CQ NEWS (CQ Reconsiders Policy on Crimea in CQ Contests). The following
was announced Tuesday, October 21st: "In response to requests from a large
number of contesters around the world, CQ has reconsidered its decision
regarding the acceptance of logs from stations in Crimea in CQ-sponsored
contests.
As CQ Publisher Dick Ross, K2MGA, explained, 'a large portion of the
contesting community felt that we were unfairly denying our fellow amateurs
in Crimea of the opportunity to fully participate in our contests. Since
the country list for CQ contests is based on a combination of the Worked
All Europe (WAE) and ARRL DXCC lists, and the ARRL has already adopted a
policy regarding Crimean stations in its award and contest programs, we
will amend our policy to be consistent with the ARRL's DXCC policy.'
'Therefore, the listings of Crimean stations submitting logs for CQ
contests will be based on the call sign under which they have operated.
If they used Russian-issued calls in the contest, they will be listed
under Russia; if they used Ukrainian-issued calls in the contest, they
will be listed under Ukraine. This change reflects not only the desire
of many contesters around the world, but also of a large majority of
members of the CQ World Wide DX Contest Committee.'"

IOTA and Crimea - "IOTA Management has decided that, given the unresolved
political situation in Crimea, it has no course open to it
except, for a period initially of one year, to freeze certain
actions connected with Crimea that it would normally take in
the routine management of the IOTA programme. This means that
it will not accept or issue credit for EU-180 operations taking
place after 17 March 2014 that use a non-Ukrainian callsign,
or accede to any requests from programme participants for update
of their records or changes of callsign and/or checkpoint that
involve a change of DXCC entity. The Committee will review the
situation after one year in the light of developments. IOTA

           practice adopted elsewhere..... G3KMA, 21 Oct 2014"

KP1, NAVASSA (Press Release). From the The KP1-5 Project, dated October
22nd: "The U.S. Fish & Wildlife Service has notified the KP1-5 Project
that they will be the team to activate Navassa Island (KP1) in January 2015.
The DXpedition will be a maximum of fourteen days. The exact dates in
January will be determined by USFWS mission requirements and weather
windows.
Our experienced team of fifteen is complete and is ready for the
challenge. The weeks ahead will be extremely busy as the team has less
than 90 days before the DXpedition comes on the air.
January is the month of minimum bird nesting activity and this is the
primary reason USFWS is asking that the operation be completed during
that month. However, the weather is unpredictable in January and because
Navassa is surrounded by cliffs, this may preclude a safe landing by
boat. For safety reasons and in order to maximize our time on the Island
and on the air, a helicopter operation is planned. Navassa is over 100
miles (160 km) from the nearest helicopter staging point and as many as
ten round trips will be required at the beginning and end of the operation.
Obviously, this means that there will be a significant cost for activating
this #1 ranked DXCC entity.
In the next few weeks, we be working with USFWS and as details firm
up, we will issue periodic press releases. Check our webpage,
<http://www.kp1-5.com> for more details of the operation and how you may
financially support this DXpedition.
The KP1-5 Project team has committed to fund 50% of the total costs.
We are hopeful the DX community at large will fund the remainder.
 for The KP1-5 Project,
   Bob Allphin, K4UEE, President
   Glenn Johnson, W0GJ, Vice-president
   Mike Thomas, NA5U, Secretary"

  ADDED NOTES: =

commemorate the Great War between November 1-30th of each year and until
2018 (included).

P4, ARUBA. Operators Elza/K4ISV, Ray/K9RS and Art/N3DXX will be active
as P40S from the P49Y rental station in Pos Chiquito (WW Loc. FK52AL),
Aruba (SA-036, WLOTA 0033), during the CQWW DX SSB Contest (October

P5, NORTH KOREA (Update On The P5/K6VVA Quest). Rick, K6VVA, posted the
following on October 20th: "In just a few months will begin Year #9 of
my quest for approval to operate from P5. There have been many, MANY
different proposals made to the D.P.R.K. Authorities during the past 8
Years. Recently, my primary Advocate and Envoy to P5 has left the NGO to
a new position with a different organization not involved with Humanitarian
work in the D.P.R.K. I am pursuing alternative new pathways to success in
this project to be able to fulfill the intended Humanitarian goal, and the
objective to provide an equal opportunity for all DXCC Program participants
in need of ONE "CW" QSO credit with North Korea.
ADDITIONAL CHANGES & INFORMATION -- An original purpose of the P5/K6VVA
Expedition was to operate from at least one IOTA (AS-197), with background
plans to hopefully QRV from all 4 of the P5 IOTAs. However, based on data
Results of my K6VVA IOTA SURVEY and a very detailed analysis of almost
100,000 QSOs made by 25 different "IOTA-ONLY" Expeditions, plans have now
changed. The previous expressions of interest in donations for Humanitarian
work in the D.P.R.K. were astonishing for which I am grateful. Yet, LESS
than 5% (Five Percent) of Callsigns from the serious IOTA Community in the
combined 2010 + 2014 Honor Roll and Annual Listing Reports participated.
The overwhelming level of support for the Humanitarian goal in the D.P.R.K.
came from the DXCC Community. Accordingly, IOTA is no longer a primary
objective in my P5/K6VVA plans due to lack of IOTA support."

