the following [edited]: "Dated February 22nd, 2012 - DX University=99 will
take place at the Holiday Inn, Visalia, California, on Friday, 20th April,
2012. This major event is a first and has attracted a high-calibre of
speakers for the all-day program.

3C0, ANNOBON ISLAND (Delayed!). Operators Elmo/EA5BYP and Javier/EA5KM
continue to be active as 3C6A from Bioko Island (AF-010) which was expected
to last until February 26th. However, details on their Web page state on
Saturday, February 25th: "The two operators are now in Equatorial Guinea
(3C6A) and they are having problems in their journey to the island of
Annobon, so this will be delayed until Friday (March 2nd). They will
continue doing everything possible to give the entity to the largest
number of hams, but remember that they are only two persons." Their
planned activity as 3C0E from Annobon Island (AF-039; Pagalu) was to
last until March 11th, but there are no other details whether or not
to extend this operation. Activity will be on 160-6 meters using CW, SSB

3W, VIETNAM. Wayne, K6ZSJ, and his wife will change their QTH every 6
months from California to Nha Trang City. Currently, they are in Vietnam
and Wayne has been active as 3W7W since December. He states, "I'll be QRV
almost every day while here, so if we don't QSO today I'll be back soon
for another try, hi. Most frequently, 3W7W will be around 14200 kHz or
the low end of 40 meters CW." Wayne built a house right next to the South
China Sea with a radio room on the top floor and plans to mount a tower
or mast for his A3S tribander and 40m vertical to his 3rd floor deck.

6H, MEXICO (Special Event). Members of the Grupo DXXE will activate the
special event callsign 6H6IARU between April 13-18th. Operations will be
on all bands between 160-6 meters, as well as the amateur radio satellites
from different Grid Locators throughout Mexico. Activity is to celebrate
the 87th anniversary of the founding of the International Amateur Radio
Union (IARU), and to celebrate "World Amateur Radio Day" on April 18th.
This year's theme for the "World Amateur Radio Day" is Amateur Radio
Satellites: "Celebrating 50 Years in Space" in remembrance the launching
of OSCAR 1 on December 12, 1961, and the launch of OSCAR 2 on June 2, 1962.
QSOs with this station are valid for the IARU Region 2 award, the various

60 METERS NEWS (Recommended Practices). With new privileges on the
60 meter band beginning March 5th, the ARRL announced this past week
"Recommended Practices" which were based on survey results and
subsequent research. The committee declined to propose a specific
band plan for 60 meters at this time, but instead created a "Recommended
Practices" document now available at: =

Also, look for the April issue of QST magazine tp include an article by
ARRL Regulatory Information Manager Dan Henderson, N1ND, that will offer
a detailed discussions of the new 60 meter privileges and recommended
operating practices.
6V, SENEGAL. Operators Mike/RA9FW and Igor/UA9CDC will be active as 6V7Z
from "Le Calao Resort" between March 16-28th. Their activities will
include the Russian DX Contest (March 17-18th) and the CQWW WPX SSB
Contest (March 24-25th) as a Multi-Single entry. QSL via RA9FW, direct

7P8, LESOTHO (Update). Donovan, ZS2DL, has finalized his team of operators,
but has changed the dates for his DXpedition to Lesotho. Due to the "Roof
of Africa Rally" (see <http://www.roofofafrica.org.ls>) taking place and
all accomodations being taken for their original dates (November 9-19th),
the dates have been changed to arriving in Lesotho on November 21st, and
leaving December 4th. Operations will possibly take place between November
22nd and December 3rd. Naturally this means they will be an entry in the
CQWW DX CW Contest (November 24-25th). The callsign will 7P8D. Operators
mentioned are Donovan/ZS2DL (CW), Andrew/V51YJ (CW), Mitko/LZ1UQ (CW),
Jo/DJ3CQ (CW), Chris/DL2MDU (CW/RTTY), Rhy/ZS1TT (SSB/RTTY), Frosty/K5LBU,
Mitch/ZS2DK (SSB/RTTY) and Roger/ZS6RJ (CW/RTTY). Activity will be on
160-10 meters using CW, SSB and RTTY, with a minimum of three stations
(possibly 5 stations) on the air 24/7. Suggested CW frequencies (listening
up) are: 3504, 7024, 10103, 14020, 18078, 21020, 24900 and 28020 kHz.

