3X, GUINEA. "The Daily DX" reports that John, VE2EQL, will be active as
3XY0D from KanKan, between now and August 9th. Activity will mostly be
on 20/17/15 meters, with some activity on 40 meters. He plans to be on
the air around 1000-1100z and after 2300z. QSL via his home callsign.
5R, MADAGASCAR. Some reports indicate that Jean-Marc, F1HDI, will be
part of a DXpedition team planning to activate Sainte Marie Island
(AF-090), from September 20-25th. Activity seems to be focused on 144
MHz EME, but HF is mentioned. More details are forthcoming.
6V, SENEGAL. Laurent, F8ATM, will be active as 6V7L between August 8-22nd.
Activity will be on all HF bands using SSB and RTTY. QSL via his home
callsign, direct or by the bureau.
6V, SENEGAL (Special Event). The Senegalese SNRASEC ARC (6W7PCT) will
activate the special callsign 6V7SPACE during the Space Week between
October 4-10th. A rendezvous is scheduled on October 4th for an air
meeting between a class at the Grandcour school (Switzerland, Fribourg
Canton) and the Scientific Club of the College IV of Mbour (Senegal).

8J, JAPAN (Special Event Stations).............
8J1A - Will be activated between August 1-24th to celebrate the 2008
Amateur Radio Festival. QSL via the JARL Bureau.
8J5IKUJU - Will be activated between August 1st and October 26th to
celebrate the 32nd National Ikuju (or Cultivating Trees)
Festival. Activity will be on all bands and modes. QSL via
the JARL Bureau.
8J750MCS - Will be activated between August 1st and October 31st to
commemorate the 50th anniversary of the Japan Cancer Society
and Miyagi(Pref.) Cancer Society. Look for activity on all
bands and modes. QSL via the JARL Bureau.
8Q, MALDIVES. Andrew, G7COD, will once again be active for the fifth
time from the Island of Embudu in the Kaafu Atoll, Maldives (AS-013),
using the callsign 8Q7AK between 0800z, October 12th and 0800z, October
25th. Activity will be on 40-12 meters using CW and SSB. He plans to be
operational every day from approximately 0730-0830z, 0900-1030z, 1300-
1500z and 1730-1745z. Suggested frequencies are (+/- QRM):
SSB - 7063, 14147, 18133, 21253 and 24953 kHz
CW - 7003, 10103, 14003, 18073, 21003 and 24893 kHz

Andrew/G7COD (edited): "I am completely up-to-date with the return of
QSLs for those received direct and/or eQSLs from previous activations.

not received a return QSL for cards sent via the bureau this is because
of the slow process rate. I will return cards via the bureau as soon as
possible, as and when I receive them from the bureau. All QSLs should
be sent via the bureau or direct to G7COD. Please note: 8Q7AK is approved
for DXCC credits."
9Q, DEM. REP. OF CONGO (But Moving To A6). Philippe, 9Q1TB (F5LTB), has
announced this past week that after 5 years he is leaving the Democratic
Republic of Congo (DRC) and is expected to move to the United Arab Emirates
(A6) in September. He has already applied for an A6 licence. However,
Philippe continues to be active from DRC, mainly speaking French, on 40-6
meters. He prefers 20 meters SSB (lower portion) between 0700-0800z and
15 meters (21188 kHz) between 1500-1600z using only 100 watts. He reports
that he has removed his 160/80 meters antennas. QSL via SM5DJZ.
AT25, INDIA (Special Event). Jose, VU2JOS, from the National Institute
of Amateur Radio (NAIR), announced the celebration of the 25th anniversary
of NIAR, the premier Amateur Radio organziation in India. The following two
special callsigns will be activated:
AT25MY - From NIAR in Hyderabad. Operators will be VU2MY (S.Suri), VU2MYH
(S.Ram Mohan), VU2BL (Ms.M.Bhanumathy), VU2JOS (Jose Jacob),
VU2YAM (Ms.S.Yamini), VU2LFA (Sushil Kumar Dhingra), VU2JMA
(Ms.B.Jayamma), VU2UWZ (S.Madhu Mohan) and VU3LMS (Ms.Lissy
Jose).
AT25RG - From New Delhi. Operator VU2RBI (YL Bharathi).