REALTIME BAND CONDITIONS WEB SITE <http://www.bandconditions.com>:
The purpose of this experimental Web site is to provide 24-7-365 actual
(REALTIME) band condition information to CW QRPp, QRPe and CW/SSB for
Contesters interested in increasing their scores. It can also be of
benefit to other Radio Amateurs to determine band conditions for Nets
and casual QSO's. This information is NOT based on any software pre-
dictions or any kind of satellite based readings. It's is based on a
new Ionospheric sounding method called "HF Ionospheric Interferometry"
which operates very similarly to the PolSAR system used by NASA.

PS43, BRAZIL (Special Event). Look for special event station PS43GPB
to be on the air because of the Grand Prix Brasil F1 Race, Interlagos
Circuit, from S=E3o Paulo between November 1-10th. Activity will be SSB
only, and on 20/17/15/10 meters. QSL via PS7AB, direct (SASE + USD),
by the Bureau, LoTW, and eQSL. SWL QSL cards are welcome. For more

STANDARD TIME. Remember to change your clocks next week? Countries who
observe Daylight Saving Time (DST), which took place on Sunday, March
9th, are now expected to move their "local clocks" backward 1 hour on
Sunday, November 2nd, from 2:00 AM local time to 1:00 AM. In 2015, Day-
light Saving Time (DST) will again go into effect on Sunday, March 8th,
at 2:00 AM local time. For the history and details about ST and DST, as
well as an interesting map of the world (showing the countries who observe
DST), see: http://en.wikipedia.org/wiki/Standard_time
              http://en.wikipedia.org/wiki/Daylight_saving_time
              http://www.timeanddate.com/time/dst/2015.html
ADDED NOTE: Hopefully, all amateur radio operators know not to change
their GMT/UTC/ZULU clocks. However, since most operators usually set their
computers to local time, some may have to change their settings on "some"
ham radio software (ex. logging, propagation, DXTelnet, etc..) programs.

TI, COSTA RICA. Operators Eddie/K4UN, Juan/TI2JCY, Carlos/TI2KAC and
Mauricio/TI4ZM will be active as TI5M from Poas Alajuela during the
CQWW DX SSB Contest (October 25-26th) as a Multi-Single entry. QSL via
TI2KAC. The TI5M callsign is the new callsign for the TI8M Contest Group
due to a location change.

VI6, AUSTRALIA (Special Event). Members of the Southern Electronics Group
(VK6SR) will be active as VI6ANZAC between October 31st and November 2nd.
Activity is to mark the 100th anniversary of the departure of the first
convoy of ships carrying ANZAC troops and the significant role Albany has
played in Australia's ANZAC history. Operations will primarily focus on
the HF bands SSB, 80/40/20/15/10 meters including 30/17/12 meter bands,
possibly 160 meters, and depending on the propagation. Also, if they can
find some interested operators, there is some possibility of Digital modes
and CW. QSL via VK3CAM or by the address on QRZ.com.