8P, BARBADOS. Tom, W2SC, will be active as 8P5A during the ARRL DX SSB
Contest (March 3-4th) as Single-Op/All-Band/High-Power entry. QSL via

9G, GHANA. Look for 9G1AA to be active again from the Dormaa Hospital
in Dormaa-Ahenkro between February 28th and about March 16th. A few
different sources are reporting that Rob/PA3DEW and Vincent/PA3FQX
are the operators. Activity is usually and mainly on 20 and 15 meters

9M2, WEST MALAYSIA. Takeshi "TAKE", JI3DST, will be active as 9M2/JI3DST
(He states, "Now not fixed callsign.") from West Malaysia between 0000z,
March 10th and 0900z, March 11th. Activity will be on 80/75/40/30/20/17/
15/12/10/6 meters using CW, SSB and FM (no RTTY/PSK). Take states that
in case of heavy rain or other conditions, the operation's condition

9M8, EAST MALAYSIA. Steve, 9M6DXX, informs OPDX that he will be active
as 9M8Z from Sarawak (OC-088) once again between March 23-28th. Activity
will include the CQWW WPX SSB Contest (March 24-25th) as a Single-Op/

C5, THE GAMBIA. Willy, ON4AVT, will be active as C5AVT from near Banjul
between February 28th and March 20th. Activity will be QRP and mostly
on 15 meters PSK31 using a FT-817 and a Buddipole. QSL via his home

C6, BAHAMAS. Steve, W2ML, will be active as C6A/W2ML from Nassau (NA-001)
between February 27th and March 5th. He is there on vacation and to be
in the ARRL DX SSB Contest (March 3-4th). Activity will be on all bands
using CW, SSB and PSK-31. QSL via the W2 Bureau or direct to his home
callsign.
CENTRAL AMERICAN TOUR. Andrei, NC2N (ex-NP3D), will be active as TG7/NC2N
from Guatemala between March 3-8th, and as HR5/NC2N from Honduras between
March 9-12th. Activity will be holiday style on 80-10 meters using CW,
RTTY and SSB. He also plans to be active while in Guatemala during the
ARRL SSB DX Contest (March 4-5th) as a Single-Op/Low-Power entry. Logs
will be uploaded to LoTW as soon as possible. Direct QSLs can be obtained
via W3HNK or RW6HS. Andrei will try to complete his 3rd Triple Play Award
from TG-land.
CY9, ST. PAUL ISLAND (Update to OPDX.1049). The callsign, dates and Web
pages have now been announced for the upcoming operation. Look for the
CY9M DXpedition to St. Paul Island (NA-094) to take place between July

DXCC NEWS (M-V Island Deleted!). Bill Moore, NC1L, ARRL Awards Branch
Manager, reported on February 23rd: "According to the Finnish Ministry
of Transportation and Communication, the Saimaa Canal Treaty between
Finland and Russia has been finalized by relevant Finnish and Russian
authorities through ratification.
The Treaty has entered into effect with a date of February 17, 2012.
Malyj Vysotskij Island (MVI), R1M, is no longer included in the Treaty.
Thus, MVI will be deleted from the DXCC list as of February 17, 2012,
and added to the Deleted Entities List.
Administratively at HQ, we will not make the necessary changes to the
DXCC system until after the final data processing for 2011 is complete --
this includes the tables shown in Logbook of The World. (The 2011 DXCC
Annual and Honor Roll listings will contain M-V Island as it stood in
2011, a current entity). This change will affect the Honor Roll numbers
as follows:
#1 Honor roll will drop to 340 (down from 341)
The entry level Honor Roll number will drop to 331 (down from 332)
DXCC members will see their current entity totals drop by one on their
Mixed awards, and on the bands and modes where MVI credit is given. They
will also see their DXCC Challenge totals drop commensurately."
E5, SOUTH COOK ISLANDS (Update). Look for the E51M DXpedition that is
going to North Cook Islands to also be active as E51EWP (not E51MCW as
announced last week ) from Rarotonga, South Cook Islands, between March
23-26th, and again between April 11-14th, before and after their operation
on Manihiki (see OPDX.1044). Activity will be on all bands, including
60m, using CW, SSB, but with an emphasis on RTTY because there is a high
demand for RTTY. QSL via DJ8NK, direct or by the Bureau. Online QSL