CARIBBEAN TOUR TO START THIS WEEK. Operators Freddy/F5IRO and David/F8CRS
will be making visits to the Islands of Martinique and Guadeloupe between
August 4-21st. Their schedule and stops are as follows:
August 4-17th - Active as TO8S from Les Saintes Island (NA-114); with
2 HF stations, mainly CW on 80-10 meters (some SSB and
RTTY too). During the same period, they will try to be
active as FG/homecall from Guadeloupe (NA-102) for 3-4
days with one station, and FM/homecall from the Island
Martinique (NA-107) for 3-4 days. It is recommend to
watch the clusters!
August 18-21st - They will end their stay and be active as FM/homecall
from the Martinique (NA-107) with 1 station.
Operations will be holiday style during their spare time. QSL via F8CRS,
by the Bureau or direct (w/SAE+postage).
C6, BAHAMAS (IOTA/Lighthouse Op). Look for C6APR to be activated again
from Crooked Island Lodge, Pittstown Point, Crooked Island (NA-113) between
October 23-26th. Activity will include the 2008 CQWW SSB Contest. Before
and after the contest, C6APR will be on the HF bands including 30/17/12
meters using CW and SSB. Also before and after the contest, the callsign
C6AXD will be used on HF RTTY. Both calls are good for Bird Rock Lighthouse
(ARLHS BAH-005, TWLHD WLHC6-002, WLOTA LH-0118, Admiralty J4792) as well
as IOTA NA-113 and Grid FL22tt. All QSLs go to K3IXD.
D4, CAPE VERDE. Luca, IK2NCJ, will once again be active from the D4C
Contest station on Sao Vicente (AF-086, WLOTA LH-1976, WW Loc. HK76MV),
Cape Verde Islands, August 6-18th. This time he will have Girts, YL2KL,
with him for the Worked All Europe CW Contest (August 9-10th) as a Multi-
Single entry. Luca is also expected to be in the SARTG World Wide RTTY
Contest (August 16-17th). He will be watching 6 meters while there. The
6 meter beacon runs 40 watts and the beacon will be on 50.034 MHz with
a vertical antenna. QSL via IZ4DPV.
DXCC NEWS.................
* Bill Moore, NC1L, ARRL DXCC Manager, reports that the following operation
is approved for DXCC credit:
5X4X - Uganda; Current operation effective 2007
If you had cards rejected for this operation, send an E-mail to
dxcc@arrl.org to be placed on the list for an update.
* Buzz, NI5DX, reports, "I have heard from NC1L about the acceptance of
YI9WV's operation for DXCC credit. I am pleased to state that Kitch's
activities have been approved for DXCC credit."
* During the ARRL Board of Directors Second Meeting of 2008, held on July
18-19th in Windsor, Connecticut, the Board acted on the "Programs and
Services Committee" report voting to eliminate Rule 5 from Section III
of the DXCC Rules. The Committee realized that while publishing log data
can have a detrimental effect on operating awards, it was not possible
to control such actions and the rule cannot be enforced. As part of an
effort to maintain the integrity of operating awards programs, the Board
called on staff to create resources and guidelines for QSLing and for
QSL managers. These guidelines will help people who QSL to understand
the "best practices" and help to support the work of the QSL manager
so that access to log data won't degrade Amateur Radio's long tradition
of the "honor system."
* 2007 DXCC HONOR ROLL LIST (Update). Bill Moore, NC1L, ARRL Awards
Branch Manager, reports: "Upon further review it was determined that
the 2007 Honor Roll list that was published in August 2008 QST was
produced from a corrupted report feature in the DXCC software. Because
there is so much data produced from the raw list (almost 8,000 lines)
it was not possible to do a complete review.
Since the report is too large for a line-by-line review, random
samplings were checked and many were found to be OK. It was not until
the complete report was published that we found the report had more
errors than originally thought.
Publishing a simple correction in an upcoming issue of QST is not
possible. Since the 2007 DXCC yearbook was just getting ready to go
to the printer we placed it on hold. We will be expanding this issue
even more to accommodate a complete reprint of the 2007 Honor Roll
list (something many of you have suggested in previous years.) The
2007 Honor Roll list will also be published on the DXCC web site and
this list will be separate from the current "live" online Honor Roll
list.
We regret any inconvenience caused by this and we appreciate your
patience and understanding.
Note: DXCC numbers as shown on the website are not affected by this
problem. The report generator is a separate module that takes
information from the DXCC database. The errors that were shown in the
list were taken from a previous submission only.

H40, TEMOTU PROVINCE (Rare IOTA). "The Daily DX" reports that Mike/KM9D
and his girlfriend Jan/KF4TUG will once again begin sailing soon and plan
to make their first stop to Temotu Province (H40). They hope to activate
Vanikolo Island, a rare IOTA in the OC-163 group.
II5, ITALY. Look for special event station II5EME will be active until
August 15th. Activity is to celebrate the 13th International EME Conference
that will take place in Florence on August 8-10th. QSL via IW5EIJ, direct