VK9DLX, LORD HOWE ISLAND (Updates)..................
October 22nd: "Yesterday our last team member Bernd, VK2IA, arrived on the
island. Due to business commitments he was not able to stay with us the
  full length of the DXpedition.
QSOs are running good on all bands, though we observe a decrease of
daily QSO numbers. Due to the relative low ranking in the Most Wanted
list (#59 clublog.org), we expected this. And the latest solar flare
doesn't really help. We will see how conditions develop until the CQWW
  SSB.
Of course we are also preparing ourselves and the stations for the CQWW
SSB contest. We are planning to participate as a Multi-Multi effort with
the callsign VK9LM. Even if you already worked VK9DLX, please call us in
  the contest. Many thanks!
We made some good progress of finding local noise sources which make
life very hard on the low bands. One main source was a small power supply
of a TV distribution network amplifier. Fortunately we could replace it by
one of our notebook power supplies and the noise has almost gone. But mea=
n-
while we have a new noise source, showing up at North America prime time
on 160m. We try everything possible to find the source to get a better RX
  situation on the low bands.
On 80m we are aware that South America is looking for a 80m QSO with us
at their sunrise. We try to be QRV just before Lord Howe sunset (around
0700z to 0730z) the next days.
6m was definitely a highlight the last two days. With a 5 Element Yagi
on a 10m mast, pointed to JA, we were able to make about 260 QSOs. Mainly
with Japan and some VK's. We also observed the opening from North America
to FK, but heard absolutely nothing from them. It is still 1200km from
FK8CP to VK9DLX. We will continue to observe Magic Band on DX-Cluster. We
will also temporarily operate a beacon on 50.114 with antenna directed to
Japan. If you notice anything please send the info to the DX cluster net-
work or to our contact form on our homepage.
We still get e-mails and guest-book entries to change this or that
callsign in the onlinelog. We definitely will not do that during the
DXpedition. If the onlinelog doesn't show your callsign, just work us
again. Regarding LoTW: We will upload our log to the Logbook Of The World
within 3 months after the DXpedition.
Please also have a look at the picture gallery
  (http://www.lordhowe2014.org/service/gallery/index.php) for new impres-
  sions from Lord Howe Island."

October 24th: "This is to inform the contest community that there will be
a Multi-Multi operation from Lord Howe Island in the CQWW SSB 2014. Our
callsign will be VK9LM. We will operate all six contest bands from 160m
to 10m and man the stations when there is propagation from Lord Howe
Island to anywhere in the world. Normally you will get DXcluster spots
where we are on each band. But especially on the low bands it may be
possible that we will not always find a running frequency (especially
when we have to compete against European stations). But don't be shy to
contact us to ask for a QSY frequency on 160m, 80m or 40m. In most cases
not only we are the multiplier, but also you!
There will be no CW operation on the contest bands during the contest.
But we will have two stations which can be operated on 17m and 12m during
  the contest.
Please note and understand that there will be no upload to Club Log for
the contest log as long as the official log checking takes place. Of
course we will also upload the QSOs with VK9LM to LOTW later.
Feel free to visit the DXpedition website on http://www.lordhowe2014.org
and subscribe to our newsletter to stay informed.
No idea who the Lagunaria DX Group is? Just visit
http://www.lagunaria-dx-group.org and learn more about the group, the
people behind it and their goals."

VK9N, NORFOLK ISLAND. Michael, G7VJR, (author of ClubLog) will be active
as VK9/G7VJR from Norfolk Island (OC-005) between December 26th and January
2nd (2015). Activity will be holiday style on the HF bands using CW with an
Elecraft K3 and 100 watts. QSL via M0OXO or LoTW.

VK0M, MACQUARIE ISLAND (Cancelled). It was announced on QRZ.com a few weeks
ago that Rod, VK6MH/GM4AWB, would be active as VK0MH from Macquarie Island
(AN-005) between early or starting November 2014 and April 2015. However,
this week it was announced on October 15th by Rod, "Alas, my ship L'Astro-
labe sailed yesterday to Macquarie and I was not on it. After all the weeks
of training were complete I cannot go. On Friday I had a small innocent
mole cut off my arm. Late on Monday, I was told it was a Melanoma and so
that meant no travel on the ship. I had an op to remove it yesterday an
although gutted that I cannot go, feel uplifted by support of friends and
family and am focused on future adventures :0)"

VR, HONG KONG. Operators Charlie/VR2XMT, Yau/VR2UBC, Solo/VR2CO, Oscar/
VR2ZLI, Calvin/VR2ZCL, Brian/VR2ZXM, Dawood/VR2XNG and Farid/VR2UNG will
be active as VR2S (Region Scout Special Station by the HKIR IT Club)
during the CQWW DX SSB Contest as a Multi-Single entry. QSL direct via
VR2HKS or the address on QRZ.com.

YS, EL SALVADOR. Hiro, JA6WFM, will be active as YS1/NP3J during the
CQWW DX SSB Contest (October 25-26th) as a Single-Op/Single-Band (10m)/
Low-Power entry. QSL via EA5GL or LoTW.

YS, EL SALVADOR. Mario, YS1GMV, member of the Club de Radio Aficionados
de El Salvador (CRAS), will be active as YS1YS during the CQWW DX SSB
Contest (October 25-26th) as a Single-Op/Single-Transmitter entry. QSL
via YS1GMV.
