LOTW UPDATE. Some may have noticed that the "Logbook of The World" (LoTW)
went off-line early last week. The ARRL Letter explains, "ARRL Information
Technology Manager Michael Keane, K1MK, is reporting that while Logbook
of The World (LoTW) system is currently down, it is expected to be back
up by 9 AM EST (1400 UTC) on Friday, November 9. 'While the system is
temporarily down, radio amateurs are not able to access LoTW or upload
their logs,' Keane explained. 'No data has been lost, and everyone's
records are intact. We understand the problem and we are in the process
of restoring service to LoTW. Since both the Logbook of The World service
and the Online DXCC service are connected to the ARRL Awards System,
radio amateurs are not able to access either service until the system
is restored. We apologize for any inconvenience this may cause, and want
to assure the amateur community that the ARRL is working diligently to
restore service to these popular programs.'"

LATEST PT0S UPDATE FROM THEIR WEB PAGE:
PT0S Team on the Rocks, One Station QRV (11-11-2012 from AA7JV)
---------------------------------------------------------------------
Nov 11, 2012, St. Peter and St. Paul =
"We landed on SPSP yesterday morning. After many difficulties we have
raised our main antenna and have one station operational. Spent last
night on 160 with mixed results. Local noise on the main TX antenna is
S9+10 dB and we can only work stations with signals above that. It is
like listening to the output of a switching power supply. Will try to
build RX antenna today. Conditions are too rough to build the planned
remote RX antenna. We must wait for calmer conditions to swim to the
remote rock called Cabral. We have very limited Internet access so
updates will be kept short..... AA7JV"
PY0F, FERNANDO DE NORONHA. Renner, PY7RP, will be active from Fernando
de Noronha (SA-003) between December 6-10th. He informs OPDX that he has

IRCS TO BE DISCONTINUED IN THE U.S.? It seems that the United States
Postal Service (USPS) will (or try to) follow what the U.K. is going
to do with IRCs. The USPS has proposed to discontinue the sale of
International Reply Coupons (IRCs) due to the "low quantity demand by
customers" but will "continue to exchange (redeem) international reply
coupons purchased in foreign countries and presented at U.S. Post
Office facilities". You can read more in the Federal Register at:
https://www.federalregister.gov/articles/2012/10/23/2012-25992/inter=
national-mailing-services-proposed-product-and-price-changes#h-13 =
Comments on this proposed change will be accepted through November
23rd, and can be voiced/filed at:
http://www.regulations.gov/#!submitComment;D=3DUSPS-2012-0101-0001
It has been suggested that the amateur radio operators should try to
make a the case for retaining IRCs on the <usps.com> store only. IRCs
are currently available at <usps.com> so there is no need to have them
stocked or ordered at a local post office. It costs literally nothing
to have them in the online store. If the sale of IRCs are discontinued
here in the U.S., you will have to buy them from another country.
NEW QSL ROUTE. Sergey, D2HD, has selected Buzz, NI5DX, as his QSL

UNIQUE SPECIAL EVENT FROM ALASKA AND THE YUKON! "Yukon John", KL7JR,
informs OPDX: "Time frame is June or July, 2013. If you were planning a
trip to Alaska or the Yukon, bring the family and make a vacation out of
it. Special event will be 2 or 3 days long with other operating locations
available (VE8RST etc.)... spend a day or as long as you wish! Callsigns
used will be KL7RST and VY1RST. Several ways to get there: fly up to
(Anchorage, Juneau or Whitehorse) and rent a car, drive up, ferry up
from Bellingham, WA....etc. etc. I especially need a ham with CW or
digital experience (prefer PSK-31) to man his own station. There is a
hotel nearby so that's another possibility. I may come up solo in a
motor home...not sure yet but could have room for someone to share
expenses. One thing for sure, we will have an exciting time and I promise
this will be UNIQUE!!! This could just be that mini-DXpedition you
always dreamed of!!! Please pass on to anyone who may be interested.
Specific details will be released later. Contact Yukon John, KL7JR if
interested (kl7jrATyahoo.com)."

most important DX'peditions of the year is about to start.
ZL9HR will be active from the UNESCO World Heritage Campbell Island
which is 650Km south of New Zealand in the Great Southern Ocean. This
Sub-Antarctic island is sought after not only for DXCC and IOTA (OC-037)
awards but I have been informed by August, HB9TZA, also for the World
Flora and Fauna radio award where the island has the reference ZLFF-019.

I am glad to report all plans are still on schedule and ZL9HR will be
active on all bands from 160m to 6m from November 28th to December 9th
