directions,
and heavy winds the boat and passengers took  a  significant  beating".  All
the logs have been uploaded to the server, and the current  statistics  show
50104 QSOs (50.8% CW, 38.9% SSB and 10.3% RTTY) with 14401 unique  callsigns
(28.74%) located in Asia (44.43%), North America (30.22%), Europe  (20.19%),
Oceania (3.71%),  South  America  (1.23%)  and  Africa  (0.23%).  There  are
hundreds of e-mails asking for a "log check",  and  the  team  reports  they
"will begin the process of working through the NiL and busted calls when  we
are near a reliable Internet connection. This will probably not be until  19
October".

VP8SGI & VP8STI ---> This appeal (abridged) comes  from  the  organizers  of
the  January-February  2016  VP8STI  (South  Sandwich)  and   VP8SGI  (South
Georgia)  DXpeditions.  "Analysis  of  our  funding  shows  us   that  while
individual donations have exceeded all  expectations,  club  donations  have
not. We are seeing that many clubs that gave FT5ZM or  K1N  $1000-$2000  are
giving us $500 or a fraction of what they gave to these  other  DXpeditions.
Some clubs that gave quite  generously  to  other  recent  DXpeditions  have
decided not to make any donation to us. While we appreciate each  and  every
donation, with a budget of $425,000 we are making  small  incremental  steps
when leaps and bounds are needed. To date, we  have  raised  $142,000  above
the team contribution of $210,000. We still have a deficit of  $73,000  that
we need to fill as much as we can. At this time, we  are  asking  for  those
Foundations and Clubs that have not yet made a donation to  please  consider

+ SILENT KEY + Franz Nieberding, DK1II  (DA0I)  passed  away  on  8  October
2015. Licenced since 1966, he was primarily a CW operator - but enjoyed  SSB
and RTTY as well - with  a  focus  on  DXing  and  contesting.  He  was  the
organizer and team leader of the 7O1YGF  DXpedition  to  Yemen  (2000),  and
participated in the  5A7A  (Lybia  2006),  ZL8X  (Kermadec  2010)  and  T32C
(Kiritimati/Christmas Island 2011) DXpeditions. Other DX activities  include
YJ0AII (2004), ZL7II (2004) and 3D2II (2010).