AS-118. Members of the Kuwait Amateur Radio Society (9K2RA) will once
again activate 9K2F from Failaka Island between March 7-12th.

AS-175. NEW IOTA! Look for an Indian team to be active using the
special callsign ATBDW (callsign is correct) from Bet Dwarka
Island (Bet Shankhodar) between March 15-31st. This island is
in the Gujerat State West IOTA Group and has never been
activated before. Activity will be on 80-10 meters using CW,
SSB and the Digital modes. Operators mentioned are Sarla/VU2SWS
(Group Leader), Milind/VU2IZO, Nand/VU2NKS, Deepak/VU2CDP,
Basappa/VU2NXM, Laxman/VU2LX and Lion/VU2JHM. More details

J7, DOMINICA. Simon, G7SOZ, will be active as J79SZ from Dominica (NA-101)
between March 7-15th. Activity will be mainly CW with some SSB, and he
does plan to be an entry in the RSGB Commonwealth Contest (March 10-11th).

KH6, HAWAII. Operators Tommy/VK2IR and Peter/VK2NN will be active as

TO11, GUADELOUPE. Gildas, F6HMQ, (along with Michel, F6GWV) will once
again be active from Guadeloupe (NA-102) using the special callsign,
TO11A, between March 2-16th. They plan to be active in the upcoming
ARRL DX SSB Contest (March 3-4th) as a Multi-Op entry. Outside the contest,
look for activity on 6 meters. QSL via F6HMQ.
TP8, FRANCE. The "Council of Europe Radio Amateur Club" (CERAC - TP2CE)
will be active as TP8CE between March 9-11th. Activity is to celebrate
the 40th anniversary of the European Youth Center. Operations are usually
on all HF bands and modes, and possibly the satellites. QSL via F5LGF. An

V5, NAMIBIA (Update). Operators David/GI4FUM and XYL Gillian/GI8MIV,
along with Richard/GI4DOH, Kalle/DM3BJ and Andre/V51B will be active from
Oranjemund for the CQWW WPX SSB Contest (March 24-25th) as a Multi-Op
entry. Callsign has not been announced yet. The week before the contest
operators will be active on the HF bands using CW, RTTY and PSK31. Skeds
may be requested via <GI4FUM@arrl.net>. QSLs for this operation should
go via David, GI4FUM (QTHR). =
XT, BURKINA FASO. A group of Japanese operators will be active from
Ouagadougou between March 21-28th. Operators mentioned are Yukinori/
JA3VWT (XT2VWT), Kitai/JA3IVU (XT2IVU), Junichi/JH3AEF (XT2AEF), Shusuke/
JO3VVO (XT2VVO) and possibly other JA operators. Activity will be on
80-10 meters using CW, SSB and the Digital modes. QSL via their home
callsigns, direct or by the Bureau. Their was some indication that the
XT2CEFIG club station may also be activated.
Z8, SOUTH SUDAN. It was announced this past week that the Republic of
South Sudan was issued/allocated the prefix block Z8A-Z8Z by the Inter-
national Telecommunication Union (ITU). A complete list of all the prefixes

ZD7, ST. HELENA. Nigel, G3TXF, who was active as ZD8XF from Ascension
Island (AF-003) this past week, will be active as ZD7XF from St. Helena
(AF-022) between February 29th and March 13th. Activity will be mainly
focused on 160 and 80 meters CW, with an entry in the RSGB's Commonwealth