IO7, ITALY. Operators Nicola/I0SNY, Francesco/IZ7DTC, Peppe/IW7EBE and

IOTA NEW...........................
EU-064. Dirk, ON4IMM, will be active as F/ON4IMM on a holiday DXpedtion
to L'Epine, Ile de Noirmoutier (DIFM AT-020 for the French
Islands Award, WLOTA LH-1224, WW Loc. IN86UX), August 5-16th.
His main focus will be on 144 MHz meteor scatter, using IC-746
and RF Solutions 10 element yagi. Mode will be FSK441 - CQ
with QSY frequency, main frequency will be 144.370 MHz. Outside
the meteor shower, look for Dirk to be active on the HF bands,
plus 6 meters using 5 watts and a 4 element yagi. QSL via his
home callsign, direct or by the bureau.
EU-074. Members of the Granville ARC (F5KAQ) will be active from
Brehat Island (MA-012 and WLOTA 2010), September 1-8th.
Activity will beon 80-10 meters using CW, RTTY, PSK and SSB.
They will also be on 144 MHz to 10 GHz SSB. Operators mentioned
are F9ZG, F5NKX, F5RJM, F5HVI, F6ACH, F6CMC, F8PDR and possibly
some guests. During this week's activities, some QSOs may be
valid also for lighthouses, castles and mills.
EU-165. Gerry, IZ1DSH, will be active as IM0/IZ1DSH from the Island
of Tavolara (IIA OT-071 [ex SS-068], MIA MIS-040, also count
for WLOTA LH-1839, WW Loc. JN40UV), August 9-17th. Activity
will be on 40-10 meters SSB, using a TS-140 and a 7 band
portable vertical antenna. QSL via his home callsign, bureau
is preferred. No eQSL!
SA-037. A team from Venezuela and from the 4M5DX Group will activate
YW5IOTA from La Blanquilla Island (FK70 and WLOTA L-0894),
August 4-7th. Activity will be on all bands and modes. QSL

Members of the "RADIO CLUB URUGUAYO" will be active as CV1AA from
"Faro Puerto del Buceo West Breakwater" lighthouse (ARLHS URU-014,
ILLW UY0003) during the 2008 International Lighthouse and Lightship
Weekend (ILLW), from 2000z Friday, August 15th, until 2359z Sunday,
August 17th. Activity will be on 160-15 meters using CW and SSB with
at least two stations on the air and VHF/UHF with one station. QSL
for this activity go only DIRECT to Radio Club Uruguayo, P.O.Box 37,
11000, Montevideo, URUGUAY, SOUTH AMERICA, with SAE and IRC or 2
green stamps.
(UPDATE) Members of the Spanish Demons DXer's Team will be on the Island
of Arousa (EU-080) from August 5-6th, and plan to activate the lighthouse
on the island known as Punta Caballo (SPA-222). It is also valid for WLOTA
0368. Demons DXer's operators Gus/EA1YG and Art/EB1TR, along with their
guest Francisco/EA1DD, will use the special callsign EE1DD. Activity will
begin on August 6th and end once they have 1000 QSOs logged. Operations
will be on 80-6 meters using CW and SSB. QSLs can be sent via direct or

Members from the Panama Canal Amateur Association (PCARA) and Radio
Club de Panama (HP1RCP) will be active using the special callsign H81L
on August 16-17th, from the Panama Canal Miraflores Locks Lighthouse
(PAN-030) located by the City of Knowledge (Ciudad del Saber) - (the
old U.S. Army Fort Clayton). Activity will be CW, SSB and the Digital
modes. QSL via HP1RCP.
Members from the Radio Club Argentino will operate from Martin Garcia
Island (SA-055), August 14-18th, and plan to activate its Lighthouse
during the 2008 International Lighthouse and Lightship Weekend (ILLW).
The callsign to be used will be LR5D and activity will be on both SSB
and CW, on 80-6 meters. The operators are: LU1ARG, LU1BCE, LU7ADC,
LU4BR, LU5ANL and LU1AMH. QSL via LU4AA.
Members of the Turkish group called TCSWAT (Special Wireless Activity
Team) will activate the special station TC1YLH from Yesilkoy Lighthouse
(TUR-055) during the International Lighthouse/Lightship Weekend, August
16-17th. Operators will be TA1HZ and TA2RX. This is the first time that
this historical lighthouse will be activated. The lighthouse was built
in 1856. Activity will be mainly on 15/20/40 meters and 2 meters. For

OQP DATE WRONG CQ MAGAZINE. Jim, K8MR, reports that the "Calendar of
Events" listed in the August 2008 CQ Magazine (page 96) has erroneously
listed the Ohio QSO Party (OQP) as being on August 30-31st. It is actually
on Saturday, August 23rd, or 1600z August 23rd to 0400z, August 24th.
Jim states, "There are no contests listed for the weekend of August
23-24th. I suspect there are wrong dates for several of the others listed
for August 30-31. I hope to see you all in the OQP on SATURDAY, AUGUST

Paul, A35RK, informs OPDX that he has uploaded his July 2008 log to
the LoTW. He states, ".... I discovered something interesting. I
uploaded 397 Q's, all but 4 of which were either RTTY or PSK31 contacts.
Immediately, LoTW reported that I already had 100 confirmations on
record for the month of July, ALL 100 of which were for digital
contacts...none for CW or SSB. That's better than a 25% 'return'
rate! Compare that to an average 'request for QSL via W7TSQ' of
about 10-12%. It would appear that LoTW is gaining in popularity,
especially amongst the 'digital crowd'."

