On the above site I found:-

2. What server should I use if my CWOP ID contains my amateur radio callsign?
- Use a server designator of "rotate.aprs.net" to send to the Core servers or
"rotatewx.aprs2.net" to send to the Tier 2 servers. Note that some of these
servers require a verification code which currently licensed amateur radio
operators can obtain from n5jxs at tamu dot edu or from russ at wxqa dot com.
Details on how this verification or pass code is used to connect are here.
