Justification for the #AmateurRadio service in the U.S. is spelled out
in the Rule, 47 CFR 97.1(a), value "to the public as a voluntary
noncommercial communication service, particularly with respect to
providing emergency communications." Value comes from action, not just
words.

undertaken at @arrl, @arrl_greatlakes, or even @arrlohio; those layers
are support. Action is local. Every @ARRL_ARES Emergency Coordinator
and Net Manager has work to do. That work is coordination.

leadership. @ARRL_ARES ECs and Net Managers must first understand the
mission, the doctrine, and then lead others to undertake the
mission. Create the "supply" and attract the "demand" to it.