J200MM/J20RR BUREAU QSLS. Silvano, I2YSB, QSL Manager of J20MM and
J20RR, informs OPDX readers of the following (edited): "First of all
let me clarify that I (I2YSB) am a good standing member of A.R.I.
Said that I was surprised when I have received several envelopes
from foreign radio amateurs containing their QSLs sent to me via
the bureau (since I am the QSL Manager) for J20MM and J20RR DXpedition
and their QSLs were rejected by the Italian QSL Bureau (Managed by
A.R.I.) with the wording: 'A.R.I ITALY - QSL BUREAU - NOT MEMBER'
I wanted to confirm to all those that requested QSL cards of J20MM
and J20RR via E-mail (in excess of 1000) that I have sent the cards
to everybody through the Italian Bureau. I have also answered the
3565 QSLs received through the Italian Bureau (2806 via the office
in Albino and 759 via the one in Broni). I have made a very limited
sample survey (130 E-mails sent to OM of 28 nations to whom I have
answered via the Italian bureau) asking if they had received their
QSL, and I have received 7 positive answers and 80 negative answers.
I have sent a letter to the person responsible for the Italian QSL
Bureau explaining what happened, but so far I have not received any
answer.
For the next DXpedition, the Manager for the Bureau service will
be G6MBY, and for next year please be advised that I2YSB will no
longer member of A.R.I.....

and the team is safely off the erupting volcano. A reminder from

TC17GS QSL UPDATE. Urcun, TA0U, reports that TC17GS was active between
June 1-15th (2008) and recently announced that all QSL cards will be

T8, PALAU. Hidenori, JI2TXU, will once again be active as T88TX from the
West Plaza Hotel By The Sea, Koror, Palau (OC-009), from August 15-20th.
Activity will be on 40/20/15/12/10/6 meters SSB. QSL via JI2TXU.
TO4, SAINT MARTIN. Paul, K1XM, is planning to be operating from French
St. Martin for both CQ WW DX Contests this year. The callsign for both
contests will probably be TO4X. For the CQ WW DX SSB Contest (October
25-26th) he will be a Single-Op/All-Band (possibly an assisted) entry
(depending on an Internet connection). For the CQ WW DX CW Contest
(November 29-30th) he will be a Multi-2 or maybe Multi-Single entry
with WA1S and KQ1F. KQ1F will be the QSL Manager for both operations.
TOKYO DX BANQUET (Update). All DXers are invited to attended the "2008
DXers Banquet in Tokyo" that will be held on the evening of August 23rd,
in conjunction with the 2008 Ham Fair in Tokyo. The location of the
banquet is the Tokyo Fashion Town (TFT) building, East-Wing 9th floor.
The place is about a 7 minute walk from the Big Site Ham Fair location.

TRIPLE PLAY AWARD (A new WAS award!). During the ARRL Board of Directors
Second Meeting of 2008, held on July 18-19th in Windsor, Connecticut,
the Board voted to create a "Triple Play Award". This new award, set to
be implemented by January 2009, will be given to those amateurs who achieve
"Worked All States" (WAS) on voice, CW and digital modes. All 150 QSLs
must be exclusively via "Logbook of The World" (LoTW). Only those contacts
made after the award's start date will be eligible.
VP8, FALKLAND ISLANDS (SA-002). It was announced last week that a group
of YL operators will be active from here between January 17-31st. Each
operator will be signing with the callsign "VP8YL*", where the third letter
of the suffix will be assigned to each YL operator at beginning of the
operation. YL operators mentioned at present include: Renee/2I0FLO,

VR2008, HONG KONG (Special Event). Members of the Hong Kong Amateur
Radio DX Association (HARDXA) continued to be active as VR2008O until
August 31st, to celebrate the 2008 Beijing Olympics. Operations will
be primarily HF from 40-10 meters and VHF on 6 meters. The modes used
shall be primarily SSB, RTTY and PSK31. Over the past weekend activity
was on 20 meters SSB/RTTY/PSK31 and 17 meters SSB. QSL direct only to

August 15-24th. This activity is to commemorate The Bangalore Amateur
